NOTICE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS,FORM OF CONTRACT AND
NOTICE TO BIDDERS/INVITATION FOR BIDS FOR
THE CONSTRUCTION OF IMPROVEMENTS TO THE
WATERLOO REGIONAL AIRPORT
CONSISTING OF
REPLACEMENT OF HANGAR ROOF AND DOOR SEALS
AT THE
WATERLOO REGIONAL AIRPORT
WATERLOO,IOWA
A pre-bid conference for this project will be held in the Second Floor Conference Room of the
Administration Building at the Waterloo Regional Airport at 1:30 pm,Local Time,on April 14,2005.
Sealed bids will be received by the City Clerk of the City of Waterloo, Iowa, at her office in City Hall of
the said City on the 18th day of April,2005,until 4:00 p,m.
All proposals received will be publicly opened and read in open Council meeting to be held in the Council
Chambers in the City Hall in the City of Waterloo, Iowa, on the 18th day of April, 2005, at 5:30 p.m., and
the proposals will be acted upon at such later time and place as may then be fixed.
All proposals must be received at the address indicated herein above prior to the time and date specified for
receipt of bids. Bids received after the specified time and date will be returned unopened. The City of
Waterloo shall not be held responsible or accountable for delays in the delivery of any proposal by the U.S.
Postal Service or other courier service.
Notice is hereby given that the Council of said City will conduct a public hearing of the proposed
specifications, form of contract, and estimate of cost for the Replacement of Hangar roof and seals at 5:30
p.m. on April 18,2005, said hearing to be held in the Council Chambers in the City Hall in said City. The
proposed specifications, and form of contract for said Replacement of hangar roof and seals as described
below heretofore prepared by the Waterloo Regional Airport of the City of Waterloo are now on file in the
office of the City Clerk and the office of the Airport Director for public examination, and any person
interested therein may file written objection thereto with the City Clerk before the date set for said hearing,
or appear and make objection thereto at the meeting above set forth.
The work to be performed in this project shall include the following described improvements to the
Waterloo Regional Airport,Waterloo,Iowa:
Replacement of McCandles Aviation hangar roof and weather boots on hangar doors.
Plans and Specifications.
Copies of the specifications are on file and may be inspected at:

Bid Security Will be Required as Follows.
Each Proposal will be accompanied in a separate labeled and sealed envelope by a certified check drawn on
a solvent Iowa bank or a bank chartered under the laws of the United States or bid bond in the amount of
five percent (5%) of the total amount bid, made payable to the order of the City of Waterloo, Waterloo,
Iowa. The check must not contain any condition in the body or endorsement thereon. The checks or bid
bonds of the two lowest Bidders will be retained until the low bidder has been designated and a Contract is
approved. Other bid securities will be returned within forty-eight (48) hours after bid opening. A
successful Bidder's bid security shall be forfeited to the City as liquidated damages in the event the Bidder
fails or refuses to enter into a Contract within fifteen (15) days after the bids are received and post bond
satisfactory to the Airport insuring the faithful fulfillment of the Contract. Bidder shall use the Bid Bond
form provided in the Specifications.
Bonds.
The successful Bidder will be required to furnish separate performance and payment bonds each in an
amount equal to 100% of the Contract price. The bond of any surety company authorized by the
Commission of Insurance of the State of Iowa to do business in the State of Iowa, and which has filed its
Certificate of Authority with the Clerk of Court,will be accepted as security for any Contract.
Site Inspection.
Bidders are expected to visit the locality of the work and to make their own estimate of the facilities needed
and the difficulties attending the execution of the proposed Contract,including local conditions.
Proposals.
The Bidder must supply all information required by the Proposal Form. Bids must be submitted on the
specified Proposal Form.
Time for Receiving Bids.
Bids received prior to the time of opening will be securely kept,unopened. The officer whose duty it is to
open them will decide when the specified time has arrived, and no bid received thereafter will be
considered. No responsibility will attach to an officer for the premature opening of a bid not properly
addressed and identified. Telegraphic bids will not be considered.
Withdrawal of Bids.
Bids may be withdrawn on written or telegraphic request received from Bidders prior to the time fixed for
opening. Negligence on the part of the Bidder in preparing the bid confers no right for the withdrawal of
the bid after it has been opened.
Errors in Bid.
Bidders or their authorized agents are expected to examine the Specifications and Schedule and all other
instructions pertaining to the work, which will be open to their inspection. Failure to do so will be at the
Bidder's own risk and he cannot secure relief on the plea of error in the bid. In case of error in the
extension of prices,the unit price will govern.
Payments.
Payment will be made to the Contractor based on completion of the project. No such partial or final
payment will be due until the Contractor has certified to the Airport that the materials, labor and services
involved in each estimate have been paid for in accordance with the requirements stated in the
Specifications.
Commencement and Completion.
The work in this Contract shall be substantially completed according to the terms of the entire contract
within sixty (60) calendar days from the date established in the Notice to Proceed. Failure to complete
either phase within the allotted time will result in assessment of liquidated damages for that phase.
Liquidated Damages.
Liquidated damages will be assessed for work that is not completed according to the overall contract time
at a rate of$200.00 per calendar day.
Award of Contract.
It is the intent of the City of Waterloo to make award of contract to the responsive and responsible bidder
that submits the most advantageous bid. The right is reserved by the City of Waterloo to reject any and all
bids and to waive any informality in the bids received.
State Sales Tax Exemption.
Contractors and approved subcontractors will be provided a Sales Tax Exemption Certification to purchase
building materials or supplies in the performance of construction contracts let by the City of Waterloo.
Marking and Mailing Bids.
Envelopes containing bids must be sealed and addressed to the City Clerk's Office, Waterloo City Hall,
715 Mulberry Street,Waterloo,Iowa,50703;and marked in the upper left hand corner as follows:

BID PROPOSAL
REPLACING ROOF AT McCANDLESS AVIATION/
HANGAR DOOR SEALS
WATERLOO REGIONAL AIRPORT, WATERLOO, IOWA
PREAMBLE
The undersigned being a corporation existing under the laws
of the State of Iowa; a partnership consisting of the following
partners :

Being familiar with the Specifications affecting the cost of this
commodity, hereby offers to furnish same commodity F.O.B. to the
Waterloo Regional Airport, Waterloo, exact location to be
determined upon acceptance of bid, Waterloo, Iowa 50703 .
SUBMISSION OF BIDS
Sealed bid proposals will be received by the City Clerk,
Waterloo City Hall, 715 Mulberry St . , Waterloo, Iowa 50703 , until
4 : 00 pm on the 18th day of April, 2005 . Any bid submitted after
the specified time shall be rejected.
SPECIFICATIONS/SCOPE OF WORK
The bidder guarantees to provide exactly the same item as
specified upon notification that he/she is the successful bidder,
by the issuance of this bid proposal bearing the Airport
Director' s signature.
1 . Replace weather boot on Livingston Aviation Shop bi-fold
hangar door.
2 . Install 12" metal overhang east and west sides of Hangar
āCā
3 . Replace weather boot in all ten hangar bi-fold doors of T-
hangar "C" .
4 . Replace three sections of roof on McCandless Maintenance
Hangar. Specifically:
A. Remove and dispose of existing roofing to concrete
deck.
B . Prime concrete deck.
C. Install a two-ply bituminous vapor barrier with hot
asphalt and type IV felt .
D. Install two layers of 1 ;A" polyisocyanurate insulation
with hot asphalt .
E . Install a layer of ;A" high-density wood fiberboard
with hot asphalt over the polyisocyanurate insulation.
F . Install a fully adhered 60-mil EPDM rubber roof
system.
G. Install new Colorklad perimeter sheet metal (color
selected by owner) . This includes gravel stop around
the perimeter, surface mount counter flashing at the
walls, and slip-up counter flashing at the roof
penetrations .
H. Strip-in all laps .
I . Provide a two-year personal warranty and a twenty-year
manufacturers total system warranty.
The roof replacement will be broken down into three sections;
section 1 will be the south section of the roof, section 2 will be
the center section of the roof, and section 3 will be the north
section of the roof . The airport may award any one, a
combination, or all sections of the roof bid.
A mandatory pre-bid conference for this project will be held in
the Second Floor Conference Room of the Administration Building at
the Waterloo Regional Airport at 1 :30 pm, Local Time, on April 14 ,
2005 . In addition, Bidders are expected to visit the locality of
the work and to make their own estimate of the facilities needed

Contract, including local conditions .
GENERAL REQUIREMENTS FOR SUBMISSION OF BIDS
Envelopes containing bids must be sealed and addressed to
the City Clerk' s Office, Waterloo City Hall , 715 Mulberry Street,
Waterloo, Iowa, 50703 ; and marked in the upper left hand corner
as follows :

WATERLOO REGIONAL AIRPORT
All Bids must meet or exceed minimum Specifications as
previously defined. Bids that do not meet or exceed the minimum
Specifications, as determined by the Airport, shall be rejected.
All Bid Prices, upon submission by bidder, are recognized by
the Airport and Vendor to be irrevocable for the minimum of thirty
(30) calendar days from date of Bid Opening.
THE BIDDER SHALL STATE THE TERMS AND CONDITIONS OF WARRANTY
Standard procedure dictates that the City of Waterloo will
accept the lowest responsible bid. However, the bidder
understands that the City reserves the right to reject any bid
that is either considered not to be responsible or not most
advantageous to the City. The City will award the contract to the
responsible bidder whose bid meets or exceeds minimum
Specifications .
The City reserves the right to reject any and all bids .
Upon acceptance of the bid, a copy of the Proposal bearing
the Airport Director' s signature shall constitute acceptance of
the bid and, therefore, be a legal binding Agreement .
If applicable, the bidder guarantees that title conveyed
shall be good and goods shall be delivered free from security
interest or other lien or encumbrance of which the Airport at the
time of purchase had knowledge.
OPENING AND ACCEPTANCE OF BIDS
Sealed bids will be opened and read at 5 : 30 p.m. on the 18th
day of April, 2005 at the City Council meeting, City Hall, 705
Mulberry, Waterloo Iowa and all bidders understand that they may
be in attendance at the bid opening.
Bids will be acted upon at that time or at a later time,
which shall then be established.
BID PRICES
The bidder proposes to meet or exceed the above
specifications for the following lump sum price . The City
reserves the right to award, in its sole discretion, any one part,
combination, or all of the 4 bids listed below.

CANCELLATION
The successful bidder understands that the Waterloo Regional
Airport shall cancel this Agreement, with thirty (30) days notice,
if the Airport has knowledge that all conditions as stated in this
Bid Proposal have not been fulfilled.
PAYMENT PROCEDURE
Payment to the vendor shall be made after acceptance by the
Waterloo Airport of the work performed and within thirty (30) days
of submittal of Invoice to the Waterloo Regional Airport .
This bidder having fully read this document, hereby
acknowledges that this Bid Proposal completely reflects the total
Bid as contained herein.
