Bids received after the specified time and date of the bid opening will be returned unopened. The City of Waterloo shall not be held responsible or accountable for delays in the delivery of any proposal by the U.S. Postal Service or other courier service. OPENING OF BIDS All proposals received will be opened in open Council meeting to be held in the Council Chambers in the City Hall in the City of Waterloo, Iowa, on the day of , 2010, at 5:30 p.m. , and the proposals will be acted upon at such later time and place as may then be fixed. PUBLIC HEARING Notice is hereby given that the Council of said City will conduct a public hearing on the proposed plans, specifications, form of contract, and estimate of cost for the purchase of the above-described equipment at 5:30 p.m. on June , 2010 , said hearing to be held in the Council Chambers in the City Hall in said City. The proposed plans, specifications, form of contract, and estimate of cost for said improvements heretofore prepared by AECOM are now on file in the office of the City Clerk for public examination, and any person interested therein may file written objection thereto with the City Clerk before the date set for said hearing, or appear and make objection thereto with the City Clerk before the date set for said hearing, or appear and make objection thereto at the meeting above set forth. SCOPE OF WORK The extent of the work involved is for purchase and delivery of Snow Removal Equipment consisting of a Carrier Vehicle with a front-mounted sweeper. BEGINNING AND COMPLETION DATES The equipment under the proposed contract shall be commenced within ten (10) working days after receipt of "Notice to Proceed" and shall be delivered to the Waterloo Regional Airport in 150 calendar days. AECOM Project No.60148316 NPHB-1 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport PLANS AND SPECIFICATIONS Plans and Specifications governing the purchase of the proposed equipment have been prepared by AECOM, which plans and specifications and also the prior proceedings of the City Council referring to and defining said proposed equipment are hereby made a part of this notice, and the proposed contract by reference shall be executed in compliance therewith. Plans and Specifications are obtainable by a qualified bidder from the offices of AECOM, 501 Sycamore Street, Suite 222, Waterloo, Iowa 50704. DISADVANTAGED BUSINESS ENTERPRISE(DBE) REQUIREMENTS The requirements of 49 CFR Part 26, Regulations of the U.S. Department of Transportation, apply to this contract. The Owner has established a DBE contract goal of 0 percent for this contract. Award of this contract will be conditioned upon satisfying the requirements of this section. BID SECURITY REQUIRED Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to City of Waterloo. CONTRACT AWARD Bids may be held by the City of Waterloo for a period not to exceed 45 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. It is the intent of the City of Waterloo to make award of contract to the responsive and responsible bidder that submits the most advantageous bid. The right is reserved by the City of Waterloo to reject any and all bids and to waive any informality in the bids received. The term "Project Documents" as used herein shall be construed as being equivalent to the above defined bid documents. All documents comprising the Project Documents are complementary to one another and together establish the complete terms, conditions and obligations of the successful bidder. Those individual elements of the Project Documents that are bound may not be removed or detached. Prospective bidders may obtain a copy of the project bid documents from the designated office identified within the Invitation-for-Bids. — Bidder Representations By submittal of a bid proposal, the BIDDER represents the following: • The Bidder has read and thoroughly examined all project documents • The Bidder has a complete understanding of the terms and conditions required for the satisfactory performance of the project. • The Bidder has found no errors, conflicts, ambiguities or omissions in the project documents, except as previously submitted in writing to the owner that would affect cost, progress or performance of the work. • The Bidder is familiar with all applicable Federal, State and local laws, rules and regulations pertaining to execution of the contract and the project work. • The Bidder has complied with all requirements of these instructions and the associated project documents. Modifications to Protect Documents Modifications to the project documents may only be made by written addendum issued by the Owner or the Engineer. Verbal explanations, interpretations or comments made by the Owner or Owner's representative shall not be construed as binding. Addenda will be transmitted to all known official plan holders. Each bidder shall certify at the time of bid submittal that they acknowledge receipt of all issued addenda. Errors and Discrepancies in Project Documents Should Bidder find an error, discrepancy, ambiguity or omission in the project documents prior to submittal of a proposal, the Bidder is obligated to contact the Owner or Engineer with written notice of the error, discrepancy, ambiguity or omission. The written notice shall identify the nature and location of the error, discrepancy, ambiguity or omission. — Corrections or modifications to the project documents will only be made by written addendum as prescribed herein. By submittal of a Bid Proposal, Bidder represents that they have thoroughly AECOM Project No.60148316 ITB-1 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport reviewed the project documents and that they have not identified any error, discrepancy, ambiguity or omission that would affect cost, progress or performance of the project work. Clarifications and Interpretations A bidder requiring a clarification or interpretation of the project documents shall make a written request to the Owner or the Owners Representative. The Owner must receive the written request a minimum of seven (7)calendar days prior to the date of the bid opening. Issuance of Proposal Forms The Owner reserves the right to refuse to issue a proposal form to a prospective bidder should the bidder be in default for any of the following reasons: a. Failure to comply with any pre-qualification regulations of the owner, if such regulations are cited or otherwise included, in the proposal as a requirement for bidding. b. Failure to pay, or satisfactory settle, all bills due for labor and materials on former contracts in force (with the owner)at the time the owner issues the proposal to a prospective bidder. c. Contractor default under previous contracts with the owner Form of Proposal All bid proposals shall be made on the forms provided herein the bound project documents. No bidder may submit more than one proposal. All proposals are to be written in ink and shall be clearly legible. All blank spaces in the proposal forms shall be legibly completed for each and every bid item. The Bidder shall not qualify any bid item. The Bidder shall initial in ink any erasures and alterations made on the proposal form by the bidder. The Bidder shall state the price of their bid in U.S. dollars and cents in both written and numeral format. -- In the event of a discrepancy, the written value will take precedence. Signature of Proposal The proposal shall be signed and dated by an authorized representative of the Bidder. All signatures shall be made with an ink pen. The Bidder's representative shall have the legal authority to obligate and bind the Bidder to the terms and conditions of the contract. The Bidder shall legibly state the name of the Bidder's representative, the legal name of the Bidder, the address of the Bidder including City, State and Zip Code, and the telephone number of the Bidder. • For bids by corporations, an officer of the corporation shall sign the bid, the State of incorporation shall be identified and the corporate seal affixed. • For bids submitted by an agent, evidence of the power of attorney shall be attached to the bid. • For bids submitted by a partnership or joint venture, the proposal shall identify the name of all firms and the authorized parties of all firms. A copy of the partnership/joint-venture agreement shall be provided to the Owner as an attachment to the proposal. Modification or Withdrawal of Bid Proposal A Bidder may modify or withdraw their proposal at any point up to the specified time and date identified for receipt of proposals. Any request for bid withdrawal or modification by the Bidder that is received after the specified time and date for receipt of proposals will be returned unopened to the sender. Any modification to a Bidder's proposal, subject to the time constraint noted herein, must be made on the proposal forms contained in the project manual. The Bidder's authorized representative must sign the modification. The modification shall be placed in a sealed envelope and the statement"Modification to Proposal" shall be legibly marked in the upper left hand corner. Withdrawal of a proposal may be _ made, subject to the time constraint noted herein, only with written confirmation under signature of the Bidder. AECOM Project No.60148316 ITB-2 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport -- Bid Guaranty Each bid proposal shall be accompanied by a bid guaranty in the amount of five percent (5%) of the total amount of the bid. The bid guaranty may be by bid bond or certified check made payable to the Owner. The bid bond shall be from a responsible surety qualified to conduct business within the State of Iowa. A certified check shall be issued from a responsible and solvent bank or trust company. Bidder Qualifications Bidder shall submit with their proposal evidence of their ability, skill and experience to provide the equipment specified in the project documents. Evidence of experience shall include a listing of five previous customers in the past three years who were provided similar types of equipment. Exceptions/Deviations All exceptions or deviations to the technical specifications shall be identified in the proposal by listing the specification page number, paragraph number and requirement. A justification for the exception or deviation shall be provided under each listing. Disadvantaged Business Enterprise(DBE) The requirements of 49 CFR Part 26, Regulations of the U.S. Department of Transportation, apply to this contract. It is the policy of the <Recipient>to practice nondiscrimination based on race, color, sex or national origin in the award or performance of this contract. All firms qualifying under this solicitation are encouraged to submit bids/proposals. Award of this contract will be conditioned upon satisfying the requirements of this bid specification. These requirements apply to all bidders, including those who qualify as a Disadvantaged Business Enterprise. The Owner has established a DBE contract goal of 0 percent for this contract. The Bidder/Offeror shall make good faith efforts, as defined in Appendix A, 49 CFR Part 26, to subcontract 0 of the dollar value of the prime contract to certified DBE firms as defined in 49 CFR Part 26. All bidders shall submit the following information with their proposal on the forms provided: (1) The names and addresses of DBE firms that will participate in the contract; (2) A description of the work that each DBE firm will perform; (3) The dollar amount of the participation of each DBE firm participating; (4) Written documentation of the Bidder/Offeror's commitment to use a DBE subcontractor whose participation it submits to meet the contract goal; (5) Evidence of good faith efforts undertaken by the bidder, as described in appendix A to 49 CFR Part 26. The successful Bidder will be required to provide written confirmation from the participating DBE firms verifying their intent to participate as in the project. This written confirmation shall be submitted prior to execution of the contract. Submission of Bid Proposal Proposals shall be sent to arrive at the specified time and date for receipt of bids. Proposals received after the specified time will not receive consideration and will be returned unopened. Proposals shall be enclosed in a sealed opaque envelope. Each proposal shall be addressed to the office location identified in the Notice-to-Bidders. The upper left hand corner of the envelope shall be marked as follows: Sealed Bid Proposal Bid of {Insert Name of Bidder} For furnishing: {Identify Project Equipment} —' AIP Project No.: {Insert Project Number} To be opened at: {Insert Time and Date for Receipt of bids} AECOM Project No.60148316 ITB-3 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport For a modification to a previously submitted proposal, insert "Modification to Proposal" in place of "Sealed Bid Proposal". Bid Protest Procedure Any potential bidder wishing to file a protest concerning alleged improprieties in this solicitation must submit the protest in written format 72 hours prior to the specified time of the bid opening. The formal written protest must identify the name of vendor contesting the solicitation, the project name and number, and the specific grounds for the protest. All determinations made by the Owner are final. Bidders desiring a complete copy of the Owners protest procedures must make a written request to the Owner. Bid Opening All proposals submitted prior to the stated time and date for receipt of bids will be publicly opened and read aload by the Owner or the Owner's representative. Bidders, their authorized agents, and other interested parties are invited to attend. Proposals submitted after the stated time and date for receipt of bids will be automatically rejected without consideration and will be returned unopened. Evaluation of Proposals Proposals may be held by the Owner for purposes of review and evaluation by the Owner for a period not to exceed 45 calendar days from the stated date for receipt of bids. The Owner will tabulate all bids and verify proper extension of unit costs. The Bidder shall honor their proposal for the duration of this period of review and evaluation. The bid guaranty will be held by the Owner until this period of review has expired or a contract has been formally executed or a purchase order has been issued. Bid Informalities and Irregularities The Owner reserves the right to waive any informality or irregularity discovered in any proposal,which in the Owner's judgment best serves the Owner's interest. In the situation where an extension of a unit price is found to be incorrect, the stated unit price and correct extension will govern. In the event of a discrepancy between the written and numeral values, the written value shall take precedence. Irregular Proposals Proposals meeting the following criteria are subject to consideration as being irregular: 1. If the proposal is on a form other than that furnished by the Owner or Owner's representative. 2. If the form furnished by the Owner or Owner's representative is altered or detached from the original document. 3. If there are unauthorized additions, conditional or alternate pay items or irregularities of any kind that make the proposal incomplete, indefinite,or otherwise ambiguous. .._ 4. If the proposal does not contain a unit price for each pay item listed in the proposal, except in the case of authorized pay items, for which the Bidder is not required to furnish a unit price. 5. If the proposal contains unit prices that are obviously unbalanced. 6. If the proposal is not accompanied by the bid guarantee specified herein. Disqualification of Bid Proposals The Owner reserves the right to reject any or all bids, as determined to be in the best interest of the Owner. Causes for rejection of proposals include but are not limited to: • Submittal of an irregular proposal; • Submittal of more than one proposal from the same partnership,firm or corporation; • Failure by Bidder to submit the bid prior to the stated time and date for receipt of bids; • Failure by Bidder to furnish satisfactory bid guarantee; • Failure by Bidder to provide all information required of the bid forms; • Failure by Bidder to comply with the requirements of bid instructions; • Failure by the Bidder to demonstrate good faith efforts in obtaining participation by certified DBE firms; • Determination by the Owner that Bidder is not qualified to accomplish the project work; AECOM Project No.60148316 ITB-4 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport -- • Determination by the Owner that the Bidder has placed conditions on or has qualified their proposal; • Discovery of any alteration, interlineations or erasure of any project requirement by the Bidder; • Inclusion of the Bidder on the "Excluded Parties Listing System" as maintained and published by the General Services Administration; • Evidence of collusion among bidders. Cancellation of Award At any time prior to execution of a contract agreement, the Owner reserves the right to cancel the award for any reason without liability to the Bidder, with the exception of the return of the bid guaranty, at any time prior to execution of the contract. Notice of Award of Contract It is the intent of the Owner, after a period of review and evaluation, to award a contract to the responsible bidder that submits the lowest responsive proposal. At the discretion of the Owner, a purchase order may be issued in lieu of a formal written contract agreement. The successful bidder will be informed their bid has been accepted through the Owner's issuance of a Notice-of-Award. The Notice-of-Award shall not be construed as a binding agreement. The proper execution of a contract agreement or the issuance of a purchase order shall serve as the binding agreement. Federal Funding Assistance It is the intent of the Owner to seek Federal participation assistance for this project under the Airport Improvement Program (AIP). Award of contract is conditioned upon the FAA concurring in the award and the Owner securing Federal assistance. Award of Alternates Unless specifically stated, the Owner reserves the right to accept alternates in any order or combination, which in the judgment of the Owner, best serves the Owner's interest. Issuance of Purchase Order The Owner's issuance and the bidder's acceptance of a purchase order serves as the binding agreement. The issuance and acceptance of the purchase order is conditioned upon the bidder's compliance with the complete terms and conditions set forth within the project documents. Return of Bid Guaranty The bid guaranty of the successful Bidder will be returned upon successful execution of the contract agreement or issuance of a purchase order. Failure by the successful Bidder to execute the contract documents or commence with the purchase order within the specified time shall result in forfeiture of the bid guaranty. The bid guaranty of the second and third lowest responsible bidders will be retained for a period of 3 days after bid opening pending the execution of the contract documents by the successful bidder or the acceptance of the purchase order. Except as noted above, the bid guaranty of unsuccessful bidders will be returned at the point their proposal is rejected. Contract Agreement Within fifteen (15) days of the receipt of the formal contract agreement or issued purchase order, the successful Bidder shall as appropriate execute the contract agreement or accept the purchase order. Failure to execute the contract agreement or accept the purchase order within the specified time frame may result in the bid being awarded to the next low bidder and forfeiture of the Bidder's bid guarantee as a liquidated damage. MOM AECOM Project No.60148316 ITB-5 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport GENERAL TERMS AND CONDITIONS DEFINITION OF TERMS Acceptable Performance: The ability of a system or product to fully comply with the required Technical Specification and to properly function during its expected economic life in a reliable and other satisfactory manner under actual operating conditions. Advertisement: A public announcement, as required by local law, inviting bids for work to be performed and materials to be furnished. Advisory Circular: Documents published by the Federal Aviation Administration that convey policy, standards and guidance. Note: As a recipient of Federal funds, the Owner may not treat the requirements of an applicable Advisory Circular as being advisory in nature. AIP grantees are obligated grant condition to apply the appropriate provisions stated within applicable Advisory -- Circulars. Refer to FAA website at:http://www.faa.gov/airports_airtraffic/airports/resources/advisory_circulars/. AIP: The Airport Improvement Program, a grant-in-aid program, administered by the Federal Aviation Administration. ARFF: Aircraft Rescue and Fire Fighting. ASTM: The American Society for Testing and Materials. Award: The acceptance, by the owner, of the successful bidder's proposal. Bidder: Any individual, partnership, firm, or corporation, acting directly or through a duly authorized representative, who submits a proposal for the work contemplated. Bid Documents: A collective term for all project documents that a prospective bidders shall base it's bid upon. Unless otherwise defined in the Instructions-to-bidders, the bid documents are comprised of the following: Invitation-for-Bids Instructions-to-Bidders General Terms and Conditions Supplementary Provisions Technical Specifications Proposal Form with attachments Form of Contract Agreement All authorized addenda issued by the Owner Any document incorporated in whole or in part by reference therein. Change Order: A written order to the Contractor covering changes in the plans, specifications, or proposal quantities and establishing the basis of payment and contract time adjustment, if any, for the work affected by such changes. The work, covered by a change order, shall be within the scope of the contract. Contract: The written agreement covering the work to be performed. The awarded contract shall include, but is not limited to: The Advertisement; The Contract Form; The Proposal; The Performance Bond; The Payment Bond; any required insurance certificates; The Specifications; The -- Plans, and any addenda issued to bidders. Contract Item (Pay Item): A specific unit of work for which a price is provided in the contract. Contract Time: The number of calendar days or working days, stated in the proposal, allowed for completion of the contract, including authorized time extensions. If a calendar date of completion is stated in the proposal, in lieu of a number of calendar or working days, the contract shall be completed by that date. AECOM Project No.60148316 GTC-1 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport Contractor: The individual, partnership, firm, or corporation primarily liable for the acceptable performance of the work contracted and for the payment of all legal debts pertaining to the work who acts directly or through lawful agents or employees to complete the contract work. Calendar Day: Every day shown on the calendar. Date Of Completion: The date of formal acceptance from the owner. DBE: Disadvantaged Business Enterprise. Refer to Federal Regulation 49 CFR Part 26. Defect: Patent or latent malfunction or failure in manufacture or design of any component or subsystem that causes a product to cease operating or causes it to operate in a degraded mode. Engineer: The individual, partnership, firm, or corporation duly authorized by the owner(sponsor)to be responsible for engineering supervision of the contract work and acting directly or through an authorized representative. Equipment: All machinery, together with the necessary components and supplies for upkeep and maintenance, and also all tools and apparatus necessary for the proper construction and acceptable completion of the work. Extra Work: An item of work not provided for in the awarded contract as previously modified by change order or supplemental agreement, but which is found by the Engineer to be necessary to complete the work within the intended scope of the contract as previously modified. FAA: The Federal Aviation Administration of the U.S. Department of Transportation. When used to designate a person, FAA shall mean the Administrator or his/her duly authorized representative. Federal Specifications: The Federal Specifications and Standards, and supplements, amendments, and indices thereto are prepared and issued by the General Services Administration of _ the Federal Government. Inspector: An authorized representative of the Engineer assigned to make all necessary inspections and/or tests of the work performed or being performed, or of the materials furnished or being furnished by the Contractor. Liquidated Damages: An established daily amount paid by the Contractor to the Owner for failure to complete the project within the established contract time. The established amount is based on estimated expenses and losses that reasonably may be suffered by the Owner for failure by the Contractor to complete the project on time. The assessment of liquidated damages shall not be construed as a penalty. Materials: Any substance specified for use in the construction of the contract work. Notice-Of-Award: A written notice of the acceptance of the bid proposal from the Owner to the successful bidder. Notice-To-Proceed: A written notice to the Contractor instructing it to begin the actual contract work on a previously agreed to date. If applicable, the Notice to Proceed shall state the date on which the contract time begins. Owner (Sponsor): The term owner shall mean the party of the first part or the contracting agency signatory to the contract. For AIP contracts, the term sponsor shall have the same meaning as the term owner. Payment Bond: The approved form of security furnished by the Contractor and his/her surety as a guaranty that he will pay in full all bills and accounts for materials and labor used in the construction of the work. Performance Bond: The approved form of security furnished by the Contractor and his/her surety as a guaranty that the Contractor will complete the work in accordance with the terms of the contract. Project: The agreed scope of work for acquisition of specific vehicle(s) or equipment as stated in the invitation for bids. AECOM Project No.60148316 GTC-2 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport Project Documents: A collective term for documents identified within the definition for bid documents, which together as a whole form the complete and full contract obligation of the contractor. Proposal: The written offer of the bidder (when submitted on the approved proposal form) to perform the contemplated work and furnish the necessary materials in accordance with the provisions of the plans and specifications. Proposal Guaranty: The security furnished with a proposal to guarantee that the bidder will enter into a contract if his/her proposal is accepted by the owner. Purchase Order: An order issue by the owner for the purchase of goods or services that when accepted by the vendor becomes a binding contract. The requirements established within the project documents as defined herein are a binding obligation of the purchase order as if each element of the project documents is physically attached to the purchase order. Related Defect: Damage inflicted on any component or subsystem as direct result of a separate defect. SAE: Society of Automotive Engineers. Specifications: A part of the contract containing the written directions and requirements for completing the contract work. Standards for specifying materials or testing which are cited in the contract specifications by reference shall have the same force and effect as if included in the contract physically. SRE: Snow Removal Equipment. Surety: The corporation, partnership, or individual, other than the Contractor, executing payment or performance bonds that are furnished to the owner by the Contractor. INTENTION OF TERMS Whenever, in these specifications or on the plans, the words"directed,""required,""permitted,""ordered," "designated," "prescribed," or words of the like import are used, it shall be understood that the direction, requirement, permission, order, designation, or prescription of the Engineer is intended; and similarly, the words "approved," "acceptable," "satisfactory," or words of like import, shall mean approved by, or acceptable to, or satisfactory to the Engineer, subject in each case to the final determination of the owner. Any reference to a specific requirement of a numbered paragraph of the contract specifications or a cited standard shall be interpreted to include all general requirements of the entire section, specification item, or cited standard that may be pertinent to such specific reference. PATENTED MATERIAL, EQUIPMENT AND PROCESSES If the successful Bidder utilizes any design, device, equipment, material or process that is covered by a patent, trademark or copyright, the Bidder shall indemnify and hold harmless the Owner and Owner's representative from any and all claims for infringement by reason of the use of any patented design, device, equipment, material or process or the use of any trademark or copyright. MATERIAL All components used in the manufacture and assembly of the specified equipment/vehicle shall be new and of high quality and grade. Re-manufactured parts shall not be utilized. DECALS The contractor shall not affix advertising decals, stickers or other signs to the specified equipment. Vehicle mud flaps,when specified, shall be installed with the blank side facing outward. BRAND NAMES Whenever in the specification proprietary names, manufacturers, trade names or catalog numbers are specified, such reference is made for the purpose of defining the minimum performance, quality and other salient characteristics of the desired item. Such reference is not intended to be restrictive in nature. The contractor may offer any material, item or process deemed equal with respect to the required minimum characteristics of the specified "brand name". The Owner reserves the right to make the final determination of equivalency. MANUALS/DOCUMENTS As a minimum, copies of the following documents must be submitted with final delivery of the equipment/vehicle. Submittal of this information is in addition to any other submittal required specified within the technical specifications. 1. Applicable Title documents. 2. An owner's/operator's manual that includes all standard manufacturer/vendor literature. 3. Manufacturer's standard warranties and guaranties. 4. Maintenance instructions. 5. Vendor Certifications. WARRANTY The Contractor guarantees that any defective component discovered within a twelve (12) month period following the date of the final acceptance shall be replaced at no expense to the Owner. The warranty for this period shall cover all parts, labor, and shipping costs for the repair and replacement of any defective component. The Owner agrees to give prompt notice of any discovered defect. The Contractor shall promptly, without undue delay, remedy such defects. The Contractor shall serve as the Owner's agent for service under any standard manufacturer warranty. MATERIAL SAFETY DATA SHEETS The Contractor shall submit applicable Material Safety Data Sheets (MSDS) for all chemical products supplied with the acquired equipment/vehicle. PRE-DELIVERY INSPECTION The Owner reserves the right to perform a pre-delivery inspection of the equipment/vehicle at the Contractor's facility. The purpose of the inspection is to verify compliance with critical requirements of the technical specifications.This inspection shall not serve as the final acceptance inspection. DELIVERY Delivery of the vehicle/equipment shall be made within the 150 calendar days of the date of the Notice-to-Proceed or issues Purchased Order. Delivery shall be F.O.B. destination to the address noted herein below. C.O.D deliveries will not be accepted. All vehicles/equipment shall be off loaded at the designated location at vendor's expense. The Contractor shall prepare and furnish the Owner a signed written certification that the components constituting the whole of the equipment being provided comply with the applicable performance, design and construction requirements of the technical specifications. ON-SITE ACCEPTANCE TESTING At no additional expense to the owner, the Contractor shall, upon delivery of the equipment/vehicle, have an authorized representative conduct an operational test of the furnished AECOM Project No.60148316 GTC-4 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport equipment in the presence of the Owner. The Contractor shall demonstrate that all features and components are in proper working order and operate as intended by the Technical Specifications. This demonstration is in addition to any other stated acceptance tests within the technical specifications and as required by the Owner. COMPLETENESS All equipment/vehicle(s) shall be delivered complete and ready for use. All parts necessary for operation or which are normally furnished as standard equipment shall be furnished whether specified or not. Substitutions or cancellations are not permitted without written approval from the owner. DEFECTS Contractor shall promptly repair any defects and related defects discovered within the standard 12- month warranty period. Unless otherwise approved by the owner, work shall commence to correct the defect and related defect within 15 calendar days from receipt of notification from the owner. PAYMENT TERMS Unless otherwise specified, the Owner will make payment in full within thirty (30) calendar days after final acceptance of the equipment/vehicle. ASSIGNMENT The rights of each party under this agreement shall not be assigned or transferred to any other person, entity, firm or corporation without prior written consent of both parties. LIQUIDATED DAMAGES By submittal of a proposal and subsequent acceptance of the contract, the CONTRACTOR understands and agrees that time is of essence for completion of the Work and that the OWNER will suffer additional expense and financial loss if said Work is not completed within the authorized Contract Time. Furthermore, the CONTRACTOR and OWNER recognize and understand the difficulty, delay, and expense in establishing the exact amount of actual financial loss and additional expense. Accordingly, in place of requiring such proof, the CONTRACTOR expressly agrees to pay the OWNER as liquidated damages the non-penal sum of$100 per day for each calendar day required in excess of the authorized Contract Time. Furthermore, the CONTRACTOR understands and agrees that; a. the OWNER has the right to deduct from any moneys due the CONTRACTOR, the amount of said liquidated damages; b. the OWNER has the right to recover the amount of said liquidated damages from the CONTRACTOR, SURETY or both. AECOM Project No. 60148316 GTC-5 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport SUPPLEMENTARY PROVISIONS These Supplementary Conditions amend and/or supplement the General Terms and Conditions of the -- Contract and other provisions of the Contract Documents as indicated herein. All contract provisions that are not so amended or supplemented remain in full force and effect. FEDERAL PROVISIONS LOBBYING AND INFLUENCING FEDERAL EMPLOYEES: (49 CFR Part 20) (1) No Federal appropriated funds shall be paid, by or on behalf of the Contractor, to any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with the making of any Federal grant and the amendment or modification of any Federal grant. (2) If any funds other than Federal appropriated funds have been paid or will be paid to any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with any Federal grant, the Contractor shall complete and submit Standard Form-LLL, "Disclosure of Lobby Activities," in accordance with its instructions. TRADE RESTRICTION CLAUSE: (49 CFR Part 30) The Contractor or subcontractor, by submission of an offer and/or execution of a contract, certifies that it: (a) is not owned or controlled by one or more citizens of a foreign country included in the list of countries that discriminate against U.S. firms published by the Office of the United States Trade Representative(USTR); (b) has not knowingly entered into any contract or subcontract for this project with a person that is a citizen or national of a foreign country on said list, or is owned or controlled directly or indirectly by one or more citizens or nationals of a foreign country on said list; (c) has not procured any product nor subcontracted for the supply of any product for use on the project that is produced in a foreign country on said list. Unless the restrictions of this clause are waived by the Secretary of Transportation in accordance with 49 CFR 30.17, no contract shall be awarded to a contractor or subcontractor who is unable to certify to the above. If the Contractor knowingly procures or subcontracts for the supply of any product or service of a foreign country on said list for use on the project, the Federal Aviation Administration may direct through the Sponsor cancellation of the contract at no cost to the Government. Further, the Contractor agrees that, if awarded a contract resulting from this solicitation, it will incorporate this provision for certification without modification in each contract and in all lower tier subcontracts. The Contractor may rely on the certification of a prospective subcontractor unless it has knowledge that the certification is erroneous. The Contractor shall provide immediate written notice to the sponsor if the Contractor learns that its certification or that of a subcontractor was erroneous when submitted or has become erroneous by reason of changed circumstances. The subcontractor agrees to provide written notice to the Contractor if -- at any time it learns that its certification was erroneous by reason of changed circumstances. This certification is a material representation of fact upon which reliance was placed when making the award. If it is later determined that the Contractor or subcontractor knowingly rendered an erroneous certification, the Federal Aviation Administration may direct through the Sponsor cancellation of the contract or subcontract for default at no cost to the Government. AECOM Project No.60148316 SP-1 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render, in good faith, the certification required by this provision. The knowledge and information of a contractor is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings. This certification concerns a matter within the jurisdiction of an agency of the United States of America and the making of a false, fictitious, or fraudulent certification may render the maker subject to prosecution under Title 18, United States Code, Section 1001. BUY AMERICAN PREFERENCES: (Title 49 U.S.C. Chapter 501) The Contractor shall comply with Title 49 U.S.C. Section 50101. Unless otherwise formally approved by — the Federal Aviation Administration, all acquired steel and manufactured products installed under the AIP assisted project must be produced in the United States. As a condition of bid responsiveness, Bidders must submit the appropriate Buy American certification with their proposal. ACCESS TO RECORDS AND REPORTS: (49 CFR Part 18.36(i)) The Contractor shall maintain an acceptable cost accounting system. The Contractor agrees to provide the Sponsor, the Federal Aviation Administration and the Comptroller General of the United States or any of their duly authorized representatives access to any books, documents, papers, and records of the Contractor which are directly pertinent to the specific contract for the purpose of making audit, examination, excerpts and transcriptions. The Contractor agrees to maintain all books, records and reports required under this contract for a period of not less than three years after final payment is made and all pending matters are closed. BREACH OF CONTRACT TERMS: (49 CFR Part 18.36) Any violation or breach of terms of this contract on the part of the Contractor or their subcontractors may result in the suspension or termination of this contract or such other action that may be necessary to enforce the rights of the parties of this agreement. The duties and obligations imposed by the Contract Documents and the rights and remedies available thereunder shall be in addition to and not a limitation of any duties, obligations, rights and remedies otherwise imposed or ` available by law. TERMINATION OF CONTRACT: (49 CFR Part 18.36(i)(2)) (a) The Sponsor may, by written notice, terminate this contract in whole or in part at any time, either for the Sponsor's convenience or because of failure to fulfill the contract obligations. Upon receipt of such notice services shall be immediately discontinued (unless the notice directs otherwise) and all materials as may have been accumulated in performing this contract, whether completed or in progress, delivered to the Sponsor. (b) If the termination is for the convenience of the Sponsor, an equitable adjustment in the contract price shall be made, but no amount shall be allowed for anticipated profit on unperformed services. (c) If the termination is due to failure to fulfill the Contractor's obligations, the Sponsor may take over the work and prosecute the same to completion by contract or otherwise. In such case, the Contractor shall be liable to the Sponsor for any additional cost occasioned to the Sponsor thereby. (d) If, after notice of termination for failure to fulfill contract obligations, it is determined that the Contractor had not so failed, the termination shall be deemed to have been effected for the convenience of the Sponsor. In such event, adjustment in the contract price shall be made as provided in paragraph 2 of this clause. (e) The rights and remedies of the sponsor provided in this clause are in addition to any other rights and remedies provided by law or under this contract. RIGHTS TO INVENTIONS: (49 CFR Part 18.36(i)(8)) All rights to inventions and materials generated under this contract are subject to regulations issued by the FAA and the Sponsor of the Federal grant under which this contract is executed. AECOM Project No. 60148316 SP-2 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport CIVIL RIGHTS ACT OF 1964,TITLE VI—CONTRACTOR CONTRACTUAL REQUIREMENTS: (49 CFR Part 21) During the performance of this contract, the Contractor, for itself, its assignees and successors in interest (hereinafter referred to as the"Contractor")agrees as follows: 1.1 Compliance with Regulations. The Contractor shall comply with the Regulations relative to nondiscrimination in federally assisted programs of the Department of Transportation (hereinafter, "DOT") Title 49, Code of Federal Regulations, Part 21, as they may be amended from time to time (hereinafter referred to as the Regulations), which are herein incorporated by reference and made a part of this contract. 1.2 Nondiscrimination. The Contractor, with regard to the work performed by it during the contract, shall not discriminate on the grounds of race, color, or national origin in the selection and retention of subcontractors, including procurements of materials and leases of equipment. The Contractor shall not participate either directly or indirectly in the discrimination prohibited by section 21.5 of the Regulations, including employment practices when the contract covers a program set forth in Appendix B of the Regulations. 1.3 Solicitations for Subcontracts, Including Procurements of Materials and Equipment. In all solicitations either by competitive bidding or negotiation made by the Contractor for work to be performed under a subcontract, including procurements of materials or leases of equipment, each potential subcontractor or supplier shall be notified by the Contractor of the Contractor's obligations under this contract and the Regulations relative to nondiscrimination on the grounds of race, color,or national origin. 1.4 Information and Reports. The Contractor shall provide all information and reports required by the Regulations or directives issued pursuant thereto and shall permit access to its books, records, accounts, other sources of information, and its facilities as may be determined by the Sponsor or the Federal Aviation Administration (FAA) to be pertinent to ascertain compliance with such Regulations, orders, and instructions. Where any information required of a Contractor is in the exclusive possession of another who fails or refuses to furnish this information, the Contractor shall so certify to the sponsor or the FAA, as appropriate, and shall set forth what efforts it has made to obtain the information. 1.5 Sanctions for Noncompliance. In the event of the Contractor's noncompliance with the nondiscrimination provisions of this contract, the sponsor shall impose such contract sanctions as .-Mt it or the FAA may determine to be appropriate, including, but not limited to: a. Withholding of payments to the Contractor under the contract until the Contractor complies, and/or b. Cancellation, termination, or suspension of the contract, in whole or in part. 1.6 Incorporation of Provisions. The Contractor shall include the provisions of paragraphs 1 through 5 in every subcontract, including procurements of materials and leases of equipment, unless exempt by the Regulations or directives issued pursuant thereto. The Contractor shall take such action with respect to any subcontract or procurement as the sponsor or the FAA may direct as a means of enforcing such provisions including sanctions for noncompliance. Provided, however, that in the event a contractor becomes involved in, or is threatened with, litigation with a subcontractor or supplier as a result of such direction, the Contractor may request the Sponsor to enter into such litigation to protect the interests of the sponsor and, in addition, the Contractor may request the United States to enter into such litigation to protect the interests of the United States. AECOM Project No.60148316 SP-3 Snow Removal Equipment (Aircraft Deicing Vehicle) Waterloo Regional Airport AIRPORT AND AIRWAY IMPROVEMENT ACT OF 1982: (Section 520-General Civil Rights Provisions) The Contractor assures that it will comply with pertinent statutes, Executive orders and such rules as are promulgated to assure that no person shall, on the grounds of race, creed, color, national origin, sex, age, or handicap be excluded from participating in any activity conducted with or benefiting from Federal assistance. In the case of Contractors, this provision binds the Contractors from the bid solicitation period through the completion of the contract. This provision is in addition to that required of Title VI of the Civil Rights Act of 1964. VETERAN'S PREFERENCE: (Title 49 U.S.C.47112(c)) In the employment of labor (except in executive, administrative, and supervisory positions), preference shall be given to Veterans of the Vietnam era and disabled veterans as defined in Section 515(c)(1) and (2) of the Airport and Airway Improvement Act of 1982. However, this preference shall apply only where the individuals are available and qualified to perform the work to which the employment relates. DISADVANTAGED BUSINESS ENTERPRISES: (49 CFR Part 26) Contract Assurance(§26.13)-The Contractor or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. MATERIALS. Materials used on a carrier vehicle(vehicle)shall conform to the specifications listed in this advisory circular and appropriate sections of Title 49,Chapter III, Subchapter B - Federal Motor Carrier Safety Regulations (Title 49). When not specifically listed, materials shall be of the best quality available for their intended commercial use. Component parts shall be new and free of all defects and imperfections that could affect the serviceability of the finished product. 2. DESIGN. Equipment shall be developed in accordance with the best engineering practices available. This includes the incorporation of ergonomic designs specifically directed at the vehicles cab environment. Vehicle design shall include current state-of-the-art procedures that consider improved cab visibility, communications systems, interior lighting and the mitigation of noise and vibration. Design and installation of equipment shall permit easy accessibility for maintenance and service. All vehicle stress points shall be designed to distribute and dissipate shock forces. -- 3. CONSTRUCTION. Vehicle construction shall provide maximum protection against structural member failures. Equipment shall withstand the cold,moisture,strains,jars,vibration,and other conditions that are likely to be encountered during operation. All components and assemblies shall be free of hazardous protrusions, sharp edges,cracks,or other elements which might cause injury to personnel or damage to equipment. Location of all oil, hydraulic,and air lines and electrical wiring shall be in protected positions properly attached to the frame or body structure. Wherever these lines pass through structural members,they shall be protected with looms or grommets except where a through-frame connector is necessary. 4. CHASSIS. a. GENERAL. The design of the vehicle chassis shall be based on an all-wheel drive concept for optimized performance and safety. It shall have power assisted steering and a transmission with suitable load ranges to accommodate normal operating conditions. A pintle hook shall be permanently attached to the rear frame structure capable of towing a vehicle. All installed parts and accessories necessary for the safe operation of the vehicle shall conform to applicable provisions of Title 49. b. Structural Members. The frame shall be made of either pressed or structural steel channel and reinforced as required to prevent distortion under maximum load conditions. All frames and stiffeners shall be .r. treated with a corrosion inhibitor and shall be primed and painted before assembly. c. Dimensions and Clearances. The overall height of a vehicle excluding discharge chutes, lights, and INN exhaust stacks shall not exceed 13 feet(4.0 m). 3) Maximum Overall Width. The overall width of a vehicle including displacement plows at their maximum angle and wings folded shall be no more than 22 feet(6.7 m). 4) Maximum Overall Length. Maximum vehicular length should not exceed 35 feet(10.7 m). 5) Minimum Turning Circle Diameter. Using two wheel steering only,the vehicle must be capable of turning within a circle whose diameter is 100 feet(30 m). The gross vehicle weight of the vehicle shall essentially be distributed equally over = its axles. Under normal operating conditions,there shall not be more than a 20 percent variation in weight on any axle. The center of gravity shall be kept as low as possible under maximum load conditions. While it is loaded,the vehicle shall be capable of resting on a 20 percent transverse grade without danger of overturning. 5. ENGINE. Engine noise and vibration can be reduced in the vehicle cab by minimizing the number of engines for the various power requirements and by placing them behind or below the cab. 6. COOLING SYSTEM. a. General. The engine cooling system shall be based on either a liquid or forced air design. Internal temperatures shall be controlled by a by-pass thermostat that regulates the flow of engine coolant. Even upon failure of the thermostat,the design of the system shall allow the engine to continue temporary operation without overheating. Drain cocks shall be installed at the lowest point of the cooling system and at other points necessary to completely drain the system. b. Coolant Temperatures. Coolant temperatures shall not exceed 212°F (100°C) nor be less than 140°F (60°C) when operated in ambient temperatures during snow removal operations. In areas which frequently experience temperatures below -40°F (-40°C), cooling system heaters, oil pan heaters, lubricating oil heaters, battery block heaters,and vapor start systems are recommended(see Appendix 2). 7. FUEL SYSTEM. a. General. The fuel system shall comply with Title 49 and be designed to eliminate the possibility of vapor lock. It shall include a carburetor or fuel injector, choke system(manual or automatic), fuel pump, fuel strainers, dry filter type air cleaners, fuel lines, valves, drains, and other accessories required to provide a complete operational system. b. Fuel Tank(s)and Lines. Fuel tank(s)shall have the capacity to supply fuel continuously to the engine for a period of not less than 8 hours while it is operating at its rated horsepower under normal conditions. If dual tanks are used,the supply system shall be designed to ensure an uninterrupted flow of fuel to the engine. Fuel lines shall be securely fastened in place,installed to prevent chafing or strain,and protected by grommets where lines project through metal apertures. Each fuel tank is to be equipped with an accessible bronze or brass drain plug or a quick drain. c. Fuel Filler Pipe. The fuel filler pipe shall be located in an accessible location outside of the vehicle cab. A light chain shall be attached near its opening and to the filler cap to prevent loss of the cap. d. Air Cleaner. The air cleaner shall be of a two stage design. The first stage incorporates a centrifuging pre-cleaner while the second consists of a dry type replaceable paper filter. It shall display an indicator that shows when the dry type paper filter needs servicing. The connection between the air cleaner outlet(s) and the engine intake(s)shall be waterproof and dust tight. The air cleaner intake shall be positioned in a manner to discourage the ingestion of snow and other contaminants,e.g.within the hood cavity. 8. EXHAUST SYSTEM AND MUFFLER. The engine shall be equipped with an efficient and safe exhaust system including mufflers. Its location shall minimize noise and exhaust gases entering the vehicle cab under all operating conditions. Further noise reductions by noise suppression materials, such as muffler insulation, is encouraged. Horizontal portions of exhaust systems shall be protected, whenever possible, from corrosive agents •• and fuel spills. Exhaust systems shall be positioned under the vehicle in a manner to minimize contact with slush and snow. Muffler(s)are to be made of aluminum,stainless steel,or materials coated with ceramics. Devices shall be installed to prevent snow and slush from entering vertical exhaust stacks. 3 AC 150/5220-20 6/30/92 Appendix 1 9. GOVERNOR Engine speed shall be regulated by a governor set to provide the maximum operating speed recommended by the engine,driveline,and power train manufacturers. 10. LUBRICATION. An engine's lubricating system shall be equipped with standard production fittings and accessories. Engine oil filter(s)shall be of either full-flow or by-pass design with either able to accept commercial replacement elements. All engine(s) shall receive lubrication prior to delivery with lubricants designated for use under ambient temperature conditions at the point of delivery. The unit(s) shall be tagged to identify the proper lubricants and their temperature ranges. 11. ACCESSIBILITY. a. Component Location. Engine and chassis components shall be positioned to allow easy access for inspection and maintenance purposes. Components that historically present maintenance problems or those that have the potential to cause operational problems should particularly be located in unobstructed areas. Locks, controls,and fasteners shall be designed to prevent over-torquing. b. Cover Plates. Cover plates shall be equipped with either quick-disconnect fastenings or hinges. 12. TRANSMISSION. Transmission and vehicle manufacturers shall provide an application approval, at the time of vehicle delivery, that states the transmission is suitable for use in the vehicle as configured. The transmission shall operate smoothly and efficiently and be capable of transmitting the maximum gross torque generated by the engine to the drive wheels through all gear reductions. Drivetrains shall be in conformance with SAE requirements and shall be designed to minimize the number of joints. Transmissions may be either manual or automatic as follows: a. Manual. This type of transmission shall have a clutch assembly rated to match the expected load ranges encountered under normal operating conditions. The gear selector shall clearly identify gear positions. b. Automatic. Automatic or non-manual transmissions are either hydrostatic ( with or without transfer case),automatic powershift,standard powershift,or fully automatic. Designs utilizing torque converters shall have a suitable torque ratio for the expected load ranges. The torque converter shall not operate at less than 70 percent efficiency. The gear or range selector shall have forward,neutral,and reverse positions clearly identified. 13. TRANSFER CASE. The vehicle and transfer case manufacturers shall provide an application approval at the time of vehicle delivery that states the transfer case is suitable for use in the vehicle,as configured. Transfer case assemblies shall provide positive drive to the front and rear axles and be of optional single or multi-speed design. Three proven alternatives are the manual front axle disconnect type, the center differential with manual or automatic lockout type, or an overriding clutch type, any of which may be selected by a purchaser as an option. The transfer case may be a separate unit mounted independently or integrated with the transmission. 14. AXLES. The axle and vehicle manufacturers shall provide an application approval at the time of vehicle delivery that states the front and rear axles are suitable for use in the vehicle, as configured. The axle manufacturer's published rating shall at the least be equal to the load imposed at ground level when the vehicle is at its rated gross vehicle weight(GVW). Each non-steering axle shall be equipped with a retarding type device to ensure a torque transfer to each wheel having traction. When appropriate,manual lockout controls shall be located in the vehicle cab. The torque capacity of each axle and differential shall be at least 10 percent in excess of the maximum torque that the axle may experience under any GVW operating condition. The power transmitting shaft on the front steering axles shall incorporate steering joints that do not produce objectionable steering characteristics while the vehicle is operating on uneven surfaces. 15. BRAKE SYSTEM. A vehicle service and emergency braking systems shall meet Title 49 requirements for vehicles of similar design. These systems,whether air,hydraulic,or of another design, shall be complete with all necessary equipment to safely control, stop, and hold a fully equipped vehicle under all normal operating conditions. Both systems shall be readily accessible for external adjustment. 4 6/30/92 AC 150/5220-20 Appendix 1 16. STEERING MECHANISM. The vehicle shall have a hydraulic or power assist steering mechanism which is operated from the driver's seat. During normal operations, the mechanism shall be capable of controlling the vehicle with all equipment operating. The design of the steering mechanism should,in the event of a power assist failure,be capable of safely bringing the vehicle to a park position from the maximum design speed allowed on the airport. 17. SUSPENSION SYSTEM. Vehicles shall be equipped with a current production model suspension system having a minimum rated capacity equal to the GVW of the carrier vehicle. System capacity may be determined by taking measurements from ground level with the vehicle loaded to its rated GVW and the attached equipment in its storage position. When required, front and rear axles shall have auxiliary suspension springs. Manufacture's capacity ratings may not be raised to conform to the requirements of this specification. The suspension system shall exhibit no permanent set after the load is removed. 18. WHEELS,RIMS,TIRES,AND TUBES. �- a. Wheels. Rim and tire ratings shall conform to The Tire and Rim Association's published recommendations. b. Tires. Each tire shall have a rated carrying capacity at least equal to the loads imposed on them by a fully loaded vehicle measured at each wheel. Tires on each axle shall be of the same size,except where dual tires require different sizes,and they shall have an aggressive tire tread. Tires(and tubes when applicable)shall meet the first line commercial grade requirements for the speed and type of service required. The front and rear tread widths shall not vary by more than four percent. c. Spare Rim/Tire. Each rubber tired vehicle shall be equipped with a spare rim and tire set. If the vehicle possesses two or more separate and distinct tire and wheel sizes,the vehicle manufacturer shall provide one rim and tire set for each size. 19. HYDRAULIC SYSTEM. a. General. The hydraulic system shall consist of appropriate rams,pumps,piping,fittings,valves,controls, fluid reservoirs and filters, coolers, and other parts essential to its full operation. The system shall be capable of hydraulically positioning equipment through the entire range of its design limits. It shall be capable of operating all controls simultaneously without a noticeable reduction in power response. All hydraulic controls shall be located in the vehicle cab. The system shall be ruggedly constructed and able to withstand all loads imposed on it without relying on the use of mechanical locks. Filters within the hydraulic system shall conform to the Society of Automotive Engineers(SAE)Information Report,SAE J 931-Hydraulic Power Circuit Filtration. b. Pump and Power Takeoff. The pump shall be ruggedly constructed and powered by the engine through a crankshaft power takeoff. It shall have sufficient capacity to operate the hydraulic equipment specified herein under all operating conditions and speeds. c. Lines and Fittings. Only commercial quality hydraulic lines, hoses, and fittings that are capable of withstanding system working pressures under load are acceptable. Hydraulic hoses shall have a bursting pressure of three times their rated working pressure. The use of fittings,joints,and connections shall be kept to a minimum. d. Fluid Tank. The hydraulic fluid tank shall have a filler neck consisting of a strainer, drain plug,shutoff valve, air vent, and baffles. Its capacity shall exceed the volume of oil required for the operation of any combination of attachments by 50 percent,and it shall have a hydraulic fluid quantity level measurement. e. System Winterization. The hydraulic system shall meet the same low temperature requirements as the engine coolant system. 5 aim AC 150/5220-20 6/30/92 Appendix 1 20. ELECTRICAL SYSTEM. a. General. The electrical system shall be negatively grounded and installed in accordance with current state-of-the-art practices and appropriate Federal requirements. All parts of the electrical system shall be waterproof, easily accessible, securely mounted, and protected against extreme temperatures, physical damage, snow, oil, and corrosion. All electrical circuit wiring shall be made of stranded conductors with a capacity exceeding the anticipated maximum circuit loading. Insulation of electrical wiring shall be equal to the recommended standards established for insulation materials by the Society of Automotive Engineers(SAE). b. Power Supply. The carrier vehicle shall be equipped with a self regulating electric alternator having an output capacity that exceeds the anticipated electrical load. c. Batteries. Batteries shall be securely mounted and adequately protected against physical injury, water, chemicals,and exhaust heat. They shall be properly sized based on vehicle manufacturer recommendations and be readily accessible for changeout and for other purposes. Enclosed battery compartments shall have adequate ventilation. Battery capacity (cranking amps, voltage, reserve power, continuous/deep cycle demand) shall be compatible with the size of the engine and the anticipated electrical load expected under normal operating conditions. Minimum battery size to start the engine shall be rated at 120 ampere-hours over a 20-hour discharge rate. d. Starting Device. The vehicle shall have an electrical starter that shall not introduce a voltage drop sufficient to affect adversely the ignition system. It shall be equipped with an overload protection device. One of the following electrical/starting systems shall be provided: 1) 12 volt electrical and starting. 2) 12 volt electrica1/24 volt starting. 3) 24 volt electrical and starting. e. Ignition System. Ignition systems for gasoline engines shall be of either electronic or distributor and coil design. Diesel engines may be equipped with or without glowplugs,depending on make,model,and manufacturer. Under extreme weather conditions,a block heater should be considered for improved ignition. f Sounding Device. Excluding pick-up trucks, each vehicle shall be equipped with an audible sounding device that is activated when the vehicle is shifted into reverse gear. 21. LIGHTING SYSTEM. The lighting system, including reflectors and clearance lights, shall be standard equipment currently used by the manufacturer. Task-oriented lights should be capable of lighting those areas to be cleared. The system shall include: -• a. Headlights. The carrier vehicle shall be equipped with two or more sealed-beam quartz-halogen or equivalent headlights with upper and lower driving beams and a foot or hand controlled switch for beam selection. Snow removal attachments and other accessories should not be positioned so as to obstruct the illumination of these lights. b. Dual Tail lights and Dual Stop lights. Each vehicle operating on airport property shall be equipped with dual tail lights and dual stop lights. The stop lights shall be activated whenever service brakes are applied. .., c. Turn Signals. The carrier vehicle shall be equipped with two front and two rear turn signals that conform to SAE Turn Signal Units,Type I Class A,with self-cancelling controls and a visual/audible indicator. In addition to signalling turning movements,the system shall also be capable of signalling a hazardous condition by flashing simultaneously with the ignition of the vehicle turned on or off. s.% 6 6/30/92 AC 150/5220-20 Appendix 1 d. Spotlight. There shall be a corrosion resistant spotlight securely mounted on the cab roof. It shall be operable by hand from within the cab. e. Reflectors, Markers, and Clearance Lights. This equipment shall conform to the requirements of Title 49. The clearance lights shall have commercial truck lenses. f. Engine Compartment Lights. These lights shall adequately illuminate both sides of the engine(s). Location of the switches shall be in the engine compartment(s)with proper clearances so that they can be activated by operators wearing heavy winter gloves and outer garments. g. Backup Lights. There shall be at least two backup lights installed at the rear of and at either side of the vehicle that will automatically be activated when the vehicle is shifted into reverse gear. h. Vehicle Safety Identification Lights. The vehicle shall have a minimum of one revolving yellow beacon mounted on its uppermost part(see AC 150/5210-5B,Painting,Marking,and Lighting of Vehicles on an Airport). The light emitted from the beacon should not reflect off rearview minors and into the operator's eyes. The beacon shall be steady burning with the following characteristics: 1) low-intensity lighting with an upper limit of 400 candelas(effective)to avoid damage to night vision. The minimum effective intensity range in the horizontal plane should be at least 40 candelas but not more than 400 candelas. 2) 360°azimuth(horizontal)coverage. 3) peak intensity from 0° to 10° above the horizontal and reduced intensity to 1/10 of peak intensity from 10°to 15°above the horizontal. 22. OPERATOR'S CAB. a. General. Carrier vehicle cabs shall be made of either metal or fiberglass construction and be of conventional,cab forward or cab-over design. They shall be fully enclosed accommodating a single operator only (half cab)or single operator plus assistant/trainee (full cab). A definite separation shall exist between the engine and operator's compartment. All non-glass surfaces, such as the floor, sides, and roof of the cab, shall have insulation to reduce exterior noise. The maximum interior cab noise measured at the operator's seat shall not exceed 85 dBa under the following conditions:windows closed,heater and defrost systems at maximum operation, and carrier vehicle and equipment engines operating at maximum rated capacity. To the extent possible,the interior of the cab shall be ergonomically designed providing the operator with a pleasant working atmosphere that is devoid of the stark conditions normally associated with older equipment. b. Communications Equipment Space. Transceivers shall be installed in carrier vehicles to establish voice communication with other vehicles, the air traffic control tower, snow control center and maintenance facilities. The vehicle cab shall be designed to provide convenient space near the operator for the installation of a pair of transceivers. c. Fire Extinguisher. The vehicle cab shall have at least one 2A-10BC interior mounted fire extinguisher that is readily accessible to the operator. d. Operator Seat. The vehicle cab shall provide an operator seat that can easily be adjusted up and down, .,� fore and aft,a minimum of three inches(7.6 cm)in each direction. The seat should also be capable of reducing the { effect of vehicle vibration by featuring air-cushion shock absorbing seat systems or systems of comparable design. All vehicle seats shall have approved seat belts. Seats shall be fully upholstered with a good quality fabric or plastic material. r OMR 7 I AC 150/5220-20 6/30/92 Appendix 1 e. Windows. The vehicle cab shall maximize the use of glass,including the placement of panels if possible in the lower sections of door panels,to increase the operator's view of operational areas and ground surfaces. All installed glass shall be laminated and safety rated. The location and size of the windshield shall minimize visual obstructions to the operator. The windshield shall be designed to avoid snow buildup and be equipped with at least —r one two speed automatically operating wiper (standard or wet) that is capable of sweeping a clear view for all occupants. The windshield washer reservoir shall have a capacity of at least one-half gallon (2 liter). Fluid applicators shall be located to provide at least 75 percent coverage to the windshield. The cab shall be equipped with sun visors. £ Exterior Rearview Mirrors. Two electrically heated exterior rear view mirrors of the extension arm type shall be mounted on each side of the vehicle cab. Each mirror shall have an area of not less than 100 in2(650 cm2). g. Heater-Defroster. 1) Heating System. The carrier vehicle cab shall have a heating system that is capable of maintaining a minimum interior temperature of 65°F(18°C)at an ambient outside temperature of-20°F(-29°C). Heat output shall be controllable from within the cab by a selector switch that is conveniently located to the operator. Under all conditions of heating and ventilation,the temperatures measured in the operator's immediate environment should be uniform within 9° F (5° C) (see SAE J 1503, Performance Test for Air-conditioned, Heated and Ventilated off- "' Road Self Propelled Work Machines). 2) Windshield. Windshields and other glass surfaces in the vehicle cab used in the operation of the vehicle and or to view pavement surfaces, including rear windows if installed, shall be defrosted through a heat energy transfer system. h. Ventilation. Each vehicle cab occupant should receive a minimum of 25 113/m(.71 m3/m)of filtered fresh air under all heating and ventilating conditions (see SAE J 1503). Cab ventilator intakes should be screened and positioned in such a manner to minimize the entry of snow. i. Hourmeters. Every engine permanently attached to a carver vehicle shall be equipped with an hourmeter that registers engine operation time from zero to 9999 hours. Hourmeters shall be prominently displayed so that they can be easily read by an operator or service personnel. The hourmeters shall be of direct read design and shall only register when the engine is running. lonal j. Instrumentation. The cab shall display an instrument panel equipped with rocker and/or toggle switches and controls (instruments) that are user friendly to operators wearing bulky winter clothing. Toggle switches, where used, shall have a minimum length of 1 1/2 inches(4 cm). Frequently used instruments shall be located in direct line-of-sight and within forearm reach of a medium-sized person sitting in the operator's position. All instruments shall be clearly identified with labels that indicate their function. Instruments should display urgency- of-action lights, i.e., green for normal operation, amber for warning,and red for emergency. Instruments shall be illuminated by background lighting regulated by dimmer switches capable of providing infinitely variable lighting intensities. Circuit breakers shall be grouped for easy access and convenience. Typical instruments that report and track major functions of a carrier vehicle are as follows: 1) Engine. a) Voltmeter. b) Lubricating Oil Pressure Gauges. c) Coolant Temperature Gauge(s). d) Tachometer(s)including hourmeter(s). 8 6/30/92 AC 150/5220-20 Appendix 1 e) Starting Controls(including auxiliary cold start controls). 1) Hydraulic Oil Pressure and Temperature Gauge if applicable. -- 2) Vehicle Chassis. a) Brake-air Pressure Gauges if required. b) Low-air Pressure Warning,visual and audible type if required. c) Light Switches and Headlight Beam Indicator. d) Speedometer with Recording Odometer. e) Fuel Quantity Gauge(s). f) Equipment Controls. 23. SHEET METAL COMPONENTS. - a. General. The carrier vehicle engine,as well as its mechanical components,shall be protected wherever possible from snow, rain and other winter elements. Body and engine enclosures shall be fabricated from aluminum,fiberglass,and steel. Self tapping bolts are unacceptable in the construction of these enclosures. b. Body Accessories. The following parts and accessories are necessary for operational safety: 1) Steps. Four-way safety tread design steps are required to ascend and descend certain high profile carrier vehicles. These steps,together with assist handles,shall be of ample size to ensure safe and easy access for persons wearing bulky winter clothing. - 2) Walkway. A four-way safety tread design walkway shall be provided,as necessary,for access. 3) Handrails. Handrails shall be provided as required at all steps,walkways,and work stations. They shall be made of corrosion-resistant materials or otherwise treated to prevent corrosion. 4) Fenders. All carrier vehicles shall be equipped with fenders and when determined by the operator, non-sail mudflaps to prevent wheels from throwing snow and other debris. 5) Drains. Plugged or free flowing drains shall be provided at all body and compartment locations where standing water can collect. Free flowing drains shall not drain onto sensitive mechanical or electrical components or on areas anticipated to be occupied by personnel during normal operations. .r 6) Doors. Doors shall be equipped with a positive closing mechanism and,where appropriate,a locking mechanism. Top hinged compartment doors shall be held in the open position by support arms. mom 7) Gutters. The vehicle cab shall be equipped with gutters, located above the entrance doors, of sufficient length to span the door width and provide runoff protection to occupants either entering or exiting the cab. •� 24. PAINTING,MARKING,AND LIGHTING OF VEHICLES. a. Painting and Marking. The vehicle shall be painted Chrome-Yellow in accordance with color tolerance .., charts that have been made available for FAA regional airport inspectors and key potential users in the aviation safety equipment industry(see AC 150/5210-5B). .., 9 AC 150/5220-20 6/30/92 Appendix 1 .,� 1) Preparation and Finish. The carrier vehicle and all mounted and towed equipment shall be cleaned first,then treated with a corrosion inhibitor,primed,puttied,sanded,and fmally painted. The paint shall consist of not less than two coats of Chrome-Yellow polyurethane enamel having a combined minimum thickness of 7 mils. 2) Quality. The finished paint shall be free of "fisheye", "orange peel", chips, runs, or other imperfections that detract from the equipment's corrosion resistance and appearance. 25. MISCELLANEOUS. a. Name, Service, and Instruction Plates. All information plates shall be made of either noncorrosive metal or plastic with the information engraved, stamped, or etched thereon. Plates shall be mounted in a conspicuous place with screws,bolts,rivets,or exterior type pressure sensitive tape. 1) Plastic plates. Plastic plates are acceptable only in locations that are not exposed to the elements and subject to weathering or excessive heat. 2) Information. Plates shall identify make,model,serial number,and any other relevant data. b. Technical Publications. The manufacturer shall furnish two sets of the following publications: 1) Operator's Manual. The operator's manual includes lubrication charts and instructions. 2) Parts Manual. The parts manual identifies and lists all parts,components,and sub-assemblies used in the fabrication of the carrier vehicle. 3) Maintenance and Service Manual. A maintenance and service manual provides guidance to non- specialists performing routine services. The manual should also describe in detail with appropriate schematics the overhaul and major maintenance procedures required to maintain the vehicle. c. Accessories and Tools. The carrier vehicle shall be equipped with the following tools and accessories. They shall be kept in a secure and readily accessible enclosure that is permanently affixed to the vehicle. 1) Tire Tools. 2) Jack A jack specifically adapted to the carrier vehicle that is capable of raising it to a position where a flat tire can be changed. 3) Shear Pins. A minimum of six pins shall be provided in support of each shear pin located on the carrier vehicle and its auxiliary equipment. 4) Specialized Tools. Specialized tools required for routine servicing of the carrier vehicle and its •r auxiliary equipment. 26. DELIVERY. 1 ^ a. Preparation for Delivery. 1) Shipment. The vendor"seller"is responsible for the safe and timely delivery of the vehicle and its accessories,spare parts,and tools to the agreed place of delivery. 2) Marking. Carrier vehicles shall be marked for shipment in accordance with instructions agreed to by the purchaser. 10 6/30/92 AC 150/5220-20 Appendix 1 ... b. Instruction and Training. The manufacturer shall,at no additional cost, furnish the services of trained personnel to the purchaser at a time and place agreed to by all parties. These individuals shall provide instructions to airport personnel sufficient for the personnel to familiarize themselves with the operational and maintenance characteristics of the vehicle and its auxiliary equipment. The period of instruction shall not be less than 24 hours. a.. M.% a amok 11(and 12) Nom SPECIFICATIONS FOR AIRCRAFT DEICING PART A-AIRPORT OPERATOR CHECKLIST. FORWARD: When preparing a solicitation to purchase a self-propeller, boom type aerial device, equipped with an aircraft deicing fluid spraying system, an airport operator or specification writer should use PART A to identify user requirements and the Aerospace Recommended Practice Standards as defined by SAE Aerospace to define the specification to meet these requirements. Part A is important because it tailors the deicing/anti-icing system to the unique preferences of the purchaser. Both parts, when .., combined,become the technical basis for a users request for proposal. I. Anticipated uses and/or features of deicing fluid spraying system. The unit shall consist of a self-propelled chassis as defined in the specification for carrier vehicle and further defined by this specification,boom type aerial device with an enclosed basket, and an aircraft deicing/anti-icing fluid spraying system for deicing all exterior surfaces of smaller commercial jet aircraft. 2. The aerial device shall be "small" as defined by the SAE Aerospace Recommended Practice (ARP) with an enclosed operator's cabin. 3. The deicing fluid supply tanks shall meet the requirements of"Small" as defined by the SAE ARP. The system shall have a separate anti-icing system with a 3-way split of the tanks allowing for a Type I water variable proportioning system in addition the the Type IV system. 4. A hose stored in a compartment shall also be fitted for ground use. The vehicle shall be acceptable for use around terminal gate areas, airport service roads, and aircraft service ramps. 3.2.2 The unit design mustprovide a safe and stable 9 b e configuration for maneuvering about the aircraft with the boom in any possible position at speeds up to 6 km/h (4 mph)with fluid and fuel tanks at minimum, one-half, and maximum operating levels. A 40 km/h (25 mph)speed shall be safe and achievable with fluid tanks at maximum levels. A speed of at least 80 km/h (50 mph)(or 72 km/h (45 mph)for a diesel chassis)with fluid tank(s)at minimum levels may be specified as an option (see 3.9.29). 3.2.3 a. Large-The aerial device, when extended, shall provide a basket floor-to-ground height of at least 12.2 m (40 ft)and shall be extendable out to either side of the deicer to at least 8 m (26 ft) as measured from the centerline of rotation to the forward edge of the basket or the nozzle in the case of a turret or boom type of nozzle. The personnel basket capacity shall be at least 204.1 kg (450 lb) (Europe-200 kg)with a 122 cm x 61 cm (48 in x 24 in)(Europe-120 cm x 60 cm)floor area to accommodate two standing persons. Alternatively, an enclosed operator's cabin may be provided. -- NOTE: The regulations of some countries may require a basket capacity in excess of 204.1 kg (450 Pb). b. Small-The aerial device, when extended, shall provide a basket floor-to-ground height of at least 10.0 m (33 ft)and shall be extendable out to either side of the deicer to at least 7 m (22 ft)as measured from the centerline of rotation to the forward edge of the basket or the nozzle in the case of a turret or boom type of nozzle. The personnel basket capacity shall be at least 136 kg (300 Pb) (Europe-136 kg)with a 61 cm x 61 cm (24 in x 24 in) (Europe-60 cm x 60 cm)floor area to accommodate one standing person. NOTE: The regulations of some countries may require a basket capacity in excess of 136 kg (300 lb). 3.2.4 The deicing fluid system shall provide a delivery rate at the personnel basket spray nozzle of at least 151 Lpm (40 gpm) at minimum pre-nozzle discharging pressure of 690 kPa (100 psi), with the boom fully elevated. Large-The deicing fluid supply tank(s)shall be constructed of noncorroding material which is able to withstand the maximum fluid temperature that the fluid heating system will impose. The minimum total tank capacity shall be 6810 L (1800 gal). The option of a Type II, Ill, and IV anti-icing system may be required (see 3.9.1). The option of a 3-way split of the tank(s)allowing for a Type I or Type II, Ill, and IV/water variable proportioning system in addition to the Type II, Ill, and IV system may also be required (see 3.9.2 and 3.9.3). b. Small-The deicing fluid supply tank(s)shall be constructed of noncorroding material which is able to withstand the maximum fluid temperature that the fluid heating system will impose. The maximum total tank capacity shall be 4600 L (1215 gal). The option of a Type II, Ill, and IV anti-icing system may be required (see 3.9.1). The option of a 3-way split of the tank(s)allowing for a Type I or Type II, Ill, and IV/water variable proportioning system in addition to the Type II, Ill, and IV system may also be required (see 3.9.2 and 3.9.3). 3.2.6 The deicing fluid system shall be designed to withstand fluid temperatures of-40 °C (-40 °F) to 96 °C (205 °F). 3.2.7 An enclosed flame internal combustion type heater(s) with an automatic safety control system(s)shall be capable of raising the temperature of the maximum deicing fluid tank capacity of pure water(for test and demonstration purposes)from 2 °C (35 °F)to 82 °C (180 °F)within 1 h or less. Alternatively, if the heating system is a fast heating design, it should heat pure water from the deicing tank at a minimum rate of 151 Lpm (40 gpm) from 2 °C (35 °F)tank temperature to 82 °C (180 °F) nozzle temperature within 5 min or less from the time of starting the heater. This type of system should be able to supply a sufficient amount of fully heated fluid to complete normal deicing operations. 3.2.8 Power distribution shall be so arranged that vehicle propulsion, fluid spraying, boom positioning, and fluid heating may be accomplished simultaneously with no detrimental effect upon any operation. 3.2.9 A separate engine shall be provided to drive the fluid, blower, and hydraulic pumps on all vehicles using a standard truck chassis. Alternatively, all hydraulic, fluid, heater, and electrical systems should be driven by a PTO(s)or hydraulics on the propulsion engine. In this type of system, the vehicle drive system should be devised so that appropriate engine speeds can be maintained during deicing without regard to vehicle speed (e.g., hydraulic vehicle drive). The design shall provide 7.5 to 19 L(2 to 5 gal)of usable fuel for the auxiliary engine after the supply is depleted for heater(s). The design shall provide for the shutdown of the heater(s)first. The propulsion engine should have a separate fuel tank(or stand pipe in a common fuel tank)of sufficient size to allow for 4 h of continuous deicing operations. An option for a larger tank allowing 8 h of continuous deicing operations may be required. The vendor shall supply calculations on the specific fuel consumption at rated output for each engine and the fluid heater(s)on request. 3.2.11 Operation of the spray fluid system shall not be contingent upon operation of the heater(s). Operation of the elevating boom and vehicle propulsion shall not be contingent upon operation of the fluid spray system. Operation of the boom elevation, fluid spray, and heater systems shall not be contingent on operation of the vehicle propulsion engine unless the vehicle engine is the only power source. 3.3 Chassis Description: 3.3.1 The chassis shall be a standard, current truck model offered by a leading automotive manufacturer or a custom chassis designed for the requirements of a deicing vehicle. 3.3.2 The vehicle driver shall be located at the left side of the chassis and shall have the maximum unobstructed view of the operator and basket under all operating conditions. The left side (looking forward)shall normally be considered as the working side for location nearest to the aircraft being serviced and contain external instruments and controls. NOTE: The above may be reversed for countries that drive on the left-hand side of the road. -- 3.3.3 The chassis shall include an enclosed, heated cab for the vehicle driver and a passenger. _ 3.3.4 The vehicle shall be of minimum overall length and width, consistent with stability requirements. Maximum width shall be limited to 2.44 m (96 in)and maximum height limited to 3.89 m (12 ft 9 in), or as allowed by local regulations. 3.3.5 In addition to standard truck cab equipment(heater/defroster, lights, electric wipers and washer, rear view mirrors, etc.)the roof of the cab shall be fitted with a 91 cm x 46 cm (36 in x 18 in)or larger observation window and electric wiper. This shall be located for overhead viewing from the driver's position. 3.3.6 The vehicle drivetrain shall be equipped with an automatic transmission or a hydraulic drive. MDusiness Line, SAE ARP1971 Revision B 3.3.7 Power steering and power assisted dual braking system shall be provided. 3.3.8 The parking brake shall be applied by an over center operated lever, a foot operated ratchet, or spring set mechanism released by hydraulic or air pressure. 3.3.9 The standard chassis shall be rated to sustain loads imposed by the vehicle at speeds up to 40 km/h (25 mph)with the fluid tanks at minimum and maximum levels. If speed capability is specified (see 3.9.29), the chassis shall be rated to sustain the loads imposed by the higher speed capability. 3.3.10 Tow hooks shall be installed on the chassis structure, or on suitable members attached directly to the chassis;two at front(one on each side of the chassis centerline), and one at rear. 3.3.11 Snow/mud tread tires shall be provided on drive wheels. 3.3.12 Storage batteries shall be of the heavy-duty type. Vehicle electrical system shall be based on 12 V DC or 24 V DC. Fluid heater circuits shall be 120 V AC or 240 V AC, 12 V DC or 24 V DC. 3.3.13 Alternators shall be installed that supply 100% of the maximum vehicle steady electrical load capable of being imposed at engine idle rpm plus a 1 A minimum additional charge capacity. 3.4 Aerial Device Description: 3.4.1 The aerial device and its installation on the vehicle must conform to all national safety .._ and stability regulations in all respects other than electrical insulation requirements. Boom elevating, telescoping, and basket leveling hydraulic cylinders shall be equipped with pilot operated check (or holding)valves mounted directly to the base of the cylinders to prevent inadvertent boom lowering from a hydraulic system pressure loss. All pivot points shall have easily accessible grease fittings or have self-lubricating type bushings. The personnel basket shall have a self-adjusting mechanism to maintain a vertical attitude for all boom positions. Outriggers or other ground contact devices shall not be required to obtain the specified stability. 3.4.2 The vehicle and boom shall remain stable, on level ground, with the fluid tanks empty, fuel tanks empty, hydraulic and engine oil at minimum safe levels, the boom at any attitude, basket loaded at maximum rated capacity, and a 75 km/h (46 mph)wind from any direction. Spring lock out devices or torsion bar systems may be utilized to maintain stability when boom is elevated, if required. The deicer must also remain stable in the same condition, zero wind and any one tire flat(unless nonpneumatic or foam filled tires are used). See also ARP1247and ARP1328. The turret shall be mounted on a circulating ball turntable bearing, with accessible grease points. Alternatively, a fixed boom may be employed with a highly maneuverable vehicle which provides similar operational flexibility. 3.4.4 The aerial basket shall be designed to position an operator to effectively apply fluid to the upper areas of aircraft control surfaces, wings, empennage, and fuselage. 3.4.5 Stability and safety shall be paramount in the boom and basket design. Operation of the boom and its controls shall be smooth and positive. 3.4.6 Aerial Device Safety Factor Design Requirements: Manufacturers may use Method A and/or Method B Aerial Device Safety Factor Design Requirements-Method A: Design requirements for the aerial device shall be in accordance with ANSI 92.2. The design requirement shall include a minimum dynamic safety factor of 2:1 (based on yield strength for ductile materials). The following dynamic loading conditions shall apply: • Vehicle driving over a test fixture (defined below)at a speed of 6 km/h (4 mph)with any axle in forward and reverse directions. • Vehicle driving at a speed of 6 km/h (4 mph) in forward and reverse directions and suddenly applying brakes to simulate emergency (panic)stops. The dynamic loading conditions shall incorporate boom orientation and fluid tank level which generates maximum stress on the structural boom components. The basket shall be loaded at maximum rated capacity. — Definition of test fixture: The test fixture is defined as a device used to simulate obstacles that may be encountered on an airport ramp (e.g. wheel chocks, storm drains, fuel pit lids, snow and ice ruts, etc.). The test fixture shall be made out of wood measuring 10.2 cm (4 in)high x 15.2 cm (6 in)wide x 60.96 cm (24 in)long. The top corners shall be symmetrically cut at 45°angles along the longitudinal length of the member providing a top flat surface — measuring 5.1 cm (2 in)in width. The test fixture shall be secured in such a manner that prevents sliding or overturning as the vehicle is driven over it during dynamic load testing. Design calculations for the aerial device shall as a minimum include the following loads: a. Deadweight: Weight of individual parts of the structure. b. Payload: Weight of persons and equipment in the basket or enclosed cabin. c. Local loads: Where specified. d. Snow load: Weight of snow or ice on the structural parts depending on geographical area in question. e. Dynamic forces: 1. Secondary dynamic forces: Forces caused by persons in the basket or enclosed cabin. 2. Horizontal dynamic forces: Centripetal forces caused by driving the chassis. 3. Vertical dynamic forces: Forces caused by the movement of the aerial device and by persons in the basket or enclosed cabin. 4. Wind load: A windspeed of 20.58 m/s(40 knots)shall be taken into account. The established stress resulting from the multiplication of the calculated stress by the stress factor S shall not exceed the yield stress of the respective material. The stress factor S shall be as specified in Table 1. The dynamic loading conditions need not take into account the secondary dynamic forces and snow load. Wind load shall be incorporated by calculation afterwards. The design verification shall be done comparing measured stresses (with incorporated wind loads)and yield strength of the material in question. To pass the tests the minimum acceptable safety factors are as stated in Table 1. Strain Gauge verification: Design verification of the aerial device for compliance shall be provided by the manufacturer using strain gage measurement techniques. Strain gage measurements shall include obtaining stress magnitudes from structural components on a prototype unit. How and where to mount strain gauges shall be done in accordance with recommendations from applicable industry standards. 3.4.7 The aerial basket shall be equipped with a complete set of controls which will permit the operator to move the boom and basket through any of its motions. 3.4,8 Duplicate controls shall also be provided at a location readily accessible to the driver (preferred)or in the vicinity of the boom base. The duplicate controls shall always override the basket controls. They shall be identified with permanent nonfading pictograms per ARP1838 or placards with descriptive wording. All basket mounted controls and switches shall be protected from fluid spray and inadvertent operation caused by snagging of clothing or contact by hoses. 3.4.10 The normal position of the personnel basket when at rest shall be forward and in front of the truck cab at ground level for optimum control and view when approaching aircraft or work area as well as for optimum ground access. 3.4.11 a. Large-The basket shall be 122 cm long x 61 cm wide x 107 cm deep (48 in x 24 in x 42 in)at least, inside dimensions. The basket floor shall be covered with expanded metal or suitable equivalent to prevent ice buildup and permit moisture drainage. A nonmarking rubber bumper shall be installed on the external bottom and the bottom edges of the basket. b. Small-The basket shall be 61 cm long x 61 cm wide x 107 cm deep (24 in x 24 in x 42 in)at least, inside dimensions. The basket floor shall be covered with expanded metal or suitable equivalent to prevent ice buildup and permit moisture drainage. A nonmarking rubber bumper shall be installed on the external bottom and the bottom edges of the basket. 3.4.12 The aerial basket shall be provided with safe and easy entry and exit with positive latches on entry gates and/or retainer bars. This door or bar shall permit easy entry of an average sized operator dressed in winter protective clothing and shall open inward into the basket or shall incorporate a fixed safety bar at the height of the handrail. Attachment points shall be provided for safety harnesses/belts on the boom at basket level. 3.4.13 The basket shall be fitted with a cushioned protective"holster"for storage of the handheld spray gun, unless a turret nozzle is fitted. Anti-icing fluid—Green w/yellow stripe. 3.5.2 The fluid dispensing system shall provide the following features: a. The operator shall have full control of fluid flow by a nozzle rate-of-flow adjustment and a shutoff valve. 3.5.12 If the nozzle is handheld, the hose to spray gun coupling shall be of a swivel type that cannot become inadvertently disengaged while fluid is present under pressure in the fluid lines. Also, wherever practical, the fluid hoses at the basket should be connected to piping on the boom at a 90° angle to the basket so that a hose failure at the coupling would not spray deicing fluid directly at the operator. 3.5.13 The weight of the spray gun and unsupported hose shall not exceed a 15 kg (33 lb) lifting and/or reaction force (unless a turret nozzle or a turret support for the nozzle is fitted)when the gun is activated or shut off. 3.5.14 A 15.24 m (50 ft) minimum length ground hose with reel and handheld spray nozzle shall be installed and stowed in a lower compartment of the truck body for underwing and landing gear deicing. At a minimum,the heating system shall have safety devices to shut down the heater in the event of low airflow, low fluid flow, loss of flame, or excessive fluid temperature. Individual heater operation shall be incorporated. 3.8.9 A vehicle speed control device shall be provided to prevent the operator from exceeding 6 km/h (4 mph)when the boom is in the raised position. 3.9 Optional Equipment: 3.9.1 Type II, Ill, and IV Anti-Icing System: A low flow 45 to 95 Lpm (12 to 25 gpm) fluid system with a separate handheld Type II, III, and IV nozzle in the basket. The nozzle shall be of a design to allow for the minimum possible degradation of the fluid. The nozzle shall also allow for both fan and straight streams and without high pressure (below 483 kPa(70 psi))shall deliver fluid at least 9.1 m (30 ft) horizontally from the nozzle. Fluid meters shall be calibrated to customer/equipment specifications. 3.9.7 Engine Block Heaters: For cold weather starting installed on both propulsion and auxiliary engines. They shall be 110 or 220 V AC(Europe-230 V AC)and have a common plug. 3.9.8 Cold Starting System: Installed on diesel engines, chassis and auxiliary(such as ether injection). Adequate tank venting and overflow provision shall be provided for a quick filling rate of at least 757 Lpm (200 gpm). Bottom fill ports for Type I, water and Type II, Ill, and IV shall all be of different sizes or types so that accidental filling of the wrong tank is not possible. Electrical interlocks shall prevent deicer starting or propulsion when the electric heaters are connected to a fixed AC power supply. An indicator visible to the driver(when in the driving position) shall be provided to indicate that the power supply is connected. • 3.9.27 Heater Outlet Temperature Gauge: Temperature probe with a remote reading gauge installed in a protected position downstream of the heater in the fluid delivery line (see 3.6,3). 3.9.28 Automatic Cross Contamination Prevention: A system to prevent cross contamination of water and deicing fluid systems in a proportional mix or hot water deicing system. 3.9.29 Speed Capability: A speed of at least 80 km/h (50 mph)(or 72 km/h (45 mph)for diesel chassis) is safe and achievable with fluid tanks at minimum levels (see 3.2.2). The chassis shall be rated to sustain loads imposed by the vehicle with the fluid tanks at minimum levels (see 3.3.9). 3.9.30 Power Rewind Ground Hose Reel: Electric powered rewind of the stowage reel for the ground hose. A hose length of 30 m (100 ft)may also be specified(see 3.5.13). 3.9.31 Enclosed Operator's Cabin for Aircraft Ground Deicing Equipment(per ARP5058). 3.9.32 Manufacturers that supply deicing equipment to International users shall meet applicable International standards. For users within the European Union see Section 2.4. 4. ACCEPTANCE INSPECTION: 4.1 General: 4.1.1 The vendor shall accomplish sufficient testing on his/her own to indicate that unit performance and design is in accordance with the provisions of this document prior to notifying the buyer of equipment readiness for qualification tests and inspection. 4.1.2 The vendor will schedule an operational and functional demonstration of the equipment at his/her plant or at a mutually agreed upon site. Verification of each requirement listed in this document shall be accomplished by inspection, review of analytical data, demonstration, test and review of test data or a combination of these. Satisfactory compliance to the specification shall be determined by the buyer. 4.1.3 Physical and dimensional conformance to proposal drawings, appearance, finish, component accessibility, maintainability, and all other requirements readily visible to the observer shall be included in the category of inspection. No wheel shall lift off the ground when the basket is positioned to achieve maximum instability. Stability shall also be demonstrated by positioning the unit in an empty condition on a 5° slope downward in the direction most likely to cause overturning and with the basket loaded at 1.33 times its rated capacity. All tests in no wind conditions. 4.3.5 With the boom extended to its maximum height and using heated water, the flow and pressure requirements of this document shall be verified. All other fluid system functional requirements shall be confirmed, including quantity meters, fluid line purging, tank filling and draining, pump operation during vehicle maneuvers, and different tank levels. The absence of fluid cross contamination shall also be checked during these operations. All Type II, Ill, and IV systems shall be tested for correct quality of sprayed fluid. The fluid must be able to meet the holdover requirements of ARP4737 when sprayed. 4.3.6 The heating capabilities of the deicer fluid system shall be demonstrated as follows: a. Fill fluid tank(s)with water. b. Record ambient fluid temperature. c. Start heating and circulating system and record time required to elevate tank fluid temperature to 82.2 °C (180 °F)or to achieve 82.2 °C(180 °F)at the heater outlet or -- nozzle for rapid heating systems. d. Compare rise in fluid temperature heater performance requirement 1.7 °C (35 °F)to 82.2 °C (180 °F) in 1 h, adjusting for the actual starting temperature. e. Verify fluid temperature maximum setting control (±3°C (±5 °F))during the different spraying conditions. 4.3.7 The boom emergency hydraulic or lowering system shall be verified for performance with basket loaded to capacity and unloaded. 4.3.8 All unit equipment protection devices shall be verified for satisfactory performance. 4.3.9 The unit noise level shall be checked for conformance with local regulations. MAINTENANCE MANUALS: 5.1 General: The vendor shall provide manuals as required at least two months before delivery of units, using ATA.101 as a model. They must include operation, maintenance, illustrated parts — lists, and reproducible masters of hydraulic and electric circuits. Where parts are subcontract items, including vehicle, auxiliary engine, etc.,these shall be indicated in the manual, together with the name and address of the supplier. Subcontract items do not have to be in accordance with ATA.101 format. 5.2 Spare Parts List: The vendor must provide a list of spare parts recommended to be kept in stock at time of order of the units. 5.3 Revisions and Bulletins: The vendor must provide a manual revision service plus modification and product improvement data resulting from field experience. 6.
