This document represents my first and only attempt, thus far in my career,to respond to a sealed bid opportunity. If my material and bid is accepted but needs further refinement I am open to negotiating any elements that will make it even more feasible for both parties to be successful. I consider this submission to be somewhat of a partnership in which I perform the goals of the City and neighborhood in removing this blight and the City makes accommodations in price and cost in consideration for my guaranteed timely performance. (See attached"Work Plan") The"Submission Requirements" include 6 items. I have provided what I believe is the adequate information to satisfy items 1 through 5. My focus therefore is to bolster my bid price as spelled out in Item 6. I am proposing to purchase this parcel for $30,000.00 inclusive of permit and other fees that the City may require. In compensation for my bid appearing to be below the City's stated minimum bid, I offer the following value: 1. Timeline—I will have this property at or above the standards of the exterior of neighborhood properties faster, better and nicer than any competitors, 30 to 45 days following approval. 2. I intend to convert this property shell to a single family dwelling and move in as soon as an occupancy permit can be acquired. This will be my first home and a dream I intend to achieve. I have a portfolio of my construction and renovation work available for review. This proposal may appear too aggressive to reviewers who have never done this type of work but I have carefully examined my plans and I am confident that I have under promised and over delivered. 3. Performance Guarantee—I agree that should I fail to perform the specified outline of work set out in the first 30-45 days from commencing work, I will sacrifice the $30,000.00 bid price! No questions asked. Furthermore, I will continue to perform on schedule to occupancy as required by my proposal or provide the City adequate notice of reasons for delay which the City can accept or reject. In the event the City decides to issue sanctions, I will abide by them assuming we have reached an agreement on same before I begin work. 4. My word is my bond and my reputation and credit standing is a mater of record. The sweat equity I will invest in this project will be for me rather than my customer. The value for my new home will be north of$120,000.00 once it is complete. 5. I am a life long resident of the Cedar Valley and a graduate of Columbus High School. Upon graduation I became employed by Ad-Fax Inc. and Chris Harshbarger. I worked for Ad-Fax until its closing in December 2008. While employed with Chris I learned how to get things done on time and on budget. I also learned the importance of my word and serving my community. I know that others maybe able to do this deal given the liberal timetable set by the City. However, I have proposed a much faster and better plan for the neighborhood than I can imagine others may. This site has been blight and I will quickly restore the curb appeal the City so desires. Given the above outline of reasons, I ask the City's indulgence on the minimum bid. The consideration I have offered is much greater value than the suggested bid. My following text responds item by item to requirements 1 through 6. Bid Requirements 1. Proposed Use - I propose converting the existing structure to a single family dwelling and moving in as a new first time home owner. 2. Site Development—I have included a general exterior elevation and topical view. (see attached) 3. Financial Capacity—I am in the midst of securing a construction loan for materials in the amount of$55,150.00. $10,000.00 of this amount will be used together with $20,000.00 of my own hard earned savings to cover the bid purchase price of $30,000.00. The speed with which I have had to act has prevented me from including a bank letter. However, Chris Harshbarger has agreed to serve as a guarantor for this loan. (Bank letter to follow) 4.
