My offer for property to be bid upon: My offer for 2554-2556 Edgemont Ave. is $59,000
(fifty nine thousand dollars) I own a duplex at 217-219 Jefferson St. that the city of Waterloo
wants to acquire for the proposed `"entertainment/sports district'. This property is worth
$87,000 (eighty seven thousand dollars) I am offerin my duplex on Jefferson for the duplex
at 2554-2556 Edgemont Ave. and the city to pay me an additional $28,000. (twenty eight
thousand dollars) This would complete a trade between the two properties. I retain all
salvage rights to 217 —219 Jefferson St. for a .eriod of 60 si da s,
$1,000.00 earnest fee: Patricia Schlindwein's personal check attached
(Note this amount is refundable for unsuccessful bidders. The fee will not be refunded for successful bidders
who withdraw their offer.)
Brief Description of intended Improvements: New shingles, fascia, gutters, and downspouts.
All windows will be replaced and basement windows will be replaced with glass block.
New vinyl sidinh will be installed. A cement driveway will be poured, the 8 X 18 slab will
be removed and a new 12 X 20 slab will be poured. and new steps will be installed. Three
trees in the back of the lot will remain and the large bush by the drive will also remain, all
other trees and brush will be removed. At least one new tree will be planted in the front
yard after the yard is graded.
Furthermore, I understand the zoning designation of the property and building code
requirements that I am bound by this designation for my use of property.
Note: The successful bidder will be required to sign a Development Agreement
binding them to the specified completion deadline of twelve (12) Mouths,

1. Proposed Use- Property will remain as a duplex for rental.
2. Site Development- Landscaping plan - The three big trees in the back yard will remain, the one with
the large broken limb will be taken out, there is another dead tree in the back but I don't believe that is
on this property. The large bush by the drive will remain. All other trees and brush will be removed. At
least one tree would be planted in the front after the yard is graded. I am sure some flowers will also be
planted.
Rehabilitation plan - The shingles will be removed and the sheeting examined. Sheeting would be
replaced if necessary. Thirty-five year architectural shingles applied along with new fascia, gutters, and
downspouts.
All windows will be replaced with Heartland windows. The two sets of floor to ceiling windows will be
replaced with windows that are of the same height as the other windows. The basement windows will
be replaced with glass block.
New vinyl siding will be installed.
The 8 X 18 cement slab adjoining the front doors will be removed as well as sidewalk that surrounds
part of the house. A new 12 X 20 slab will be poured at ground level, Lister steps with handrails will be
installed at each door. A 16 foot drive will be poured for 60 feet and then widened out to 20 feet for an
additional 20 feet. No garage is being planned at this time.
Plans now are to install new energy efficient furnaces and central air, and new hot water heaters in each
unit.

I have owned two businesses in downtown Waterloo, a duplex and two houses. I was able to design
and oversee building a house and doing a complete remodel on one business. I have also maintain
these properties. I am knowledgeable on dealing with contractors. I also have a son and daughter
living in Waterloo that will be assisting me.
5. Timetable - I feel that this project can be completed well within this time frame.
6. Bid Price - I own a duplex at 217-219 Jefferson St. This is in the cities proposed
"entertainment/sports district". I am offering my duplex on Jefferson for the duplex at 2554-2556
Edgemont Ave. and the city to pay me an additional $28,000 (twenty eight thousand dollars) I retain all
salvage rights to 217-219 Jefferson St. for a period of 60 (sixty) days.
