Serial Number 8. Model of Vest 9. Manufacture Location 10 Care Instructions. 11. Warranty Period 15. BALLISTIC PANEL COVER MATERIAL This department recognizes the importance of protecting the ballistic panel from exposure to environmental elements. Therefore, the ballistic cover material must be sealed by a sonic welding process to prevent moisture intrusion at the seams. Also, the department is aware that high degrees of "Moisture Vapor Transmission" (MVT) through the ballistic panel cover may allow moisture to migrate into the fibrous structure of the ballistic panel thus causing a reduction in ballistic performance. Therefore, potential bidders who offer ballistic panel covers that claim to "Breathe" or allow high levels of "Moisture Vapor Transmission"to pass through them will not be considered. This department will only consider armor systems that incorporate a Ballistic Panel Barrier System. The Barrier System must exhibit a high degree of water repellency and resistance to MVT. The Barrier System will have a water repellant treatment on its exposed surface that resists moisture and staining. In addition, the Barrier System will incorporate a Nano-Technology, Anti-Microbial/Anti-Fungal treatment that inhibits the growth of mold and bacteria. The interior of the Barrier System will incorporate an all weather film laminate technology to further enhance resistance to moisture migration and MVT. This department will only accept offers from potential suppliers who can provide laboratory test reports indicating that the ballistic panel Barrier System being offered provides the following minimum protection on a per lot basis: Characteristic Requirement Test Method Determination of resistance to water > 10,000 ISO-811 penetration- Hydrostatic pressure test (mm) Water Vapor Transmission(gms/sq mtr/ <550 ASTM E96 D(inverted) 24 hrs) Wet-flex after 24 hours No delamination BWW—24H Resistance to water penetration after >90 1/ ASTM D751 exposure to diesel fuel(psi) Resistance to water penetration after >100 1/ ASTM D751 exposure to sea water(psi) -4- Resistance to water penetration after >100 1/ exposure to alcohol(psi) ASTM D751 **Each fabric shall be completely submerged in particular fluid for a period of 24 hours and line-dried. 16.VEST OUTER CARRIER MATERIAL Removable Carrier-Perform-X SFT The machine washable carrier shall be removable from the ballistic panels for laundering. The carrier systems body side fabric shall consist of smooth fit SFTTM micro-fiber with Nano Technology micro-encapsulated phase change temperature regulation and Anti-Microbial bacteria, mold and mildew deterrent. To eliminate uncomfortable body side seams and bulges, there shall be no zippers or hook& loop closures against the body. The exterior of the outer-shell will utilize Super-Suede Micro-Fiber with a bottom horizontal zipper for improved insertion and removal of the ballistic panel. Low profile loop will be used for strap attachment points to reduce bunching and pulling of the uniform shirt. The interior of the carrier at the shoulders shall have attachment points made of low profile loop to allow for internal suspension of the ballistic panel via tabs of hook. This enables the wearer to utilize separate external shoulder straps. In addition, the carrier shall be designed so that it can accommodate the Self Suspending Ballistic System (SSBS). No substitutes will be accepted. Carrier shall be manufactured from a dimensionally stable first quality material with less than 5% shrinkage. The outer side of the carrier shall be manufactured from first quality Super-Suede Micro-Fiber, and have a Soil Resistant Finish (SRF). All fabrics shall have no visible fabric or color flaws. 17. QUALITY CONTROL The manufacturer must maintain a ANSI/ISO/ASQ Q9001-2000 Certification quality program. The documented quality control system must be designed to insure the integrity and quality of the manufactured products. The quality control system shall control all manufacturing process and incoming raw materials. The manufacturer must have an in-house ballistic laboratory capable of performing ballistic testing of incoming raw materials and in-process samples. The manufacturer must have the capability of performing testing in accordance with MIL-STD-662F and NIJ Standard 0101.06. Procedures for lot testing of incoming raw materials and in-process samples must be incorporated into the quality control system. All incoming ballistic material shall undergo V50 ballistic lot tests in accordance with MIL-STD-662F with exception of using a clay backing conditioned in accordance with the requirements of NIJ 0101.06. Every vest panel manufactured shall be inspected for material defects, proper ply counts, and for proper ballistic panel stitching. Covers and accessories shall be re-inspected during manufacturing for defects at selected points during manufacturing to assure the absence of hidden defects in the final item. In addition, each vest shall receive a final inspection prior to shipment. This inspection shall include a review of the quality control check sheet and confirm the product against the customer's order. 18.SERIAL NUMBERS Each unit of soft body armor delivered shall have an individual serial number. Each serialized soft body armor shall be traceable to its original ballistic material lot number and ballistic material mill roll number. Additionally the soft body armor serial number shall be traceable to an incoming material lot test and ballistic panel lay-up lot test. 19. LOT TESTING All incoming ballistic material shall undergo V50 ballistic lot test in accordance with MIL-STD-662F except that the test will be conducted on clay backing which meets the requirements of NIJ Standard 0101.06 for backing material. 20. Female sizes are determined based on individual measurements, including bust size. 21. FIT AND ALTERATION POLICY The manufacturer shall perform all required alterations of more than one inch within 30 days after original shipment of the product at no charge. Adjustments of an inch or less than an inch can be accomplished by utilizing the adjustable strap feature on the vest. 22. POST CERTIFICATION RETEST POLICY USED VEST EVALUATION RECOMMENDATIONS Point Blank Solutions Inc. (PBSI) which includes Point Blank Body Armor and Protective Apparel Corporation of America (PACA) encourage valid body armor testing for the purpose of acceptance testing of new vests, and as a tool to be used to evaluate used body armor replacement cycles. In order to provide our customers with guidance in this area we offer the following recommendations that may help in providing the tools to make informed decisions in buying new armor as well as replacing used armor. PBSI recognize and recommends properly, performed ballistic testing in accordance with NIJ 0101.06 CTP Conformity Assessment Section 7.5 (NIJ BA CTP Application Package: 005) for new armors. All testing will be performed at an NIJ approved ballistic test laboratory. Only bullets listed in NIJ Standard 0101.06 table 10 will be utilized. Each ballistic test shall be conducted on a complete vest and in accordance with NIJ 0101.06 CTP Conformity Assessment Section 7.5(NIJ BA CTP Application Package: 005) Panels shall be shot against clay backing material, which has been conditioned in accordance with NIJ 0101.06. Prior to each shot, the panel will be placed flat against the clay backing material. For acceptance testing, vest samples shall be new and in unused condition. Minimum Sample Size. In order to have valid test data, minimum representative samples should be tested. For new vests acceptance testing the recommended minimum representative sample size should be no less than 3 vests (6 panels). In the case of used vest evaluation testing, the recommended minimum representative sample size should be 5 vests (10 panels). Representative samples should be of the same model and in the case of used vests, the same Wear Rating category. New Vest Testing Recommendations For acceptance testing of new, unused vests, the armor should be expected to have no perforations at the NIJ 0101.06 reference velocities. (BFS will not be measured in accordance with NIJ 0101.06 CTP Conformity Assessment Section 7.5-NIJ BA CTP Application Package: 005) If there is a perforation of a representative armor sample during the initial testing, then additional samples should be tested to verify the results of the initial testing. It is recommended that three additional samples sets be tested and in order for the representative sample group to be acceptable, there should be no perforations in any of the additional samples sets at the NIJ 0101.06 reference velocities for that class of armor. NIJ 0101.06 Reference Velocities Refer to Table 4 P-BFS performance test summary chart. Page 46 NIJ Standard 0101.06. Used Vest Evaluation Used body armor evaluations are necessary and will help the consumer or organizational administrator in determining when to replace armor that is past its practical service life. The following information and recommendations are offered and may be useful in making these determinations. Vests that are in service will experience some loss of ballistic performance as a result of normal wear. The amount of wear or lack of proper care is closely related to the amount of performance loss. Therefore it is critical that body armor is cared for and stored as recommended by the manufacturer. Armor should be inspected on a regular basis for signs of unusual wear and/or improper care. Armors that are found to be in poor condition should be replaced as soon as possible. In addition, if there are breaks in the ballistic cover(torn, worn through, open seams)the vest should be taken out of service and replaced immediately. It should be clearly understood that wear rates are not directly related to time in service or length of the manufacturers warranty. Armor wear is similar to automobile tire wear. Some drivers wear out tires faster than others. Similarly, some officers wear out their vests sooner than others. Vests that are worn out should be replaced regardless of the time it has been service or the length of the manufacturer's warranty. -6- Used Vest Inspection and Rating Due to the potential wear condition variability of used vest samples each vest sample must be inspected on a regular basis for wear condition and any indications of abuse or improper care. After inspection the samples should be Wear Rated according to their condition and if ballistic testing is anticipated, grouped accordingly. Recommended Wear Ratings categories are listed below: Wear Rating#1 -Good condition. Light wear, no set wrinkles or stains, ballistic cover intact. Wear Rating#2-Fair condition. Moderate wear, some set wrinkles at edges, light staining, and ballistic cover intact. Wear Rating#3- Poor condition. Heavy wear, set wrinkles, staining of the ballistic cover, No breaks in the ballistic cover or open seams. Replacement should be considered. Wear Rating#4- Very poor condition.Very heavy wear, creases, folds, set wrinkles. Staining or signs of mildew or chemical contact. Breaks in the ballistic cover or open seams, ballistic cover very worn or worn through. Should be taken out of service and replaced. If ballistic testing is conducted, it should be expected that used vest samples will show some performance degradation over new unused vest samples. It should also be expected that some used vest samples will show performance degradation that may be below the NIJ 0101.06 reference velocity for new vests. Although this may be the case in some used vest samples, it should be understood that actual street threat velocities are lower than the NIJ 0101.06 reference velocity according to manufacturer's published literature. "This protocol will not predict the service life of the vest nor does it simulate an exact period of time in the field."(Pg. 27 NIJ 0101.06) Testing Used Vest Samples Wear Rating#1, #2 or#3- Good Fair and Poor Condition. When testing representative sample groups with Wear Ratings of #1, #2 or #3, there should be no perforations below the Conditioned Armor test velocities as set forth in the NIJ 0101.06 Compliance Testing Program. Refer to Table 4 P-BFS performance test summary chart. Page 46 NIJ Standard 0101.06. If there is a perforation of a representative armor sample during the initial testing, then three additional representative samples sets should be tested to verify the results of the initial testing. If the verification testing results in any additional perforations, then it is recommended that the representative group is replaced by the agency. Wear Rating # 4 - Very poor condition. Since vests in this category should be replaced, there should be no specific expectation of ballistic performance. Although some vests in this category may still provide ballistic protection, tests results -7- will not be consistent and therefore cannot be relied upon. Rev:March 3,2009 23.
