CAROLYN The City of Waterloo is soliciting bids from licensed and approved Asbestos Inspection
COLE Contractors to conduct an asbestos inspection and analysis and report on its findings for
Ward 2 ten (10) structures for possible asbestos containing materials. Your firm is invited to
submit a bid to conduct an approved asbestos survey of the following structures in
HAROLD Waterloo, Iowa:

1. Base Bid: 233 Ash St., 325-27 Clay St., 1309 W. 2nd St., 411 Wellington
QUENTIN M. St., 121 Cutler St., and 320 E. 1st. Street, 326 Center St., and 1121 South
HART Street.
Ward 4
RON 2. Alternates: 425 Clay St., and 429 Clay St. all in Waterloo, Iowa
WELPER
Ward 5 An adequate number of samples should be taken to identify possible asbestos-containing
BOB materials.

At-Large We are requiring an estimate for the referenced addresses, and the lowest responsible
STEVE bidder to indicate on the report the samples taken, the room location and its area, the type
SCI-EVIITT of asbestos-containing material (ACM), the percentage and quantity, and other pertinent
At-Large information in regard to the recognized requirements of a survey. Also, include on your
proposal a line for an acceptance signature if your firm is the lowest and most responsible
bid.
1. Bid must be SIGNED, and bear the official title of the person signing.
2. Bid must be submitted SEALED in an envelope addressed to:

3. The Failure to submit a sealed bid will result in a disqualification of your bid.
4. Sufficient time should be allowed for mailed bids to be delivered by normal Postal
operation. Late bids will not be considered. Faxed bids will not be accepted. Bids must be
received by 4:00 PM CDT on September 13, 2010 at the address shown above, and awarded to
the lowest responsible bid on September 20, 2010.
The City of Waterloo will review bids and the lowest responsible bidder will be given notice to
proceed after appropriate approvals are obtained.

5. The successful bidder must be prepared to proceed and complete the project including
submitting a Report/Survey within seven(7)days of Notice to Proceed.
6. All bidders must be licensed and registered with Iowa Northland Regional Council of
Government, and maintain appropriate State and Federal certifications and licenses(s)
and trained staff and be able to present credentialing within 24 hours of such request by
staff or others.
7. Pursuant to OMB Circular A-110 Procurement Standards, in order to ensure objective
contractor performance and eliminate unfair competition, contractors that develop or
draft specifications, requirements, statements of work, invitations for bids and/or requests
for proposals shall be excluded from competing for such procurements. Accordingly,
the successful bidder for this Asbestos Removal Project will not be permitted to bid on
the asbestos removal portion of this project because of potential competitive advantages.
8. All bids must encompass total costs, including travel, samples, report and shipping and
handling, the contractor is responsible for complete inspection of the premises prior to
submitting bid.
9. The contractor indemnifies the City from any undertaking including the Site Visitation.

10. The bid must also include the estimated number of samples taken per structure, itemized
cost for each structure, and a base bid.
11. In submitting this bid, the bidder understands that the City of Waterloo reserves the right
to reject any and all bids and/or to select or reject any bid that is not in the City's best
interest, or waive minor irregularities if in the City's best interest.
