The intersection experiences sever congestion during the daily peak hours particularly the
afternoon peak hour. City Hired Snyder & Associates to study Hammond and Ridgeway
and prepare grant application. Consultant showed that emissions could be reduced by
reducing congestion through intersection improvement.

Date Event
2006 Council approved hiring a consultant to study the location.
Consultant's study showed there was a big problem. Their study concluded
adding lanes and traffic signal will alleviate the problem. Air quality problems
caused by sever congestion could be eliminated by improvements. A grant
application for Clean Air Attainment Program funds was developed.
Sept 14, INRCOG approved the proposed improvements of adding lanes and traffic
2006 signals, concluding that the proposed improvements to the intersection of
Ridgeway Avenue and Hammond Avenue in the City of Waterloo conformed
to the 2025 Long Range Transportation Plan.
Oct 2, 2006 Waterloo City Council approved application for funds for the improvements
and committed to it.
Dec 10, Waterloo City Council approved hiring the consultant to design the project.
2007 (Council was reminded that it was not the final approval for construction of
the project and there will be a public hearing on the final plans.)
Jan 8, 2008 Preliminary design was ready. Public meeting was held.
As of April Plans are finalized. To set a letting date DOT needs certification that right of
2, 2009 way is available.

PROBLEM AND SOLUTION
PROBLEM
• FLOW : delays , pollution
• SAFETY
SOLUTION
•ADD LANES
•ADD SIGNAL
FLOW
•Intersection experiences sever congestion every day during the peak
hours particularly the afternoon peak hour.
•The intersection does not have enough capacity to handle the volume.
-Congestion means extra fuel consumed, pollutants dispersed into the
air, peoples times wasted, and driver frustration.
-Stop and go situation typical of long lines behind a 4 way stop sign
disperses a lot of pollution into the air.
SAFETY
-Pedestrian and handicap have problem crossing
-Average six or more accidents per year which is high
SOLUTION: EXTENSIVE SIMULATION AND MODELING
-Increase capacity by adding lanes, reduce congestion and provide for
orderly flow by installing traffic signals
-Add pedestrian signals for pedestrian, handicap, and school children

RE: Iowa's Clean Air Attainment Program(ICAAP)
Ridgeway & Hammond
Dear Mayor Hurley and Council Members
We are in the process of applying for a Clean Air grant. The application requires
that City commit to the following:
Upon the completion of the project the City will (1) properly maintain
and operate the proposed project for public use during the project's
useful life and (2) commit the necessary local matching funds to
implement the project.
I would like to ask for a resolution confirming the requirement. The estimated
cost of improvements is $509,000. This includes engineering and construction
costs. The City's matching share is 20% or approximately $102,000.
The project includes adding turn lanes, adding traffic signals, and some right of
way at the southwest corner of the intersection.
This item will be on the October 2, 2006 Council Agenda.
Sincerely
Sandie Greco
Traffic Operations Superintendent
