Northeast Iowa Food Bank Expenditure Required: Estimate$32,000 Source of Funds: HOME; HUD -EDI, CDBG Policy Issue Affordable Housing, Economic Development Alternative None Background Information: See attached letter. cost of a Phase I Archaeological Study and a separate fixed cost per property for monitoring of ground disturbances relating to new construction, or demolition, if deemed necessary based on the results of the study. After a bidder is selected, a contract will need to be executed. Expenses related to the demolition of acquired properties, including administration and environmental requirements (which would include archaeological costs to complete a Phase I study and to perform any required monitoring) will be eligible for reimbursement through EDI, HOME, or CDBG funding. Please find attached a copy of the Request for Proposal and Contract for Archaeological Services. The document will be available to interested bidders at the office of the Community Development Department after the City Council preliminarily approves the specifications, bid document, etc., and a date of hearing is set. The proposals would be due to the City Council, opened, and referred to staff for review and recommendation at the March 8, 2010 City Council meeting. Therefore, we would ask that the City Council to preliminarily approve plans, specifications, form of contract, etc., set a date of public hearing, and publish an official notice pertinent to the request to receive and open the proposals for the Request for Proposal for Archaeological Services for the New Housing Construction Project(s) and the Northeast Iowa Food Bank Campus Project.
