RESOLUTION APPROVING HIRING ROB HOULIHAN TO
THE POSITION OF CHIEF EXECUTIVE OFFICER AND
GENERAL MANAGER AT A SALARY OF $250,000 PER
YEAR PLUS BENEFITS, EFFECTIVE SEPTEMBER 28, 2026,
CONDITIONED ON PASSING A BACKGROUND CHECK
AND EXECUTING AN EMPLOYMENT AGREEMENT.
BE IT RESOLVED BY THE TELECOMMUNICATIONS UTILITY BOARD OF
TRUSTEES OF THE CITY OF WATERLOO, IOWA, that Rob Houlihan is hired to the position
of Chief Executive Officer and General Manager, effective on September 28, 2026, and an
Employment Agreement with Rob Houlihan, for the positions of Chief Executive Officer and
General Manager, including the salary and terms of employment contained therein, is hereby
approved and the Board Chair and Board Secretary are authorized and directed to execute said
document on behalf of the utility.
