Every successful urban forestry plan begins with a concise inventory. Our certified arborists will collect the list of data outlined on the following pages as well as any specifics further negotiated with the City. This list corresponds directly with the Scope of Work, Parts I-II-III. Our staff is uniquely qualified to perform this survey as we very familiar with local species and pest and disease concerns. Street Tree Collection Attributes: Location a. GPS/GIS Coordinates—ArborPro consistently provides sub-meter accuracy b. Zone (1-10) c. Street Name d. Address e. Block# f. Unique Tree ID# g. Dead/Nearly Dead f. Condition Class using ISA specs (Excellent, very good, good, fair, poor, critical, dead) * Conditions are further defined on the following page. ArborPro Inc. Po Box 18071 Anaheim Hills California 92817-8071 877-844-DATA A torrb ro URBAN F'O REST MANAGEMENT Tree Condition The survey will include an evaluation of the trees that have been inventoried with respect to their overall condition. Our data collectors have been trained in both ISA and CTLA guidelines by our in-house board certified master arborist. The evaluation performed will be a ground-level sight inspection;this does not provide a guarantee for the health or condition of any tree. The condition evaluation is helpful in determining the trees that are in the poorest condition. While a tree in"excellent"condition is predominantly clear, the descriptions of the other categories are listed for review and amendment. Hazard trees will be reported to staff by cell phone as they are identified or within 24 hours. Tree Condition Descriptions o Excellent Newly planted or superior to excellent tree specimens. o Good Good to Excellent branch placement, lack of uncorrectable co-dominant leaders, good pruning history. Canopy generally full and balanced, good foliage color, vigor and shoot elongation typical of species, lack of visible or uncontrollable pests. Conditions ideal to favorable for full development to species potential, sufficient room for canopy and root growth, irrigation and soils exist to sustain development. o Fair Decent branch placement, less than ideal scaffold spacing, some co-dominance present, past pruning less than ideal but possibly correctable. Canopy relatively thin, foliage chlorotic, vigor and shoot elongation below norm for species, minor pests or possibility of infestation. Some restriction imposed by deficiencies such as proximity to competing species, proximity to sidewalks, grade changes, poor irrigation, overhanging adjacent trees. o Poor Inferior branch placement, crowded scaffold, co-dominance likely, correction or mitigation necessary and likely extensive, restructuring needed to repair past pruning practices. Canopy sparse, dead twigs, stunted or absent new growth, declining number of growing points, pest presence visible or likely. One or more restrictions severe enough to hamper the ability of the tree to develop fully as listed above. Recent changes to the site may manifest themselves symptomatically in the future. o CriticaUDead Majority of dead limbs and scaffold. Canopy nearly or completely dead. Restrictions to the site likely to cause failure or death of the tree. Tree may already be compromised. ArborPro Inc. City of Sanford-Recommended Maintenance ArborPo: Low Priority Prune A large majority of the trees surveyed typically fall into the low priority prune category. It is recommended that these trees are placed on a systematic pruning program. The most cost effective program would include grid pruning by dividing the City evenly into tree maintenance grids. The entire grid should be pruned in a budget year. Low-priority pruning cycles can be developed with regard to available funds. High Priority Removal These trees should be surveyed by staff and scheduled for removal and replacement if appropriate. This category includes trees that reflect dangerous conditions combined with significant targets such as proximity to high volume pathways or play areas. Low Priority Removal These trees should be scheduled for removal over a reasonable time period based on available funds. The removal process should be followed by a replanting program. The appropriate species should be planted based on specie, site and soil conditions. Routine/Grid Trim Trees are in satisfactory condition and can be pruned on a regular cycle. ArborPro Inc. URBAN FOREST MANAGEMENT Parks Specific Inventory Street tree inventory data is commonly associated with its adjacent street address for easy identification and maintenance. Parks present the tree manager with little in the way of locating individual trees to both direct crews and capture maintenance history data. GPS and GIS are the ideal tools for this task. With these tools, the tree can be located using landmarks, boundary lines, buildings, open spaces and turf areas. The latest innovation from ArborPro also uses our GPS devices to "draw" in the trails under the canopy that will be used to access the trees. These trails offer a key layer of data for locating trees in the open space environment. At the end of each work day the data collectors download their data and the data is then sent to the GIS Analyst. The data is run through a complex set of quality assurance queries. Any abnormalities are sent to the project manager for immediate review. The data is then converted into a map layer and is again reviewed by the GIS Analyst. The Analyst will review the data for spatial abnormalities as well as potential data entry mistakes. We also perform differential correction procedures on all data collected. This process eliminates errors caused by atmospheric abnormalities and assures the data accuracy of sub meter level. The project manager will perform a site visit to correct any errors. Weekly Quality Control The Project Manager will be provided a map and list of the surveyed trees from the previous week. He will review all data collector's work zones and correct any errors. On a weekly basis, the Project Manager will hold a data collector meeting. He will utilize this time to discuss any inaccuracies, project scope changes, project schedule, etc. The agenda from the meeting is sent back to the Corporate Office for review. Constant project review eliminates errors as they occur as opposed to reviewing all of the data at the end of the project. Equipment ArborPro, Inc. uses equipment provided by Trimble, an industry leader in GPS equipment. Our data collectors will use the ProXRS field unit or the Geo XH unit. Both units provide sub meter accuracy and will download seamlessly into XY environments. Unlike most of our competitors, our software package is set up to take field data from the GPS unit and append the data into our database program. A detailed product description of the ProXRS or Geo XH can be found at www.trimble.com or will be provided to the city if necessary. Project Accuracy ArborPro, Inc. will provide the City of Waterloo with an accuracy level of 95%or better. Project Timeline p0oo , `' -' ArborPro, Inc. will complete the City of Waterloo project within a period of 6 months from the notice to proceed. We will adjust staff accordingly to meet this timeline. Our initial staff will include the Project Manager, Scot Watkins (ISA Board Certified Master Arborist), and Ken Greby(ISA Certified Arborist) and 111 two additional staff assistants. The 6 month timeline is more than adequate and a6:- ` includes all quality control procedures and data delivery. ArborPro Inc.
