R COMMUNITY DEVELOPMENT C. 620 Mulberry St., Carnegie Annex • Waterloo, IA 50703 • (319) 291-4429 Fax (319) 291-4431 February 8, 2010 The Honorable Ernest G. Clark, Mayor =J07 and the City Council Members TIMOTHY J. City Hall HURLEY Waterloo, Iowa 50703 Dear Mayor and Council Members: COUNCIL MEMBERS RE: Request for Proposal — Archaeological Services — New Construction Projects: (1) Single-Family Homes, and(2)Northeast Iowa Food Bank Campus REGINALD A. SCHMI I I Val it-' The City of Waterloo through its Community Development Department received funding C AROLYN for the new Single-Family home construction activities. The funding sources include both COLE Community Development Block Grant("CDBG"), EDI and HOME funds granted by the War d- Department of Housing and Community Development (HUD). Those activities may involve acquisition and demolition of standing structures, and new construction on HAROLD acquired lots in addition to new construction on vacant lots already owned by the City. GETTY The new construction activities will be concentrated in the 800 to 1000 Block of Lafayette and Sycamore Streets. QUENTIN M. HART The Northeast Iowa Food Bank is relying on both public and private sources to construct Ward 4 office buildings, storage and parking facilities. Funding sources include a private capital RON campaign drive and CDBG funding from the City of Waterloo. The project area is WELD-ER bounded by Elm Street to the west, Vinton St. to the east, Mulberry St. to the north and tad 5 Lafayette Street to the south. BOB GREENWOOD Due to the infusion of federal funds in both projects, each is considered a "federal At-Large undertaking" thus triggering review and clearance pursuant to Section 106 of the National Historic Preservation Act. STEVE SCHNETT In letters from the State Historical Preservation Office (SHPO) (Exhibits "E" and "F" of At-Large fL`'" n the RFP), it outlines the results of the review under Section 106 of the National Historic Preservation Act, which finds that a small number of historic archaeological sites have been identified across the general area of our acquisitions. Therefore the City of Waterloo will be required to have a Secretary of the Interior's (SOI) qualified archaeologist research and complete a Phase I Archaeological Study, and provide monitoring of soil excavation and demolitions only if deemed necessary based on the results of the study. The City of Waterloo is seeking proposals for archaeological services in connection with the both of these new construction projects. We've prepared a Request for Proposal (RFP) and Contract for Archaeological Services. The RFP provides all the proposal(bid) specifications, terms and conditions, as well as the scope of work and details on the method of evaluation. The RFP calls for a lump sum CITY WEBSI1E:www.ci.waterloo_ia.us WE'RE WORKING FOR YOU! F7JAL HOUSING oRPorTUNITv An Equal Opportunity/Affirmative Action Employer cost of a Phase I Archaeological Study and a separate fixed cost per property for monitoring of ground disturbances relating to new construction, or demolition, if deemed necessary based on the results of the study. After a bidder is selected, a contract will need to be executed. Expenses related to the demolition of acquired properties, including administration and environmental requirements (which would include archaeological costs to complete a Phase I study and to perform any required monitoring) will be eligible for reimbursement through EDI, HOME, or CDBG funding. Please find attached a copy of the Request for Proposal and Contract for Archaeological Services. The document will be available to interested bidders at the office of the Community Development Department after the City Council preliminarily approves the specifications, bid document, etc., and a date of hearing is set. The proposals would be due to the City Council, opened, and referred to staff for review and recommendation at the March 8, 2010 City Council meeting. Therefore, we would ask that the City Council to preliminarily approve plans, specifications, form of contract, etc., set a date of public hearing, and publish an official notice pertinent to the request to receive and open the proposals for the Request for Proposal for Archaeological Services for the New Housing Construction Project(s) and the Northeast Iowa Food Bank Campus Project. If you have any questions or need any additional information regarding this matter, please contact our office.
