Dear Mayor and Council Members,
CAROLYN
COLE I would like to request a contract be awarded to POM Incorporated of Russellville
Ward 2 Arkansas for the purchase of parking meters. Three bids were received:
HAROLD
GETTY 1- POM (Arkansas) $32,501.00
Ward 3 2- MACKAY (Florida) $31,445.56
3- DUNCAN (Arkansas) $45,503.00

HART We have carefullyreviewed the bids and considered the equipment and recommend

a contracted be awarded to POM Inc. POM's bid is the most advantageous to the
RON city. Their parking mechanism is only $110 each. Mackay's is priced at $137.68.
W-WELPER POM's handheld computer and software is priced at $660. Mackay's is $1,500. POM
Ward 5 will be cheaper when we purchase the mechanism for maintenance and for
refurbishing some of our existing meters. The city will save when a second handheld
BOB unit and software is needed. Considering the cost of maintenance, replacement, and
GREENWOODge refurbishing the meters, POM's choice will benefit the city financially well over the

$1,055.44 difference in the current bid price.

SCHMITT Some secondary points worth mentioning are:
At-Large 1- POM is made in USA.
2- POM is widely used in Iowa and the jurisdictions are happy with it.
3- We were not able to find a City in Iowa using Mackay.
4- There are companies in Iowa with experience in upgrading some of the old
meters using POM mechanism.
This item will be on November 17, 2008 council agenda.
