Subject: U.S. Highway 63 Improvements
U.S. 218 to Donald Street
NHSX-63-6(69)--3H-07
Waterloo, Iowa
Dear Eric,
On April 3, 2006, AECOM Technical Services, Inc., (ATS)formerly known as Earth Tech, Inc., entered into
an agreement with the City of Waterloo, Iowa, for Alternative Evaluation, Traffic Analysis, Environmental
Documentation, Design and Construction Review for the above project. The Scope of Services for the
Initial Design Phase of the project authorized on April 3, 2006, is nearing completion. During the course of
the Initial Design Phase, various modifications to the Scope of Services have resulted in deleted or
modified tasks that provide for unused ATS authorized costs. In addition, to allow the project to move
forward in a timely manner, it is the desire of the City to add four tasks pertaining to right-of-way services
for the segment of U.S. 63 between Newell/Conger Streets and Donald Street. We have evaluated the
effort to complete these four tasks, and concur that they can be completed in place of the deleted or
modified tasks. Attachment A provides additional information on the Scope of Services and staff-hour
adjustment.
Recent audit reports indicate that or provisional overhead rate will increase during the time services were
provided on this project. The approximate increase from 160% to 172% on the anticipated direct labor
expenditure of $381,700.00 is approximately $45,800.00. Therefore, we request release of our remaining
contingency in the amount of$34,000.00. Previously, we transferred $6,000.00 of our contingency for use
by various subconsultants to avoid an increase in the Maximum Amount Payable of the agreement.
Tallgrass Historians have completed their work on the project and have contingency of $8,000.00
remaining. Aerial Services have completed their work on the project and have contingency of $1,000.00
remaining. We request the release of these two amounts and transfer to ATS to cover the shortfall noted
above.
Craig Ritland Landscape Architects has been requested to provide preliminary design of roadway
enhancements between Newell Street and Donald Street. This work is estimated to be $11,000.00. The
following subconsultants have completed their work and have these respective amounts remaining in their
authorized costs:
Aerial Services $ 2,500.00
RDG 4,900.00
Vandewalle 3,300.00
$10,700.00

We request these three unused amounts be transferred to Craig Ritland Landscape Architect's authorized
costs.
The present agreement expires June 30, 2009. The parties hereto agree to continuously extend the
completion date to December 31, 2009.
Your consideration of this request is appreciated. Please note the requests above do not increase the
Maximum Amount Payable for this agreement. If acceptable, please return one (1) executed original for
our needs. If you have any questions, please contact me.
Yours . rely,
