URBAN FOREST MANAGEMENT
Every project conducted by the ArborPro team begins with a comprehensive pre job meeting.
ArborPro staff members assigned to this project will meet with the key personnel from the City
of Waterloo to outline the schedule for the city streets and parks to be inventoried during this
project. During this meeting we will discuss the project objectives, inventory attributes, schedule
progress meetings, project timeline and the final report layout.
We strongly believe that the success of our company is based on customer satisfaction and
communication. Each task should begin with open communication that will be maintained

. ..,.." URBAN FOREST MANAGEMENT
Project Methodology and Understanding
Inventory Objective
Our primary objective for this project is to provide City with a comprehensive GPS tree
inventory for the Street and Parks trees and to provide a management tool (ArborPro)to
maintain and utilize the information. Every successful urban forestry plan begins with a
concise inventory. Our certified arborists will collect the list of data outlined on the
following pages as well as any specifics further negotiated with the City. This list
corresponds directly with the Scope of Work, Parts I-II-III. Our staff is uniquely
qualified to perform this survey as we very familiar with local species and pest and
disease concerns.
Street Tree Collection Attributes:
Location
a. GPS/GIS Coordinates—ArborPro consistently provides sub-meter accuracy
b. Zone (1-10)
c. Street Name
d. Address
e. Block#

URBAN FOREST MANAGEMENT
Tree Condition
The survey will include an evaluation of the trees that have been inventoried with respect
to their overall condition. Our data collectors have been trained in both ISA and CTLA
guidelines by our in-house board certified master arborist. The evaluation performed will
be a ground-level sight inspection; this does not provide a guarantee for the health or
condition of any tree. The condition evaluation is helpful in determining the trees that are
in the poorest condition. While a tree in"excellent"condition is predominantly clear, the
descriptions of the other categories are listed for review and amendment. Hazard trees
will be reported to staff by cell phone as they are identified or within 24 hours.
Tree Condition Descriptions
o Excellent
Newly planted or superior to excellent tree specimens.
o Good
Good to Excellent branch placement, lack of uncorrectable co-dominant leaders, good
pruning history. Canopy generally full and balanced, good foliage color, vigor and shoot
elongation typical of species, lack of visible or uncontrollable pests. Conditions ideal to
favorable for full development to species potential, sufficient room for canopy and root
growth, irrigation and soils exist to sustain development.
o Fair
Decent branch placement, less than ideal scaffold spacing, some co-dominance present,
past pruning less than ideal but possibly correctable. Canopy relatively thin, foliage
chlorotic, vigor and shoot elongation below norm for species, minor pests or possibility
of infestation. Some restriction imposed by deficiencies such as proximity to competing
species, proximity to sidewalks, grade changes, poor irrigation, overhanging adjacent
trees.
o Poor
Inferior branch placement, crowded scaffold, co-dominance likely, correction or
mitigation necessary and likely extensive, restructuring needed to repair past pruning
practices. Canopy sparse, dead twigs, stunted or absent new growth, declining number of
growing points, pest presence visible or likely. One or more restrictions severe enough to
hamper the ability of the tree to develop fully as listed above. Recent changes to the site
may manifest themselves symptomatically in the future.
o Critical/Dead
Majority of dead limbs and scaffold. Canopy nearly or completely dead. Restrictions to
the site likely to cause failure or death of the tree. Tree may already be compromised.

Risk Assessment
When defects are noted, the arborists will use a 12-point scale developed by the
International Society of Arboriculture to grade each hazard tree. The scale
awards up to four points in each of three areas, the failure potential of the tree,
size of the tree or affected part, and proximity of the tree to so called"targets," or
areas where people and property could be injured or damaged.
A copy of the risk assessment is provided in the appendix.

The percentages of trees i. :w Q .
that fall into this category
are normally less than ;;

required to prune these
trees should be very
reasonable and easy to
attain. City of Sanford-Recommended Maintenance
Low Priority Prune
A large majority of the trees surveyed typically fall into the low priority prune category.
It is recommended that these trees are placed on a systematic pruning program. The most
cost effective program would include grid pruning by dividing the City evenly into tree
maintenance grids. The entire grid should be pruned in a budget year. Low-priority
pruning cycles can be developed with regard to available funds.
High Priority Removal
These trees should be surveyed by staff and scheduled for removal and replacement if
appropriate. This category includes trees that reflect dangerous conditions combined
with significant targets such as proximity to high volume pathways or play areas.
Low Priority Removal
These trees should be scheduled for removal over a reasonable time period based on
available funds. The removal process should be followed by a replanting program. The
appropriate species should be planted based on specie, site and soil conditions.
Routine/Grid Trim
Trees are in satisfactory condition and can be pruned on a regular cycle.

Management Software
Software
ArborPro Management Software has developed a comprehensive inventory program to assist you in the
efficient management of your Urban Forest. The program utilizes the latest in GIS (Geographic
Information System)technology to provide the user with an immediate visual representation of any tree
in the Urban Forest. The most important factor of this RFP must be the software program. Once the
data has been collected, the city will be using the software program for years. If the system is not easy
to use and powerful enough for the tree inventory the whole project may become stagnant.
ArborPro provides all the necessary elements that the City requested in the RFP.
a. Easy location of tree site info from either the map

Ease of Use
ArborPro, Inc. was developed by a team of Certified Arborists and GIS professionals. The ultimate
development goal was an easy to use, powerful GIS tree inventory program to assist our municipal
clients to efficiently manage their urban forests. The result is a GIS database program that easy to use
for field personnel and powerful enough for advanced spatial queries requested by GIS professionals.
Our database is accessible also from other departments;the City of Waterloo GIS staff can access the
data in ArborPro and easily use our data as a feature in the ArcGIS or Arcview environment. In order to
properly present the power and ease of use of our software we would like the opportunity to provide the
city with a live software demonstration.

Compatibility
ArborPro is a networked database program that is compatible with a variety of other programs. The GIS
files are accessible through data joins and the database files are accessible to other departments based on
permissions set up by the city. Our Technical Engineer will work closely with city staff to set up
permissions and accessibility to other departments. Our database can reside in Access or SQL per the
request of the city. We can also provide the database in Oracle if requested.
Our data is always accessible to other departments;the GIS department will appreciate the ability to log
into ArborPro at anytime. They will be able to use the tree layer in conjunction with other asset groups
in an Enterprise GIS system..

Sidewalks can appear in ArborPro as a separate asset group. Users will be able to search by
sidewalk uplift and run reports detailing the fields below. Increments of as little as V2 inch are
possible, however 1-2 inches is the standard. This allows the city to run a report on all sidewalks

Parks Specific Inventory
Street tree inventory data is commonly associated with its adjacent street address for easy
identification and maintenance. Parks present the tree manager with little in the way of
locating individual trees to both direct crews and capture maintenance history data.
GPS and GIS are the ideal tools for this task. With these tools, the tree can be located
using landmarks, boundary lines, buildings, open spaces and turf areas. The latest
innovation from ArborPro also uses our GPS devices to "draw" in the trails under the
canopy that will be used to access the trees. These trails offer a key layer of data for
locating trees in the open space environment.

Quality Control Measures
ArborPro, Inc. takes pride in providing our clients with the highest quality data. The lead data
collector that will be assigned to the City of Waterloo project has performed tree inventories for
over 15 years and has completed well over 75 inventories. He is an ISA Board Certified Master
Arborist and has recently worked in several Florida cities. Our senior project arborist that will
assist him lives in south Florida and has been completing tree inventories there for 2 straight
years. Our knowledge of the Florida urban forest will meet or exceed that of any of our
competitors. In order to provide quality data to our clients we have implemented a detailed

Pre Job Meeting
ArborPro, Inc. conducts a Pre Job Meeting prior to the commencement of each project. Key
staff from ArborPro, Inc. will meet with designated staff from the City of Waterloo to determine
and agree upon project standards. It is necessary that everyone agree upon the field criteria prior
to the data collectors surveying the first tree. Meeting topics will include:
Project Schedule
Detailed Attribute Definition
Park Locations
Right of Way Clarification
Contact Information
Daily Operating Procedures
Progress Meetings and Reports
We will maintain close communication with the City of Waterloo throughout the data collection
process. Our senior data collector, Ken Greby, can call the city every day to notify our contact
where our data collectors are working. This can assist the city with resident calls which
sometimes arise due to our data collectors working in the parkways. We can set up a weekly
meeting with the appropriate city representative to constantly review project status and eliminate
any potential problems. On a regular basis,we can provide the city with a progress report. The
progress report will include detailed maps of the areas that have been completed, statistics,
summary reports, and a complete listing of the trees surveyed.

Daily Quality Control
Our project manager will be responsible for the quality of our data on a daily basis. At the end
of each work day the data collectors download their data and the data is then sent to the GIS
Analyst. The data is run through a complex set of quality assurance queries. Any abnormalities
are sent to the project manager for immediate review. The data is then converted into a map
layer and is again reviewed by the GIS Analyst. The Analyst will review the data for spatial
abnormalities as well as potential data entry mistakes. We also perform differential correction
procedures on all data collected. This process eliminates errors caused by atmospheric
abnormalities and assures the data accuracy of sub meter level. The project manager will
perform a site visit to correct any errors.
Weekly Quality Control
The Project Manager will be provided a map and list of the surveyed trees from the previous
week. He will review all data collector's work zones and correct any errors. On a weekly basis,
the Project Manager will hold a data collector meeting. He will utilize this time to discuss any
inaccuracies, project scope changes, project schedule, etc. The agenda from the meeting is sent
back to the Corporate Office for review. Constant project review eliminates errors as they occur
as opposed to reviewing all of the data at the end of the project.
Equipment
ArborPro, Inc. uses equipment provided by Trimble, an industry leader in GPS equipment. Our
data collectors will use the ProXRS field unit or the Geo XH unit. Both units provide sub meter
accuracy and will download seamlessly into XY environments. Unlike most of our competitors,
our software package is set up to take field data from the GPS unit and append the data into our
database program. A detailed product description of the ProXRS or Geo XH can be found at
www.trimble.com or will be provided to the city if necessary.
Project Accuracy
ArborPro, Inc. will provide the City of Waterloo with an
accuracy level of 95%or better.

ArborPro, Inc. will complete the City of Waterloo project within
a period of 6 months from the notice to proceed. We will adjust staff accordingly to
meet this timeline. Our initial staff will include the Project Manager, Scot Watkins _

two additional staff assistants. The 6 month timeline is more than adequate and
includes all quality control procedures and data delivery.

Treatment:Correcting defective trees can be as creative as your

ultimately,removing the tree.
Epicormic branch: Epicormic branches are new, younger
branches that replaced injured, pruned or declining branches.
They form weak unions because they are not attached all the way r v:nnes_;a
to the center of the stem.
Decay:Decay is generally limited to the column of wood
present at the time of wounding.Measure shell thickness to
determine if enough sound wood remains to support the tree. The
risk of failure increases when decay columns expand into the new u.ry-me,"„,
wood because there is no sound shell of wood near those defects.

Guide to Risk Rating Codes
(companion guide to the Community Tree Risk Evaluation Form)
PROBABILITY OF FAILURE: 1-4 points
1. Low: some minor defects present:
- minor branch/crown dieback
-minor defects or wounds
2. Moderate: several moderate defects present
- stem decay or cavity within safe shell limits: shell thickness > 1 inch of sound wood
for each 6 inches of stem diameter
-crack(s) without extensive decay
- defect(s) affecting 30-40% of the tree's circumference
- crown damage/breakage: hardwoods up to 50%; pines up to 30%
-weak branch union: major branch or codominant stem has included bark
- stem girdling roots: <40% tree's circumference with compressed wood
- root damage: <40% of roots damaged within the CRR
3. High: multiple or significant defects present:
- stem decay or cavity at or exceeding shell safety limits: shell thickness < 1 inch of
sound wood for each 6 inches of stem diameter
- cracks, particularly those in contact with the soil or associated with other defects
-defect(s) affecting >40% of the tree's circumference
- crown damage/breakage: hardwoods >50%; pines >30%
-weak branch union with crack or decay
- girdling roots with >40% of tree's circumference with compressed wood
- root damage: > 40% of roots damaged within the CRR.
- leaning tree with recent root breakage or soil mounding, crack or extensive decay
- dead tree: standing dead without other significant defects
4. Extremely High: multiple and significant defects present; visual obstruction of traffic
signs/lights or intersections:
- stem decay or cavity exceeding shell safety limits and severe crack
- cracks: when a stem or branch is split in half
- defect(s) affecting >40% of the tree's circumference or CRR and extensive decay or
crack(s)
-weak branch union with crack and decay
- leaning tree with recent root breakage or soil mounding and a crack or extensive
decay
-dead branches: broken (hangers) or with a crack
- dead trees: standing dead with other defects such as cracks, hangers, extensive
decay, or major root damage
-visual obstruction of traffic signs/lights or intersections
- physical obstruction of pedestrian or vehicular traffic
SIZE OF DEFECTIVE PART(S): 1-3 points
1. Parts less than 4 inches in diameter
2. Parts from 4 to 20 inches in diameter
3. Parts greater than 20 inches in diameter
Guide Codes for the USDA Community Trees Evaluation Form - page 2
PROBABILITY OF TARGET IMPACT: 1-3 points
1. Occasional Use:
- low use roads and park trails; parking lots adjacent to low use areas; natural areas such as
woods or riparian zones; transition areas with limited public use; industrial areas.
2. Intermediate Use:
- moderate to low use school playgrounds, parks, and picnic areas; parking lots adjacent to
moderate use areas; secondary roads (neighborhoods) and park trails within moderate to
high use areas; and dispersed campgrounds.
3. Frequent Use:
- emergency access routes, medical and emergency facilities and shelters, and handicap
access areas; high use school playgrounds, parks, and picnic areas; bus stops; visitor
centers, shelters, and park administrative buildings and residences; main thoroughfares and
congested intersections in high use areas; parking lots adjacent to high use areas;
interpretive signs, kiosks; scenic vistas; and campsites (particularly drive-in).
OTHER RISK FACTORS: 0-2 points
-This category can be used if professional judgment suggests the need to increase the risk
rating.
- It is especially helpful to use when tree species growth characteristics become a factor in risk
rating. For example, some tree species have growth patterns that make them more
vulnerable to certain defects such as weak branch unions (silver maple) and branching
shedding (beech).
- It can also be used if the tree is likely to fail before the next scheduled risk inspection.
