This document represents my first and only attempt, thus far in my career, to respond to a sealed bid opportunity. If my material and bid is accepted but needs further refinement I am open to negotiating any elements that will make it even more feasible for both parties to be successful. I consider this submission to be somewhat of a partnership in which I perform the goals of the City and neighborhood in removing this blight and the City makes accommodations to promptly inspect my progress in consideration for my guaranteed timely performance. (See attached"Work Plan") Once again I have provided more than adequate information to satisfy items 1 through 6. My focus is to bolster my bid price as spelled out in Item 6 and demonstrate that a single family unit as my personal home is the highest and best use for this neighborhood.. I am proposing to bid$61,001.00 AND offer the following added value(1 through 5): 1. Timeline—I will have this property at or above the standards of the exterior of neighborhood properties faster, better and nicer than any competitors, 30 to 45 days following approval, weather permitting. 2. I intend to convert this property shell to a single family dwelling and move in as soon as an occupancy permit can be acquired. This will be my first home and a dream I intend to achieve. I have a portfolio of my construction and renovation work available for review. I have carefully examined my plans and I am confident that I have under promised and over delivered on this proposal. 3. My word is my bond and my reputation and credit standing is a mater of record. The sweat equity I will invest in this project will be for me rather than a customer. The value for my new home will be north of$150,000.00 once it is complete. 5. I am a life long resident of the Cedar Valley and a graduate of Columbus High School. Upon graduation I became employed by Ad-Fax Inc. and Chris Harshbarger. I worked for Ad-Fax until its closing in December 2008. While employed with Chris I learned how to get things done on time and on budget. I also learned the importance of my word and serving my community. I know that others may be able to do this deal given the liberal timetable set by the City. However, I have proposed a much faster and better plan for the neighborhood than I can imagine others may. This site has been a blight and I will quickly restore the curb appeal the City and neighborhood so desires. 1 My following text responds item by item to requirements 1 through 6. Bid Requirements; 1. Proposed Use - I propose converting the existing structure to a single family dwelling and moving in as a new first time home owner with long term living in mind. 2. Site Development—I propose to completely renovate the entire two family dwelling and property to a single family dwelling. This will include replacement of all windows, stripping old siding and installing new double 4 vinyl siding, new soffits and facia, new asphalt roof with new front porch with overhang. Complete gut of interior with new floor plan of 3 bedroom, two baths which will include new floors, wall studding, electrical, plumbing, insulation, drywall, kitchen cabinets with all amenities, two full baths and new mechanicals. New garage to city 24'X 34' garage with gable style roof, shingles and siding to match house, new concrete driveway over existing gravel driveway. Complete landscaping to include removal of all dead brush, trim and crown mature trees, remove saplings and debris.Add flower beds around house, mow and weed lawn and continuous home and lawn maintenance. I have included a general exterior elevation, topical view and new floor plan conversion. (see attached) 3. Financial Capacity—I have secured a construction loan for purchase price and materials in the amount of$106,150.00. I have enclosed a letter from Cedar Rapids Bank &Trust 4. Project Team: Armstrong Construction 170 West Mullan Ave Waterloo, IA 50701 319-230-3763 Jeff L. Armstrong, Owner 5. Timetable— See attached"Work Plan" and"Work Plan Timetable" 6. Bid Price—I submit a$61,001.00 cash bid, plus improvements and an aggressive timetable Thank you for your consideration and indulgence. Both of us have an opportunity to make a real difference in this case. I will do my part to make everyone proud of these initiatives.
