RESOLUTION NO. 2026-510
RESOLUTION DETERMINING THE NECESSITY AND
SETTING DATE OF PUBLIC HEARING AS OCTOBER 19,
2026, TO APPROVE AMENDMENT NO. 2 TO THE SOUTH
WATERLOO UNIFIED URBAN RENEWAL AND
REDEVELOPMENT PLAN, TO ADD PROPERTY TO THE
PLAN AREA AND TIF AREA AND UPDATE PROJECTS AND
PROJECT BUDGETS TO BE INCLUDED IN THE PLAN, AND
OTHER GENERAL UPDATES TO THE PLAN, AND SETTING
DATE OF CONSULTATION WITH TAXING ENTITIES AS
OCTOBER 2, 2026, AND INSTRUCT THE CITY CLERK TO
PUBLISH NOTICE.
WHEREAS, the City of Waterloo, Iowa has previously adopted the South Waterloo
Unified Urban Renewal and Redevelopment Plan; and
WHEREAS, the City Council finds it necessary and appropriate to consider approval of
Amendment No. 2 to the Plan to add property to the Plan Area and Tax Increment Financing
Area, update projects and project budgets to be included in the Plan, and make other general
updates to the Plan; and
WHEREAS, before approving said amendment, the City Council must determine the
necessity of the proposed amendment, set a date for public hearing thereon, set a date for
consultation with affected taxing entities, and direct publication of notice as required by law.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The City Council hereby determines that it is necessary and appropriate to amend the
South Waterloo Unified Urban Renewal and Redevelopment Plan by adoption of Amendment
No. 2, to add property to the Plan Area and Tax Increment Financing Area, update projects and
project budgets to be included in the Plan, and make other general updates to the Plan.
2. Consultation with the affected taxing entities regarding the proposed Amendment No.
2 to the South Waterloo Unified Urban Renewal and Redevelopment Plan shall be held on
October 2, 2026.
3. A public hearing on proposed Amendment No. 2 to the South Waterloo Unified Urban
Renewal and Redevelopment Plan, including the addition of property to the Plan Area and Tax
Increment Financing Area, updates to projects and project budgets, and other general updates to
the Plan, is hereby set for October 19, 2026.
4. The City Clerk is directed to publish notice of said public hearing as required by law.
