Street, Golf Course and Park Tree Inventory ...? An individual tree inventory will be conducted of trees located within the street rights-of-way. Information to be collected on each tree will include: GPS Coordinates: A Trimble GeoXT GPS will be used to locate all tree locations. This GPS unit is capable of sub-meter accuracy. Zone: Zone numbering and bordering to be provided by the City of Waterloo. Street Name Address of Site: Parcel mapping including addressing to be provided by City of Waterloo. Block: Block numbers will be provided. Tree ID#: Each tree will be assigned a unique ID number. Scientific Name and Common Name: Variety/cultivar will be identified when possible. DBH Condition Rating: Categories include: excellent, good, fair, poor and dead. --1 Defect One&Two: This field will allow for two defect entries. Risk Assessment: USDA Community Risk Evaluation Form may be used when tree condition is poor and/or a serious defect is present. ..., Maintenance Activity: Categories include: removal, routine prune, hazard inspection, monitor, stump, priority prune one&two, interference, training prune and stump. Maintenance Activity Extension: If necessary, a specific type of pruning will be specified. The include: clean, raise, clearance, reduce, thin, hanger. Planting Sites: Planting site information will be collected and the scientific name will reflect suitable size of planting(small, medium, large). Site Description: This describes the type of growing site such as boulevard 6+', behind sidewalk, planting pit, etc. Utilities: Overhead utilities will be noted by class cable/TV/street light, typical, atypical. Comments: A text section will be included to allow for miscellaneous comments. maw- An individual tree inventory will also be conducted within the regularly maintained park areas and at the tree City owned golf courses. Data collected will be similar to that collected during the - street inventory. The inventory is a visual only inventory survey and is not intended to determine tree hazards and ..I as such no hazard inspection will be completed (no boring, aerial inspections, etc). Areas/sites Bluestem Forestry Consulting Inc. Confidential Page 1 11/12/2007 that will not be inventoried include unmaintained, wooded or "wild" areas in parks, golf courses and in street right-of-ways. Additionally any shrub or tree pruned as a shrub or hedge, such as arborvitae or lilac will not be inventoried. Boundary trees will be inventoried. Volunteer trees in ditches will not be included unless they are greater than 20"in diameter. Right-of-way measurements, park boundaries, golf course boundaries and City limit measurements are estimates only. It is the responsibility of the City of Waterloo to review the data to assure that all of these measurements and boundaries are correct and all trees have been inventoried. Bluestem Forestry Consulting Inc./Kelli Tuttle will coordinate all inventory activities with the - City Forester and will be the direct contact for all portions of the project. She will also be completing a portion of the inventory fieldwork and will supervise all individuals who will be conducting the inventory. I 2. Tree Management Software The Tree Inventory Geographic Information system will be built by MSA Professional Services, Inc. The main components of the GIS system will consist of • ESRI's ArcView 9.2 Desktop GIS software • ArcPad 7.1.1 - ESRI's Mobile Mapping software, customized for City's urban forestry j database specifications and database requirements. This software can be operated on any mobile computing environment and incorporated with GPS collection systems such as Trimble's Geo Series GPS units for sub-meter to tighter accuracies • Microsoft Access for the database needs and report generation. Because the City's requirements dictated the ability to collect new tree information, upload new information locally and produce customized reports and work orders, an Access database system can provide the added flexibility for the City to customize their system in the future as needs change. Also the Department may currently own a copy of Access, thus minimizing software related costs. ( The base mapwill be assembled from GIS layers that are readilyfrom Black Hawk County. The j Y geodatabase design for features maintained by the County will not be changed to allow for easy updates to the various feature classes. Some of these same databases will be used to develop the required "drop down" lists for the tree management software. This will ensure continuity in the forestry database with accepted street naming conventions. The City's portion of the geodatabase will be built specifically to meet the inventory requirements and essentially allow for the interaction between the forestry/tree features and the databases maintained in the Access database. The Access database designed by Bluestem will be used for all reporting and work order functions and will be dynamically linked to the ArcView GIS system to allow thematic mapping of the forestry inventory. —it Although not included in this cost proposal due to the software system requirements by the City, i l MSA can offer the ability for web-based GIS system management. The advantages of web based are off site system security, "live"data access with wireless, and easy application interface and .. less training time for users. These type of systems require much less"start-up"effort and allow our users to get comfortable with GIS before they engage themselves into an ArcView system. MSA can offer this type of GIS system as an additional service. This service requires an annual application-hosting fee to cover system maintenance costs. This fee also covers database updates submitted periodically by the City for updating of the forest inventory or new base map data. Bluestem Forestry Consulting Inc. Confidential Page 2 11/12/2007 3. Management Plans ,.. The collected inventory data will be analyzed to determine overall health, size and characteristics of the City's street right-of-way population, golf courses and park areas. From this data,a management plan will be developed for each of the areas above. The plan will include prioritized operations, planting plan, equipment and staffing recommendations, and budget recommendations for each operation identified. The management plan will also include the methodology to advance a forestry program for Waterloo. Goals will be determined from interviews with staff and similarly interested parties. The plan will include both short and long term forestry goals including timelines and priorities. Kelli Tuttle will also complete the management plans. TIMELINE Anticipated schedule of project completion: February-March Set fields/gather GIS data for tree inventory April-September Compete tree inventory fieldwork -- October-November Prepare final management plan to staff&provide staff training CITY STAFF REQUIREMENTS Bluestem will need City staff to provide all related GIS datasets prior to the inventory fieldwork. City staff will also need to complete a questionnaire related to the management plan regarding existing equipment, staffing and budgets. Bluestem also requests that pertinent Village staff set aside time after the completion of the project or during the project to review tree priority ratings { and the criteria used to determine maintenance needs. For example,it is useful to staff to know why particular trees were determined to be removed or pruned. These types of activities will be scheduled around existing staff workloads. } QUALIFICATIONS/RESU M E Kelli Tuttle, President of Bluestem Forestry Consulting Inc. will provide the bulk of services related to this project. Kelli holds a B.S. in Urban Forestry from Purdue University. Her experience includes all aspects of municipal forestry and community involvement as well as consulting. Since 1997 she has been providing consulting services for communities throughout Wisconsin. Her consulting services include: tree inventories, management plans, ordinance preparation, public relations and staff training to mention just a few. Typically,Kelli completes a large portion of the inventory fieldwork, so you can be assured that the management plan is tailored to your community and tree population. Bluestem Forestry Consulting Inc. has also established ongoing relationships with communities that contract for work to be completed annually, including: tree removal and pruning supervision, tree planting plans and supervision and hosting Arbor Day Celebrations. In these cases, Bluestem is essentially hired as the 'City Forester' and schedules day-to-day operations. The City of Duluth, MN employed Kelli as a tree inspector for nearly five years. Duluth has a tree population of 17,000 trees, 2 golf courses and has 30 parks. This provided her with a solid understanding of the working and challenges faced by all City Forester's and Parks Directors. Kelli has been an ISA Certified Arborist(MN-0215) since 1997 and regularly attends courses on topics ranging from construction damage to hazard tree identification. She is a former member of the National Urban and Community Forestry Advisory Committee (NUCFAC) in Washington DC. NUCFAC acts as an advisor to the Secretary of Agriculture and administers one million dollars in grant projects annually. Kelli is currently a member of the Wisconsin Urban Forestry Council and is also a member of the International Society of Arboriculture, Society of Municipal ..l Arborists and the Wisconsin Arborist Association.
