Dear Mr. Starks,
We have received your December 18,2009 submittal for the above-referenced federal undertaking. We make the following
comments and recommendations based upon our review of this material and in accordance with section 106 of the National
Historic Preservation Act of 1966(16 U.S.C.470 et seq.)and its implementing regulations 36 CFR Part 800(revised
effective August 5,2004).
We agree that the building(07-05952)located at 915 Lafayette Street does not meet the relevant criteria for listing in the
National Register of Historic Places.
However,the I-Sites Archaeological Sites and Survey Databases documents the presence of two archaeological sites in close
proximity to the project area of potential effects(APE). These are 13BH127,historic Euro-American Building/remains and
prehistoric artifact scatter,and 13BH128 multiple component historic site. The documentation provided does not include
National Register eligibility information regarding these two sites and therefore are considered"potentially eligible'.
Given the proximity of documented sites to the project APE and level of earthmoving involved in the proposed infill
construction,it is our consulting opinion that historic properties may be present and that the proposed federal undertaking
could result in adverse effects.Therefore,we recommend that a phase I archaeological survey preceded any demolition or
earthmoving activities in order to determine presence/absence of historic properties and to gauge project effects.
Once we have received survey results,we will be in a better position to comment upon the validity of the City's
determination of effect and provide further technical assistance. Until then I can be reached at(515)281-8744 or by email at
