The objective is to provide customers an opportunity to test StrataPoint's Software-as-a-Service offering. Managers of municipalities of all sizes and directors of a variety of other urban spaces have found the demonstration very informative and useful. The goal of the demonstration is to provide Green Industry managers atop-level look at using a GIS to manage the total assets of a green-space enterprise. r r C C C C 7 C. 1' I. System requirements description (RFP-9) SW operation StrataPoint's unique approach: "Point DataMap-OnLine" StrataPoint, Inc. has been a leading provider of GPS/GIS software products for the Green Industry. During the past 8 years SP has built and delivered products for two specific segments of the Industry: Urban Spaces/Municipalities and Golf Courses. Recently, Home Owners Associations have begun using SP's software products. In 2007 SP announced that it's increasingly popular GPS/GIS product, "Point DataMap" is now available online. "Point DataMap-Online (PDM-0)"has all the comprehensiveness and functionality of the original PDM that is delivered on a desktop computer. PDM-0 brings the same robust Geographic Information System to the customer. PDM-0 includes a ern powerful QUERY function that allows the customer to pose questions and get answers. This function is in addition to the functions customer should expect and demand from a high quality, customized-for- the-industry GIS: ZOOM; PRINT; MEASURE; PAN; CUSTOMIZABLE REPORT GENERATION; MAP CREATION; INTUITIVE NAVIAGATION; and, EASE-OF-USE. ti The online, web-based product is significantly differentiated in that it is delivered to the customer via the Internet — meaning customer can allow/control public access to the application from any computer connected to the Internet from any location. The immediately evident advantages are: 1. access from any location via any computer using the net; 2. all software resides at the hosting site; rs 3. updates and changes are immediate; 4. operation and maintenance are performed by the host site personnel, thus eliminating the need for the customer to hire staff for those functions; 5. costs are a predictable and low monthly subscription rate. 8 C' 6. a multiple-user database (built on SQL to eliminate the multiple-user problems associated with ACCESS) allows customer to have multiple users concurrently using the GIS for information access and at the same time concurrently editing the database. 7. city resident's access to map and limited data if city chooses. 8. call center operation to quickly track calls and work orders. All of this and users still have the exceptionally robust "Point DataMap." "PDM-Online" is customized for Urban Spaces. City foresters and park & recreation managers are targeted users. Using the proposed Trees module the Waterloo foresters will be able to completely manage the assets of this urban forestry project. Other Waterloo urban spaces managers will find that "PDM- Online" can meet their needs as they work the management of streets, utilities, water, etc. PDM-O easily accommodates layers in addition to the Trees Module. Adding these layers and managing the associated data is accomplished by using one of PDM-O's additional Modules. System requirements, usually stated in terms of sizes and capacities, are not relevant in discussions about PDM-O. It is essential that the access computers are using a high-speed line - DSL or faster. As one city forester said, " the on-line version gives me everything I need for quality management-information plus immediate access from any Internet-connection and significant cost savings - it is a natural for me!" 1 9 Municipalities have found the new product very much to their liking. In addition to their city functions they have added parks, cemeteries and trails to their list of assets managed using "PDM-OnLine." The Waterloo Leisure Services Commission will have the option of adding new modules: Streets Utilities Water Parks Cemetaries (See section III.B.6 for more information about layers and modules.) StrataPoint's PDM-O is a GIS that will grow with the city's needs and requirements. Data: The RFP requests information about system requirements for data. All of the data for PDM-O resides at the host site with the application software. This means there are no requirements for storage space. Viewing data is not a function of the system. Viewing the information that the PDM-O information system provides is a function of displaying on the computer used for internet access. The data collection process is simply described as an arborist walking to each tree carrying a hand held tablet with drop down menus for each attribute being collected. The arborist makes the necessary entry for each field and the data is stored is a ready-to- transfer mode. The transfer from field to office is accomplished by connecting the tablet to the Internet, accessing the application and downloading the data in its prescribed format into the database. The application can then access the data and produce information. Data export to other formats is easily accomplished. XL, SHAPE files and others are easily accommodated. 10 II. Stratpoint Proposal Information A. Services to be performed and products to be provided a. Deliverables • StrataPoint, Inc. (referred to as "StrataPoint" or "SP") is proposing to deliver all the specific requests outlined in the Waterloo Leisure Services Commission ("customer") RFP. • This includes 1. Street Trees: Inventory of trees in shapefile data format containing the attributes of all street tree data as specified in the RFP — this includes approximately 18000 trees in the right-of-way. The data collection will follow the • definitions provided in PART I: STREET TREES of the RFP. 2. Municipal Golf Course Trees: Inventory of trees in SHP data fottnat containing the attributes of all municipal golf course tree data as specified in the RFP — this includes approximately 7000 trees. The data collection will follow the definitions provided in PART I: STREET TREES of the RFP and as modified by the "WILL NOT BE USED" comments in PART II: MUNICIPAL GOLF COURSE TREES. 3. Park Trees: Inventory of trees in SHP data format containing the attributes of all the trees in the City of Waterloo Parks — this includes approximately 7000 trees located in 52 parks. The data collection will follow the definitions provided in PART I: STREET TREES of the I RFP and as modified by the "WILL NOT BE USED" comments in PART II: MUNICIPAL GOLF COURSE TREES. 4. Tree Management Software: Point DataMap-Online (PDM-O), StrataPoint's tree inventory software program, will be available as part of this bid. This application package delivered on the Internet is accessible from any 11 Internet point of access. In addition to meeting all of the functions, requirements and capabilities listed in the RFP, as described in the detail of this proposal, PDM-O has the added advantages of being a totally integrated on- line/web-delivered application. This decreases cost by using a hosted service thus eliminating the customer need to increase resources for the computer applications shop. And, no need to buy more data storage devices. Point DataMap-Online" is a Software-as-a-Service (SAAS) product. PDM-O performs the standard primary functions of tree management as listed in the RFP. Further it meets and in many cases exceeds all the software requirements and capabilities as listed in the RFP. Each of these requirements will be addressed in the details of the proposal. 5. The data collection will follow the rules provided in PART I: STREET TREES of the RFP 6. Full consultation with the City Forester to ensure a learning experience and to provide collaboration on boundary and geography decisions. 7. StrataPoint's unique and exclusive web based computerized GIS: "Point DataMap-Online." This computer software is designed specifically for urban forestry and it has all of the capability designated by the RFP, plus more. The product is an electronic database that can be updated, queried, used to derive pruning budget projections, used to aid in the species and site selection for new planting and used in the short and long-term management of the Waterloo Leisure Services Commission's urban forest. 8. Training will be provided. A minimum of two one-day sessions for whomever is appointed to attend. SP finds that an initial session to familiarize users followed by some time to "try things out" works well. Then, a follow on session to answer questions and build a more comprehensive understanding of the advanced capabilities of the software serves the customer well. On going 12 training/consultation is available using Internet technology, e.g. WebEx or Proclaim. 9. A written Tree Management Plan for each of the three project inventory pieces: Street Rights-of-Way; Municipal Golf Courses and; parks will be provided. The five- eight year plan will provide schedules and rationale for pruning, planting and removing trees. The Plan will be available electronically and in paper form. The electronic version will directly relate to the tree management inventory software (Point DataMap-Online). This means the Tree Management Plan will be written using information from the web based GIS. This integral relationship provides a convenient and highly functional means for tracking, updating and keeping the plan current. In summary, StrataPoint will deliver access to the tree inventory software program, the data needed by the program, the necessary training and the tree management plan. Some special considerations about PDM-O are: -Files containing all specified tree attribute information will be readied and geo-referenced according to customer's specifications — this includes GPS location, all requested attribute data for each tree. -PDM-O will reference files using database management's most efficient and powerful tool: SQL. The system provides the user with the capability to provide standard and customized queries and reports. 13 To understand the value of SQL Server consider the following Microsoft recommendations on appropriate usage of Access compared to SQL Server: Access SQL Server Description Database development Scalable, reliable, and environment that more secure client/server supports tables, queries, database engine. forms, reports, and programming logic. Maximum 2 gigabytes (GB) 1 terabyte database size Maximum Up to 20 concurrent Unlimited concurrent users editors. Up to 100 concurrent reports being run. Security File access-based Enterprise-level security. security. Performance Limited by file share Limited only by hardware model. and application design. Reliability Adequate for individuals High reliability. SQL and small team usage. Server is a mission- critical database. Recovery from network failures cannot be rolled Backup and back. administration tools available This proposal encourages the customer to consider the advantages of using the SEQUEL based Point DataMap- Online (See VIII.B.2 for more information). -An Electronic Base Map for entire city - easily updateable and expandable is part of what is delivered in the StrataPoint PDM-O approach; the application operates on WINDOWS (or MAC) based laptop; and, the base map module includes streets, hydrants, water lines and other existing layers (seeIII.B.6 for explanation of layers and modules) included in customer's GIS. -Another general feature of StrataPoint's proposal that is 14 unique and worth mentioning in the context of deliverables is PDM-O's Call Center. Built into the PDM-O package is the online capability for the Waterloo Leisure Services Commission staff to manage calls, inquiries and request on any tree related issue. The process goes like this: A caller, for example a homeowner, calls the Village office about an issue. The staff member immediately identifies the tree and the issue and has on line access to all pertinent information like address of tree location, home owner name, etc., all tree info, etc. The staff person can place the issue on a work list and prioritize the job to be done. PDM-O generates a work order and optimizes the routing for the workers. Once the work order is completed the file is updated. PDM-O tracks all issues. b. Approach to Project StrataPoint is prepared to execute a plan that meets and exceeds the specifications of the RFP. Meeting the requirements of the RFP is accomplished by taking the following steps: 1. SP works directly with Waterloo Leisure Services Commission to get all available data for inclusion in database. SP also finds and uses any other data sources and incorporates all data into the database. All data will be readied for inclusion in the database. 2. SP completes the customer's initial GIS database built from customer's current data. SP determines other data needed for a complete tree inventory. SP collects the data per the RFP specifications. Customer designated project coordinator will be apprised of action and progress. 3. The database files are cleaned, organized and readied for customer's use in PDM-O. 4. Delivery of the product will include a one-day training session for all users of the application. 5. On going customer relationship is vital to the success of the project and SP is committed to doing what is reasonably required to ensure a successful installation. SP 15 is committed to maintaining contact with the customer including two (2) site visits per year. 6. SP is willing to assist with any Waterloo Leisure Services Commission meetings as requested by the Project Manager. This might include Board presentations and/or Community presentations StrataPoint is presenting a solution that has many dimensions not required in the specifications — PDM-O presents the opportunity for significantly more comprehensive use of the database than is required by the specifications. Core to this execution is the inclusion of SP's unique, industry-leading GIS application ("computer program"): StrataPoint's "Point DataMap-Online. " Using the completed database SP staff will make the tree inventory an integral part of the Waterloo Leisure Services Commission version of Point DataMap-Online (PDM-O). This installation positions the Waterloo Leisure Services Commission to take advantage of the comprehensiveness of PDM-O. (See III.B.1.d for more info on comprehensiveness.) In the future the Village may want to add capability to the web based application. Given that the base map is in place and online, adding functions, such as but not limited to, management of streets, sewers, hydrants, water lines, irrigation, etc. is easily and economically accomplished. In addition, PDM-O includes the unique Call Center functionality. "Call Center" is an integral function that is completely tied to the data base management system. Simply explained, management can immediately identify any tree(s) in question by location including address or plat and immediately view all relevant information. A simple click of the mouse generates a work order and complete tracking of all follow through activity and automatically updated tree information. (See III.B.8 for more information on Call Center.) 16 c. Work Plan for Scope of Services 1.GIS Tree inventory and application Tasks: - acquiring and preparing city data for roads/parcels/streets - identify additional data needed - obtain data from various sources - collect tree data from field - in-field training and customer consultation-customer determines need during project - cleaning all data and integrating tree data - work data to ensure it is valid, reliable, clean, useable - ensure that data meets all specifications of RFP - establishing access permission scheme with customer - installing access permission codes, etc 2. Tree Management Plan — Immediately upon concluding collection and loading Waterloo data and ensuring the installation of the Waterloo GIS online the SP staff will begin preparing the Tree Management Plan 3. Training on PDM-O Tasks: - conduct training per customer definition: (in-office training) - available for continuing customer support specific staff; general staff; presentations B. SP's expectations of Waterloo Leisure Services Commission staff. SP expects customer will supply all current and available information for each of the categories specified in the RFP. a. Requirements of City and its staff 1.City will appoint a key contact person/Project Coordinator for SP to work through on all arrangements. 17 -Project Coordinator will be the key contact for SP during the tree inventory assessment activity. -Project Coordinator will arrange the training session: room, equipment, and staff. -The Project Coordinator or an appointee will be an ongoing contact for SP. 2.City will make arrangements for SP to access relevant data from other sources, e.g. the County. The City may have possession of the data/information or may need to identify and make available a contact from which the data/information may be gathered C. Qualifications 1. StrataPoint, Inc. has been operating in the Green Industry for more than eight years. The only business of the corporation is providing services and software products to three specific market segments: Municipalities Golf Courses Homeowner Associations The company's total focus is providing services and tools for each enterprise to use in improving the effectiveness of the management of its assets. Technical Notes A. StrataPoint's unique approach: "Point DataMap-OnLine" (".. StrataPoint, Inc has been a leading provider of GPS/GIS software products for the Green Industry. During the past 8 years SP has built and delivered products for two specific segments of the Industry: Urban Spaces/Municipalities and Golf Courses. SP's software products have been customized for each of the two segments. In 2007 SP announced that it's increasingly popular GPS/GIS product, "Point DataMap" is now available online. c`, "Point DataMap-Online (PDM-O)" has all the comprehensiveness and functionality of the original PDMthat is delivered on a desktop computer. PDM-O brings the same robust GIS to the ('-' customer. PDM-O includes a powerful QUERY function that ,. allows the customer to pose questions and get answers. This function is in addition to the functions customer should expect and demand from a high quality, customized-for-the-industry GIS: C ZOOM; PRINT; MEASURE; PAN; CUSTOMIZABLE REPORT GENERATION; MAP CREATION; INTUITIVE NAVIAGATION; and, EASE-OF-USE. r- The online, web-based product is significantly differentiated in that it is delivered to the customer via the Internet — meaning customer can allow/control public access the { ._ application from any computer connected to the Internet from ra any location. The immediately evident advantages are: 1. access from any location via any computer using the k net; 2. all software resides at the hosting site; r. 3. updates and changes are immediate; 4. operation and maintenance are performed by the host site personnel, i. . 23 C r- ' thus eliminating the need for the customer to hire . staff for those functions; 5.costs are a predictable and low monthly subscription rate. 9. A multiple-user database (built on SQL to eliminate the multiple-user problems associated with ACCESS) allows customer to have multiple users concurrently using the GIS for information access and at the same time concurrently editing the database. ` 10. city resident's access to map and limited data if city chooses. 8. call center operation to quickly track calls and work orders —. . All of this and users still have the exceptionally robust "Point DataMap." PDM-Online" is customized for Urban Spaces. City em foresters and park & recreation managers are targeted users. Using the proposed Trees module the foresters will be able to completely manage the assets of this urban forestry project. . Any of the urban spaces managers will find that PDM- rm Online" can meet their needs as they work the management of streets, utilities, water, etc. PDM-0 easily accommodates r -, layers in addition to the Trees. Adding these layers and r managing the associated data is accomplished by using one r— of PDM-O's additional Modules. r° "PDM-Online" is a fully-hosted GIS (Geographic Information System.) Accessible from any net-connected computer, PDM-Online software with all of the many r features found in PDM, is hosted from a server. The user is `" charged a low monthly fee for access, storage, maintenance and technical support. The system offers the full range of benefits expected in a Software-as-a-Service (SaaS) product. r 24 As one city forester said, " the on-line version gives me everything I need for quality management-information plus immediate access from any Internet-connection and significant cost savings - it is a natural for me!" Municipalities have found the new product very much to their liking. In addition to their city functions they have added parks, cemeteries and trails to their list of assets managed using "PDM-OnLine." The Waterloo Leisure Services Commission will have the option of considering -. new modules in the future: Streets Utilities Water r Parks ., Cemetaries (See section III.B.6 for more information about layers and modules.) r , -, StrataPoint's PDM-O is a GIS that will grow with the city's needs and requirements. B. Frequently Asked Questions ,-, Point DataMap-Online (PDM-O) is a GPS/GIS grounds 1 tea management system that brings the outdoors in- right to ' ' your Internet access computer. A single all-encompassing SQL database program allows multiple users to access the database, even edit the database, concurrently with other users. This is a very important consideration for j municipalities wanting multiple-user access without the problems associated with applications using ACCESS database management. r 1. What does StrataPoint's GIS: PDM-O, bring to the municipality/urban-forestry user that sets it apart from competitors? C r- t 25 f The fact that PDM-O is Internet based presents a whole new dimension for user consideration. The differences are significant and many in number. To cite a few: a. Ease of use „ - No limitation on user access and no charges for r additional accesses. - Using ID privilege settings to restrict and permit r-, individual use controls access. Thus multiple users can - concurrently access the system for a range of activity. This includes collecting and editing while others are f . running queries, printing reports, etc. , - The application program can be used from any -, computer that has access to the web.. Individual n computers do not need to have a copy of the application program or user data. b. Power of the application n - PDM-O is modular. The Base Map module, which includes all the layers of a municipality: parcels, streets, hydrants, water lines, aerial map, etc is the core. It provides the information needed by all departments of a municipality. The information is presented for viewing in electronic map format with all the features of a quality GIS available. The module interfaces and directs other modules. All information layers e.g. streets is a layer) can be turned on/off as needed. This is done with a click of the mouse. s - The tree module brings every tree, its location and all its attributes (data specific to the tree) under the full management of PDM-O. Every tree is on the electronic map with its exact location and all tree-specific attributes available with a click of the mouse. r rs - PDM-O is a very robust GIS. It has all of the features needed for managing the data/information of a municipality/urban-forestry. 26 r- r`- - The user of any GIS wants to know and feel that the system was designed for them. StrataPoint has taken , great care to make this possible. The PDM O for -. municipalities/urban-forestry is that design. It does n what the user needs without over complicating the offering. PDM-O brings the necessary robust power by ' knowing and harnessing what the customer needs to meet requirements. c. Support of customer - Maintenance, upgrades and technical service of PDM- are part of the monthly contract. The software a s user hosted .. at a site and accessed via the Internet. provides requires technical service a call to the ost site access to technical experts and changes (including benefit upgrades) can be made once for the immediate of all. - Building or adding to an IT staff to support PDM-O is r unnecessary. Similarly, IT staff are not needed to make the application do what is needed. PDM-O is customized to meet the needs of the user. The GIS functionality (features such as QUERY; ANALYSIS; REPORT e WRITING, ETC) all come fully functional for ., operation without any functions programming assistance. All of the necessary are operational - when accessed from any location. Most competing . GIS applications . require the customer to have significant technical assistance to understand and "program" the use of the GIS functionality. This is often true even for t standard functions like writing reports and creating maps. r r" 27 d. Comprehensive and expandable - The PDM-O GIS application is customized for municipalities/urban- forestry and it is modular. Its comprehensiveness is setting industry standards. Adding modules to PDM-O offers opportunities to expand across all departments. Modules for streets, water department, parks and rec, maintenance, vehicle tracking, etc. can be added. - PDM-O is Internet based which allows incorporation of an ever-increasing range of related connections. Connecting StrataPoint's PDM-O to a community .. website allows residents restricted viewing of the Village maps, layouts, parks, etc. Every day brings a new possibility e. Pricing/cost - Comparisons are difficult. The fundamental difference that PDM-O brings to the picture is the way the Software as a Service is priced. The service is delivered very differently and thus requires some differentiation on what is being offered. In general the difference is that StrataPoint's offering is Internet based and is a hosted service. Thus there is no software package installed, there is no limit to access and there is built-in service component that takes place at the hosting site. This is the new model that is being implemented in all industries. The advantages are many, including cost. The Internet has brought the f power of"big" applications within the budget of smaller enterprise operations. - Vendors bidding on the RFP will have comparable costs for gathering and presenting data in required files, etc. - StrataPoint is offering its GIS application package: PDM-O with Base Map and Trees modules: 28 - One time start-up fee to set up administrative procedures, rights, security and ready data for PDM-O, and -A monthly fee for unlimited access via the Internet. The fee includes host site provided maintenance/service/upgrades. - If customer wants to compare application packages then the comparison should include the cost of adng fees for application-specific staff and the f annual services. maintenance, upgrades and technical r- 29 2. Is the PDM-O application just for tree management? to PDM-O is a modular GIS application package. The application is directed or managed by the Be Map j A Module. This Module has many built-in functionsas . There n are several Modules that can be operated under the direction of the Base Map Module. The Waterloo Leisure Services Commission proposal includes just the two ` modules: Base Map and Trees. Other Modules for consideration are: Irrigation; Utilities; Vehicle Tracking; and, Maintenance. With this technology, viewing and updating all cityw Reports,at information is made with a "click of the mouse". queries and printing maps of any view are availableany time. Point DataMap-Online uses the Base Map Module to track chemicals, first-level maintenance, employees and turf. Including the Tree Module with Base Map Module means all urban forestry functions for tree management are operational. Some extra features included in the Base Map Module of Point DataMap-Online program are: t • Contacts/Tasks • Turf Records • Digital Photo Records • Daily Calendar • Chemical Calculation • Chemical Inventory • Chemical Application Records • Map Printing C 31 C r 5. How can the user keep straight all of the various dimensions of a module included in the application? PDM-O uses a layer function that allows the user to turn on/off a layer. This may best be explained by giving a partial list of layers in the Base Map Module. The Waterloo Services Commission PDM-O application will include: r- layers available from the County: utilities; streets; parks; parcels; water lines; etc. If available these additional layers will be added to PDM-O management. Each being a layer, allows the user to see/view a map with all layers or simply turn off one or more layers. If the user is trying to focus on streets then turning off the parks, parcels and trees may be advantageous. If the application is required to manage the subject of a layer, for example trees, then a module is required. Thus the Base Map and Trees Module are included in this bid. This provides much more than viewing trees.e The full power of the PDM-O is available to turn of the data on each tree into information. sT er— ei- 1" 33 ! 7.What does a sample screen shot of Tree Inventory look like? --- r ,a;4 is :.4 _. - - I . , - 9: 2,,,,,,, -' t _ 7' (. Built into the PDM-O package is the online capabilityahe e calls, for the Waterloo Leisure Services Commission staff toma g inquiries and requests on any tree related issue. The process goes like this: A caller, for example a homeowner, calls the Village C' office about an issue. The staff member immediately identifies the issue-related tree and has on line access to all pertinent information rlike address of tree location, home owner name, etc., all tree info, r:-. etc. The staff person can place the issue on a work list and and ,. prioritize the job to be done. PDM-O generates a work order optimizes the routing for the workers. Once the work order is completed the file is updated. PDM-O tracks all issues. C The unique Call Center functionality is an integral function that is completely tied into the data base management system. Simply r explained, management can immediately identify any tree(s) in '° question by location including address or plat and immediately view all relevant information. A simple click of the mouse r r _ 34 generates a work order and complete tracking of all follow through f activity with automatic updating of tree information. C. Customized Report Generating Notes Viewing trees and their relationship with one another and is always available to the user.
