RESOLUTION NO. 2026-480
RESOLUTION APPROVING AWARD OF BID TO ALL STAR
ENVIRONMENTAL, LLC OF DUBUQUE, IOWA, IN THE
AMOUNT OF $29,830.00, IN CONJUNCTION WITH
ASBESTOS ABATEMENT SERVICES, CONTRACT AB-2026-
08-06P, FOR PROPERTIES LOCATED AT 321 DEARBORN
AVENUE, 521 PINE STREET, 314 REBER AVENUE, 1410
MULBERRY STREET, 420 BAYARD STREET, AND 623 N.
BARCLAY STREET, AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE SAID DOCUMENT.
WHEREAS, bids have been received for the Asbestos Abatement Services, Contract AB-
2026-08-06P, for properties located at 321 Dearborn Avenue, 521 Pine Street, 314 Reber
Avenue, 1410 Mulberry Street, 420 Bayard Street, and 623 N. Barclay Street, and
WHEREAS, Advanced All Star Environmental, LLC of Dubuque, Iowa, has submitted
the lowest responsible bid in the amount of $29,830.00, and
WHEREAS, the contract documents, including the contract, bond, and certificate of
insurance, have been presented to the City Council for approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The bid of All Star Environmental, LLC of Dubuque, Iowa, in the amount of
$29,830.00, for the Asbestos Abatement Services, Contract AB-2026-08-06P, for properties
located at 321 Dearborn Avenue, 521 Pine Street, 314 Reber Avenue, 1410 Mulberry Street, 420
Bayard Street, and 623 N. Barclay Street, is hereby accepted and approved.
2. The contract, bonds, and certificate of insurance for said project are hereby approved.
3. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
PASSED AND ADOPTED this 8th day of September 2026.
