Dear Eric,
On April 3, 2006, Earth Tech entered into an agreement with the city of Waterloo, Iowa, for Alternative
Evaluation, Traffic Analysis, Environmental Documentation, Design and Construction Review for the above
project. RDG Planning and Design and Vandewalle & Associates are subconsultants on this project. These
subconsultants have been requested to expand their respective Scopes of Services.
RDG Planning and Design will prepare for and attend two additional general task force meetings and two
additional project coordination and design review meetings. In addition,they will modify previously completed
work due to changes in the project. An estimate of their additional services is Five Thousand Seven Hundred
Dollars ($5,700.00) which is shown in Attachment A. Release of RDG's contingency of$4,000.00, as well as
release of Earth Tech's contingency and transfer to RDG of$1,700.00, is requested to cover these costs.
Vandewalle & Associates will include the following specific implementation activities in their Scope of
Services:
• Develop on implementation strategy for the Longfellow, Walnut and Allen/Gates Neighborhoods,
including a strategy to attract developers and install public improvements.
• Recruit a senior housing developer for the Pine Block in the Walnut Neighborhood.
• Develop Longfellow Neighborhood future housing projections based on census data trends.
• Investigate neighborhood support of the Virden Creek Greenway.
In addition, Vandewalle & Associates will attend three additional meetings to receive public input on the
neighborhood plans created in the original Scope of Services. The three meetings are anticipated to be the
following:
• Highway 63 Community Development Commission in February.
• Longfellow Neighborhood Public Meeting in March.
• Final project presentation in April.
An estimate of their additional services is Twelve Thousand Dollars ($12,000.00), which is shown in
Attachment B. Release of Vandewalle & Associates contingency of $12,000.00 is requested to cover these
costs.

The present agreement expires April 3, 2008. The parties hereto agree to extend the completion date to
August 31,2008.
