INSTRUCTIONS TO BIDDERS
SUMMARY
1.01 DOCUMENT INCLUDES
A. Invitation to Bid, with relevant information and requirements.
INVITATION
2.01 BID SUBMISSION
A. Bids for the Gates Park Pro Shop Reroofing, signed and under seal, executed, and dated will be
received by the City of Waterloo at the City Clerk's Office, located at 715 Mulberry Street,
Waterloo, Iowa; before 4:00 p.m. local standard time on the 6th day of July, 2009.
B. Offers submitted after the above time shall be returned to the bidder unopened.
C. Offers will be opened publicly immediately after the time for receipt of bids.
2.02 INTENT
A. The intent of this Bid request is to obtain an offer to perform work to reroof the existing pro shop
structure at Gates Park Municipal Golf Course located at 820 E. Donald St., Waterloo, Iowa
50703 for a Stipulated Sum contract, in accordance with the Contract Documents.
2.03 WORK IDENTIFIED IN THE CONTRACT DOCUMENTS
A. Work of this proposed Contract comprises reroofing the existing structure, including general
construction Work.
B. Location: Existing Gates Park Municipal Golf Course located at 820 E. Donald S , Waterloo,
Iowa 50703.
2.04 CONTRACT TIME
A. Identify Contract Time in the Bid Form. The completion date in the Agreement shall be the
Contract Time added to the commencement date.
B. The bidder, in submitting an offer, accepts the Contract Time period stated for performing the
Work. The completion date in the Agreement shall be the Contract Time added to the
commencement date. The bidder may suggest a revision to the Contract Time with a specific
adjustment to the Bid Amount.
C. Commence Work on or after July 20th, 2009. No work will be permitted prior to this date.
D. Owner requires that the work of this contract be completed as quickly as possible and
consideration will be given to time of completion when reviewing the submitted bids.
BID DOCUMENTS AND CONTRACT DOCUMENTS
3.01 DEFINITIONS
A. Bid Documents: Contract Documents supplemented with Invitation To Bid, Instructions to
Bidders, Information Available to Bidders, Bid Form Supplements To Bid Forms and Appendices
identified.
B. Contract Documents: Defined in AIA A201 Article 1 including issued Addenda.
3.02 CONTRACT DOCUMENTS IDENTIFICATION
A. The Contract Documents are identified as Project Number 09025, as prepared by INVISION

Architecture and with contents as identified in the Table of Contents.
3.03 BIDDER'S REPRESENTATIONS
A. The Bidder by making a Bid represents that:
1. The Bidder has read and understands the Bidding Documents or Contract Documents, to
the extent that such documentation relates to the Work for which the Bid is submitted, and
for other portions of the Project, if any, being bid concurrently or presently under
construction,
2. The Bid is made in compliance with Bidding Documents.
3. The Bidder has visited the site, become familiar with local conditions under which the Work
is to be performed and has correlated the Bidder's personal observations with the
requirements of the proposed Contract Documents.
4. The Bid is based upon the materials, equipment and systems required by the Bidding
Documents without exception.
3.04 AVAILABILITY
A. Bid Documents are made available only for the purpose of obtaining offers for this project.
Their use does not grant a license for other purposes.
B. Bid Documents may be obtained at the office of Architect which is located at 531 Commercial
Street, Suite 900 Waterloo, Iowa.
C. Bidder shall use complete sets of Bidding Documents in preparing Bids; neither the Owner nor
Architect assumes responsibility for errors or misinterpretations resulting from the use of
incomplete sets of Bidding Documents.
D. Call INVISION Architecture, 531 Commercial Street, Suite 900, Waterloo, Iowa, 50701,
319-233-8419 for questions regarding availability of plans.
3.05 EXAMINATION
A. Bid Documents may be viewed at the office of Architect which is located at 531 Commercial
Street, Suite 900 Waterloo, Iowa.
B. Bid Documents are on display at the offices of the following construction plan rooms:

C. Upon receipt of Bid Documents verify that documents are complete. Notify Architect should the
documents be incomplete.
D. Immediately notify Architect upon finding discrepancies or omissions in the Bid Documents.
3.06 INQUIRIES/ADDENDA

B. Addenda may be issued during the bidding period. All Addenda become part of the Contract
Documents. Include resultant costs in the Bid Amount,

D. The Bidder shall carefully study and compare the Bidding Documents with each other, and with
other work being bid concurrently or presently under construction tot eh extent that it relates to
the Work for which the Bid is submitted, shall examine the site and local conditions, and shall at
once report to the Architect error, inconsistencies or ambiguities discovered.
E. Clarifications requested by bidders must be in writing not less than 7 days before date set for
receipt of bids. The reply will be in the form of an Addendum, a copy of which will be forwarded
to known recipients and plan holders.
F. Each bidder shall indicate receipt of addendum on bid form.
3.07 PRODUCT/ASSEMBLY/SYSTEM SUBSTITUTIONS
A. Where the Bid Documents stipulate a particular product, substitutions will be considered up to 7
days before receipt of bids.
B. When a request to substitute a product is made, Architect may approve the substitution and will
issue an Addendum to known bidders.
C. The submission shall provide sufficient information to determine acceptability of such products.
D. Provide complete information on required revisions to other work to accommodate each
proposed substitution.
E. Provide products as specified unless substitutions are submitted in this manner and accepted.
F. See Section 01 60 00- Product Requirements for additional requirements.
SITE ASSESSMENT
4.01 SITE EXAMINATION
A. Examine the project site before submitting a bid. Extra costs for Work not identified on the
drawings, but clearly visible, will not be considered.
4.02 PREBID CONFERENCE
A. A bidders conference will be scheduled for 9:00 a.m. local standard time on the 24th day of
June, 2009; at the location of the existing Gates Park Municipal Golf Course pro shop.
B. All general contract bidders and suppliers are invited.
C. Representatives of Architect will be in attendance.
D. Summarized minutes of this meeting will be circulated to attendees. These minutes will not
form part of the Contract Documents.
E. Information relevant to the Bid Documents will be recorded in an Addendum, issued to Bid
Document recipients.
QUALIFICATIONS
5.01 EVIDENCE OF QUALIFICATIONS
A. To demonstrate qualification for performing the Work of this Contract, bidders may be requested
to submit written evidence of financial position, license to perform work in the State.
5.02 SUBCONTRACTORS/SUPPLIERS/OTHERS
A. Owner reserves the right to reject a proposed subcontractor for reasonable cause

6.01 SUBMISSION PROCEDURE
A. Submit two copies of the executed offer on the Bid Forms provided, signed and sealed with the
required security in a closed opaque envelope, clearly identified with bidder's name, project
name and Owner's name on the outside.
B. Improperly completed information, irregularities in security deposit, may be cause not to open
the Bid Form envelope and declare the bid invalid or informal.
C. Oral, telephonic, facsimile or other electronically transmitted bids will not be considered.
D, The Bidder shall assume full responsibility for timely delivery at the location designated for
receipt of Bids.
E. An abstract summary of submitted bids will be made available to all bidders following bid
opening.
6.02 BID INELIGIBILITY
A. Bids that are unsigned, improperly signed or sealed, conditional, illegible, obscure, contain
arithmetical errors, erasures, alterations, or irregularities of any kind, may at the discretion of the
Owner, be declared unacceptable.
B. Bid Forms, Appendices, and enclosures that are improperly prepared may, at the discretion of
Owner, be declared unacceptable.
C. Failure to provide security deposit, bonding or insurance requirements may, at the discretion of
Owner, be waived.
D. Bids are by invitation, only from selected bidders. Bids from unsolicited bidders may be
returned.
BID ENCLOSURES/REQUIREMENTS
7.01 SECURITY DEPOSIT
A. Bids shall be accompanied by a security deposit as follows:
1. Bid Bond of a sum no less than 5 percent of the Bid Amount on AIA A310 Bid Bond Form
or standard surety company form, or: certified bank check for 5 percent of bid amount
made payable to the Owner.
B. The security deposit will be returned after delivery to the Owner of the required Performance
and Payment Bond(s) by the accepted bidder,
C. Include the cost of bid security in the Bid Amount.
D. If no contract is awarded, all security deposits will be returned.
7.02 PERFORMANCE ASSURANCE
A. Accepted Bidder: Provide a Performance and Payment bond as described in Document 00 73
00 - Supplementary Conditions.
7.03 SALES AND USE TAXES
A. This is a sales tax-free construction project. Bidders shall NOT include state sales taxes in
their proposals. Owner will issue a state sales tax exemption certificate for all materials
purchased for the project and will issue the appropriate tax exemption certificates and
authorization letters to the Contractors and all subcontractors performing work on the project.
Tax exemption certificates are applicable only for the specific project for which the certificates
are issued. The Contractors shall provide a listing to the Owner of all appropriate
subcontractors which are qualified to use the tax exemption certificate. The Contractors and

subcontractors may make copies of the tax exemption certificate and may provide a copy to
each supplier providing construction material. Materials for this contract may then be
purchased free from sales tax. Suppliers shall retain this certificate for at least three years.
7.04 ADDITIONAL BID INFORMATION
A. The selected bidder will be requested to complete the Supplements To Bid Forms within 24
hours after submission of bids.
B. Equal Opportunity compliance is required for this project and is a part of these specifications.
A minimum goal is five (5) percent of the subcontract bids to be awarded to minority or
women-owned business enterprises.
1 MBE/WBE Contract Compliance Program: A copy of the Waterloo/Cedar Falls Minority
and Women Business Enterprise Constriction and Maintenance Guide (Directory) is
available from the City of Waterloo Contract Compliance Officer, 602 Mulberry, Waterloo,
Iowa.
C. Bidders shall submit the following Supplements with the Bid submission:
1. Each bidder submitting a bid shall enclose an executed Minority and/or Women Business
enterprise Pre-Bid Contact Information Form (copy bound herein).
OFFER ACCEPTANCE/REJECTION
8.01 DURATION OF OFFER
A. Bids shall remain open to acceptance and shall be irrevocable for a period of thirty (30) days
after the bid closing date.
8.02 ACCEPTANCE OF OFFER
A. Owner reserves the right to accept or reject any or all offers.
B. After acceptance by Owner, Architect on behalf of Owner, will issue to the successful bidder, a
written Notice to Proceed.

SUPPLEMENTARY CONDITIONS
PART 1 GENERAL
1.01 SUMMARY
1.02 These Supplementary Conditions amend and supplement the General Conditions defined in
Document 00 72 00 and other provisions of the Contract Documents as indicated below. All
provisions that are not so amended or supplemented remain in full force and effect.

MODIFICATIONS TO AIA A201
4.01 ARTICLE 3.6 -TAXES
A. Add the following subparagraph:
1. This is a sales tax-free construction project. Bidders shall NOT include state sales taxes
in their proposals. Owner will issue a state sales tax exemption certificate for all materials
purchased for the project and will issue the appropriate tax exemption certificates and
authorization letters to the Contractors and all subcontractors performing work on the
project. Tax exemption certificates are applicable only for the specific project for which the
certificates are issued. The Contractors shall provide a listing to the Owner of all
appropriate subcontractors which are qualified to use the tax exemption certificate. The
Contractors and subcontractors may make copies of the tax exemption certificate and may
provide a copy to each supplier providing construction material. Materials for this contract
may then be purchased free from sales tax. Suppliers shall retain this certificate for at
least three years.
4.02 3.7 PERMITS, FEES, NOTICES AND COMPLIANCE WITH LAWS
A. 3.7.5: Modify§3.7.5 by adding the underlined words, so that the section now reads as follows:
B. 3.7.5 If, in the course of the Work, the Contractor knowingly encounters and recognizes human
remains, burial markers, archeological sites or previously undelineated wetlands not indicated in
the Contract Documents, the Contractor shall immediately suspend any operations that would
affect them and shall notify the Owner and Architect. Upon receipt of such notice, the Owner
shall promptly take any action necessary to obtain governmental authorization required to
resume the operations. The Contractor shall continue to suspend such operations until
otherwise instructed by the Owner but shall continue with all other operations that do not affect
those remains or features. Requests for adjustments in the Contract Sum and Ccntract Time
arising from the existence or good faith belief of such existence of such remains c r features may
be made as provided in Article 15.
C. 3.7.1: Owner shall obtain Building Permit.
4.03 3.10 CONTRACTOR'S CONSTRUCTION SCHEDULES
A. 3.10.2: Delete the last sentence of§3.10.2 so that the section now reads as follows:
B. 3.10.2 The Contractor shall prepare a submittal schedule promptly after being awarded the
Contract and thereafter as necessary to maintain a current submittal schedule, and shall submit
the schedule(s)for the Architect's approval. The Architect's approval shall not unreasonably be

4.04 ARTICLE 9 -PARA. 9.3-APPLICATIONS FOR PAYMENT
A. Add the following subparagraph:
1. 9,3.2.1: Payments will be made to the extent of the substantiated value of the work
performed in the previous month less a retainage amount of five (5) percent of the value of
the work performed. At Substantial Completion, 95 percent of the contract amount shall
be due and payable.
4.05 9.5 DECISIONS TO WITHHOLD CERTIFICATION
A. 9.5,3: Delete in its entirety.
4.06 9.6 PROGRESS PAYMENTS
A. 9.6.4: Delete the first two sentences of§9.6,4 so that it now reads as follows:
B. 9.6.4 The Owner has the right to request written evidence from the Contractor that the
Contractor has properly paid Subcontractors and material and equipment suppliers amounts
paid by the Owner to the Contractor for subcontracted Work. If the Contractor fails to furnish
such evidence within seven days, the Owner shall have the right to contact Subcontractors to
ascertain whether they have been properly paid. Neither the Owner nor Architect shall have an
obligation to pay or to see to the payment of money to a Subcontractor, except as may
otherwise be required by law.
4.07 ARTICLE 11.5 -PERFORMANCE BOND AND PAYMENT BOND
A. Add the following subparagraph:
1 11.5.3: The bond value requirements are as follows;
a. Provide a 100 percent Performance Bond on AIA A312, or standard surety form
b. Provide a 100 percent Payment Bond on AIA A311, or standard surety form.
4.08 13.1 GOVERNING LAW
A, 13.1: Delete the words following "where the Project is located" in §13.1 so that it now reads as
follows:

4.09 13.7 TIME LIMITS ON CLAIMS

4.10 13.7 COMMENCEMENT OF STATUTORY LIMITATIONS PERIOD

1, Before Substantial Completion, As to acts or failures to act occurring prior to the relevant
date of Substantial Completion, any applicable statute of limitations shall commence to run
and any alleged cause of action shall be deemed to have accrued in any and all events not
later than such date of Substantial Completion;
2, Between Substantial Completion and Final Certificate for Payment. As to acts or failures
to act occurring subsequent to the relevant date of Substantial Completion and prior to
issuance of the final Certificate for Payment; any applicable statute of limitations shall
commence to run and any alleged cause of action shall be deemed to have accrued in any
and all events not later than the date of issuance of the final Certificates of Payment; and
3 After Final Certificate for Payment. As to acts of failures to act occurring after the relevant
date of issuance of the final Certificate of Payment, any applicable statute of limitations
shall commence to run and any alleged cause of action shall be deemed to have accrued
in any and all events not later than the date of any act or failure to act by the Contractor

pursuant to any Warranty provided under Section 3.5, the date of any correction of the

4.11 INSURANCE
A. Add the following subparagraph:
1 11.1.4 -Minimum limits for liability insurance required to be carried by the coitractor are as
follows:
a. General Liability: $1,000,000 Combined Single Limit per occurrence; $1 000,000
Aggregate.
b. Automobile Liability: $1,000,000 Combined Single Limit.
c. Worker's Compensation: Statutory Benefits; $100,000 Coverage B.
d. Umbrella Liability: $1,000,000 Combined Single Limit; $2,000,000 Aggregate.
2. Provide Certificate of Insurance acceptable to the Owner specifying all insurance limits
prior to beginning any site mobilization or work on site. The insurance shall be provided
through a company rated A or better as determined by the A. M. Best Company. The
Owner and INVISION Architecture shall be named as additional Insured.
B. The Owner shall provide property insurance (Builder's Risk Insurance)for this project.
ADDITIONAL ARTICLE - DEFINITIONS
5.01 Add the following:
A. Products: Means new material, machinery, components, equipment, fixtures, and systems
forming the Work, but does not include machinery and equipment used for preparation,
fabrication, conveying and erection of the Work. Products may also include existing materials

K. When Architect requires substantiating information, submit data justifying dollar amounts in
question. Provide one copy of data with cover letter for each copy of submittal, Show
application number and date, and line item by number and description.
1.04 MODIFICATION PROCEDURES
A. For minor changes not involving an adjustment to the Contract Price or Contract Time, Architect
will issue instructions directly to Contractor.
B. Architect will advise of minor changes in the Work not involving an adjustment to Contract Sum
or Contract Time as authorized by the Conditions of the Contract by issuing supplemental
instructions on AIA Form G710.
C. For other required changes, Architect will issue a document signed by Owner instructing
Contractor to proceed with the change, for subsequent inclusion in a Change Order.
1, The document will describe the required changes and will designate method of determining _
any change in Contract Sum or Contract Time.
2. Promptly execute the change.
D. For changes for which advance pricing is desired,Architect will issue a document that includes
a detailed description of a proposed change with supplementary or revised drawings and
specifications, a change in Contract Time for executing the change with a stipulation of any
overtime work required and the period of time during which the requested price will be
considered valid, Contractor shall prepare and submit a fixed price quotation within 15 days.
E. Contractor may propose a change by submitting a request for change to Architect, describing
the proposed change and its full effect on the Work, with a statement describing the reason for
the change, and the effect on the Contract Sum and Contract Time with full documentation and
a statement describing the effect on Work by separate or other contractors. Document any
requested substitutions in accordance with Section 01 60 00.
F Computation of Change in Contract Amount: As specified in the Agreement and Conditions of
the Contract.
1. For change requested by Architect for work falling under a fixed price contract, the amount
will be based on Contractor's price quotation.
2. For change ordered by Architect without a quotation from Contractor, the amount will be
determined by Architect based on the Contractor's substantiation of costs as specified for
Time and Material work.
G. Substantiation of Costs: Provide full information required for evaluation.
1. On request, provide following data:
a. Quantities of products, labor, and equipment,
b. Taxes, insurance, and bonds.
c. Overhead and profit.
d. Justification for any change in Contract Time.
e. Credit for deletions from Contract, similarly documented.
2. Support each claim for additional costs with additional information:

PART 3 EXECUTION
3.01 EXAMINATION
A. Verify that existing site conditions and substrate surfaces are acceptable for subsequent work.
Start of work means acceptance of existing conditions.
B. Verify that existing substrate is capable of structural support or attachment of new work being
applied or attached.
C. Examine and verify specific conditions described in individual specification sections.
D. Take field measurements before confirming product orders or beginning fabrication, to minimize
waste due to over-ordering or misfabrication.
E. Prior to Cutting: Examine existing conditions prior to commencing work, including elements
subject to damage or movement during cutting and patching. After uncovering existing work,
assess conditions affecting performance of work, Beginning of cutting or patching means
acceptance of existing conditions.
3.02 PREPARATION
A. Clean substrate surfaces prior to applying next material or substance.
B. Seal cracks or openings of substrate prior to applying next material or substance.
C. Apply manufacturer required or recommended substrate primer, sealer, or conditioner prior to
applying any new material or substance in contact or bond.
3.03 PREINSTALLATION MEETINGS
A. When required in individual specification sections, convene a preinstallation meeting at the site
prior to commencing work of the section.
B. Require attendance of parties directly affecting, or affected by, work of the specific section.
C. Notify Architect four days in advance of meeting date.
D. Prepare agenda and preside at meeting:
1, Review conditions of examination, preparation and installation procedures.
2. Review coordination with related work.
E. Record minutes and distribute copies within two days after meeting to participants with two
copies to Architect, Owner, participants, and those affected by decisions made.
3.04 GENERAL INSTALLATION REQUIREMENTS
A. Install products as specified in individual sections, in accordance with manufacturer's
instructions and recommendations, and so as to avoid waste due to necessity for replacement.
B. Make vertical elements plumb and horizontal elements level, unless otherwise indicated.

3.05 ALTERATIONS
A. Drawings showing existing construction and utilities are based on casual field observation and
existing record documents only.
1 Verify that construction and utility arrangements are as shown.
2. Report discrepancies to Architect before disturbing existing installation.
3. Beginning of alterations work constitutes acceptance of existing conditions.
B. Maintain weatherproof exterior building enclosure except for interruptions required for
replacement or modifications; take care to prevent water and humidity damage.
1. Where openings in exterior enclosure exist, provide construction to make exterior
enclosure weatherproof.
2. Insulate existing ducts or pipes that are exposed to outdoor ambient temperatures by
alterations work.
C. Remove existing work as indicated and as required to accomplish new work..
1. Remove items indicated on drawings.
2. Relocate items indicated on drawings.
3. Where new surface finishes are to be applied to existing work, perform removals, patch,
and prepare existing surfaces as required to receive new finish; remove existing finish if
necessary for successful application of new finish.
4. Where new surface finishes are not specified or indicated, patch holes and damaged
surfaces to match adjacent finished surfaces as closely as possible.
D. Protect existing work to remain.
1, Prevent movement of structure; provide shoring and bracing if necessary.
2. Perform cutting to accomplish removals neatly and as specified for cutting new work.
3. Repair adjacent construction and finishes damaged during removal work.
E. Adapt existing work to fit new work: Make as neat and smooth transition as possible.
F. Patching: Where the existing surface is not indicated to be refinished, patch to match the
surface finish that existed prior to cutting. Where the surface is indicated to be refinished,
patch so that the substrate is ready for the new finish.
G. Refinish existing surfaces as indicated:
1. Where rooms or spaces are indicated to be refinished, refinish all visible existing surfaces
to remain to the specified condition for each material, with a neat transition to adjacent
finishes.
2. If mechanical or electrical work is exposed accidentally during the work, re-cover and
refinish to match.
H. Clean existing systems and equipment.
I. Remove demolition debris and abandoned items from alterations areas and dispose of off-site;
do not burn or bury.
J. Do not begin new construction in alterations areas before demolition is complete.
K. Comply with all other applicable requirements of this section.
3.06 CUTTING AND PATCHING
A. Whenever possible, execute the work by methods that avoid cutting or patching.

6. Repair new work damaged by subsequent work.
7. Remove samples of installed work for testing when requested.
8, Remove and replace defective and non-conforming work.
D. Execute cutting and patching including excavation and fill to complete the work, tc uncover work
in order to install improperly sequenced work, to remove and replace defective or
non-conforming work, to remove samples of installed work for testing when requested, to
provide openings in the work for penetration of mechanical and electrical work, to execute
patching to complement adjacent work, and to fit products together to integrate with other work.
E. Execute work by methods that avoid damage to other work and that will provide appropriate
surfaces to receive patching and finishing. In existing work, minimize damage and restore to
original condition
F. Employ skilled and experienced installer to perform cutting for weather exposed and moisture
resistant elements, and sight exposed surfaces.
G. Fit work air tight to pipes, sleeves, ducts, conduit, and other penetrations through surfaces.
H. At penetrations of fire rated walls, partitions, ceiling, or floor construction, completely seal voids
with fire rated material, to full thickness of the penetrated element.
I Patching:
1 Finish patched surfaces to match finish that existed prior to patching. On continuous
surfaces, refinish to nearest intersection or natural break For an assembly, refinish entire
unit
2, Match color, texture, and appearance.
3. Repair patched surfaces that are damaged, lifted, discolored, or showing other
imperfections due to patching work, If defects are due to condition of substrate, repair
substrate prior to repairing finish.
J. Refinish surfaces to match adjacent finish. For continuous surfaces, refinish to nearest
intersection or natural break. For an assembly, refinish entire unit.
K Make neat transitions. Patch work to match adjacent work in texture and appearance. Where
new work abuts or aligns with existing, perform a smooth and even transition.
3.07 PROGRESS CLEANING
A. Maintain areas free of waste materials, debris, and rubbish. Maintain site in a clean and
orderly condition.
B. Remove debris and rubbish from pipe chases, plenums, attics, crawl spaces, and other closed
or remote spaces, prior to enclosing the space.
C. Broom and vacuum clean interior areas prior to start of surface finishing, and continue cleaning
to eliminate dust.
D. Collect and remove waste materials, debris, and trash/rubbish from site weekly and dispose
off-site; do not burn or bury.
3.08 PROTECTION OF INSTALLED WORK

A. Protect installed work from damage by construction operations.
B. Provide special protection where specified in individual specification sections.
C. Provide temporary and removable protection for installed products. Control activity in immediate
work area to prevent damage.
D, Protect finished surfaces from traffic, dirt, wear, damage, or movement of heavy objects, by
protecting with durable sheet materials.
E. Prohibit traffic or storage upon waterproofed or roofed surfaces. If traffic or activity is
necessary, obtain recommendations for protection from waterproofing or roofing material
manufacturer
F Remove protective coverings when no longer needed; reuse or recycle plastic coverings if
possible,
3.09 FINAL CLEANING
A. Use cleaning materials that are nonhazardous.
B. Clean debris from roofs, gutters, downspouts, and drainage systems.
C. Clean site; sweep paved areas, rake clean landscaped surfaces.
D. Remove waste, surplus materials, trash/rubbish, and construction facilities from the site;
dispose of in legal manner; do not burn or bury.
3.10 CLOSEOUT PROCEDURES
A. Make submittals that are required by governing or other authorities.
B. Notify Architect when work is considered ready for Substantial Completion.
C. Submit written certification that Contract Documents have been reviewed, work has been
inspected, and that work is complete in accordance with Contract Documents and ready for
Architect's review.
D. Correct items of work listed in executed Certificates of Substantial Completion and comply with
requirements for access to Owner-occupied areas.
E. Notify Architect when work is considered finally complete.
F. Complete items of work determined by Architect's final inspection.
3.11 MAINTENANCE SERVICE
A. Maintenance Period: As indicated in specification sections or, if not indicated, not less than
one year from the Date of Substantial Completion or the length of the specified warranty,
whichever is longer.
B. Examine system components at a frequency consistent with reliable operation. Clean, adjust,
and lubricate as required.

3.01 EXAMINATION

3.02 PREPARATION
A. Protect surrounding elements from damage due to restoration procedures.
B. Carefully remove and store removable items located in areas to be restored.
C. Separate areas to be protected from restoration areas using means adequate to t::revent
damage.
3.03 REPOINTING
A. Perform repointing prior to cleaning masonry surfaces.
B. Cut out loose or disintegrated mortar in joints to minimum 1/2 inch depth or until s: and mortar is
reached.
C. Use power tools only after test cuts determine no damage to masonry units will result.
D. Do not damage masonry units.
E, When cutting is complete, remove dust and loose material by brushing,
F. Premoisten joint and apply mortar. Pack tightly in maximum 1/4 inch layers. Fo-m a smooth,
compact concave joint to match existing.
G. Moist cure for 72 hours.
3.04 STONE SEALING
A. Apply in accordance with manufacturer's instructions.
B. Ensure surfaces to be treated are dry, clean and free of residues
C. Product is to be applied without thinning.
D, Generously saturate the surface with product using a low-pressure hand spray, a clean brush,
or similar. Avoid contact with surrounding areas. Repeat when the surface becomes touch
dry, or a minimum of 10 minutes.
E. Allow the product to penetrate into the surface, polish surface with a clean white dry cloth to
remove excess product.
3.05 CLEANING
A. Immediately remove stains, efflorescence, or other excess resulting from the wort of this
section.
B. Remove excess mortar, smears, and droppings as work proceeds and upon completion.
C. Clean surrounding surfaces.

PART 3 EXECUTION
3.01 EXAMINATION
A. Verify that surfaces and site conditions are ready to receive work.

C. Verify deck is clean and smooth, flat, free of depressions, waves, or projections, properly sloped
and suitable for installation of roof system.
D. Verify that roof openings, curbs, and penetrations through roof are solidly set, and cant strips

3.02 WOOD DECK PREPARATION
A. Verify flatness and tightness of joints of wood decking. Fill knot holes with latex filler.

3.03 VAPOR RETARDER INSTALLATION
A. Mopped Vapor Retarder:
1. Attach ASTM D 4601-98 base sheet to deck with nail type fastener or manufacturer
approved fastener type. Provide spacing and pattern of attachment as required by
manufacturer.
2. Apply bitumen at rate recommended by manufacturer.
3. Embed one ply vapor retarder felt over attached base sheet; lap plies 4 inches; seal joints
with bitumen.
4. Mop bitumen glaze coat over base sheet at a rate of 10 lb/square and embed one ply
(second ply) of vapor retarder felt; lap edges 4 inches; seal joints with bitumen.
B. Extend vapor retarder under cant strips and blocking.
3.04 INSULATION INSTALLATION
A. Attachment of Insulation: Embed insulation into flood coat mopping of hot bitumen in
accordance with roofing and insulation manufacturers' instructions.
B. Attachment of Insulation: Embed insulation in flood coat mopping of hot bitumen in accordance

C. Lay subsequent layers of insulation with joints staggered minimum 6 inch from joints of

3.02 PREPARATION
A Prepare surfaces as specified in MPI Architectural Painting Specification Manual and as follows
for the applicable surface and coating; if multiple preparation treatments are specified, use as
many as necessary for best results; where the Manual references external standards for
preparation (e.g. SSPC standards), prepare as specified in those standards; comply with
coating manufacturer's specific preparation methods or treatments, if any.
B. Coordinate painting work with cleaning and preparation work so that dust and other
contaminants do not fall on newly painted, wet surfaces.
C. Surface Appurtenances: Prior to preparing surfaces or finishing, remove electrical plates,
hardware, light fixtures, light fixture trim, escutcheons, machined surfaces, fittings and similar
items already installed that are not to be painted.
1. If removal is impractical or impossible because of the size or weight of the item, provide
surface-applied protection before preparation and finishing.
2. After completing painting in each space or area, reinstall items removed using workers
skilled in the trades involved.
D. Surfaces: Correct defects and clean surfaces which affect work of this section. Remove or
repair existing coatings that exhibit surface defects.

3.03 APPLICATION
A. Apply products in accordance with manufacturer's instructions and as specified or
recommended by MPI Manual, using the preparation, products, sheens, textures, and colors as
indicated.
1 Remove, refinish, or repaint work not complying with requirements.
B. Do not apply finishes over dirt, rust, scale, grease, moisture, scuffed surfaces, or other
conditions detrimental to formation of a durable coating film; do not apply finishes to surfaces
that are not dry,
C. Use applicators and methods best suited for substrate and type of material being applied and
according to manufacturer's instructions.
1 Brush Application: Use brushes best suited for the type of material applied; use brush of
appropriate size for the surface or item being painted; produce results free of visible brush
marks.
2. Roller Application: Use rollers of carpet, velvet back, or high-pile sheep's wool as
recommended by manufacturer for material and texture required.
3. Spray Application: Use airless spray equipment with orifice size as recommended by
manufacturer for material and texture required.
4. Where application method is listed in the MPI Manual for the paint system that application
method is required; otherwise any application method recommended by manufacturer for
material used and objects to be painted is acceptable.
D. Minimum Coating Thickness: Apply paint materials no thinner than manufacturer's
recommended spreading rate; provide total dry film thickness of entire system as recommended
by manufacturer.
1. Number of coats and film thickness required are the same regardless of application
method.
2. If undercoats, stains, or other conditions show through final coat of paint, apply additional
coats until paint film is of uniform finish, color, and appearance.
3. Give special attention to ensure edges, corners, crevices, welds, and exposed fasteners
receive dry film thickness equivalent to that of flat surfaces.
E. Apply finish to completely cover surfaces with uniform appearance without brush marks, runs,
sags, laps, ropiness, holidays, spotting, cloudiness, or other surface imperfections.
1. Before applying finish coats, apply a prime coat of material recommended by
manufacturer, unless the surface has been prime coated by others; where evidence of
suction spots or unsealed areas in first coat appear, recoat primed and sealed surfaces to
ensure finish coat with no burn through or other defects due to insufficient sealing,
2. Apply first coat to surface that has been cleaned, pretreated, or otherwise prepared as
soon as practical after preparation and before subsequent surface deterioration.
3. Do not apply succeeding coats until the previous coat has cured as recommended by
manufacturer.
4. Do not recoat until paint has dried to where it feels firm, does not deform or feel sticky
under moderate thumb pressure, and application of another coat will not cause the
undercoat to lift or lose adhesion.
5. If manufacturer's instructions recommend sanding to produce a smooth, even surface,
sand between coats.

3.04 CLEANING
