RESOLUTION NO. 2026-511
RESOLUTION DETERMINING THE NECESSITY AND
SETTING DATE OF PUBLIC HEARING AS OCTOBER 19,
2026, TO APPROVE THE 2026 PROJECT AMENDMENT TO
THE CROSSROADS WATERLOO URBAN RENEWAL AND
REDEVELOPMENT PLAN TO REDUCE THE AREA SUBJECT
TO THE DIVISION OF TAXES AND TO UPDATE PROJECTS
AND PROJECT BUDGES TO BE INCLUDED IN THE PLAN,
AND OTHER GENERAL UPDATES TO THE PLAN, AND
SETTING DATE OF CONSULTATION WITH TAXING
ENTITIES AS OCTOBER 2, 2026, AND INSTRUCT THE CITY
CLERK TO PUBLISH NOTICE.
WHEREAS, the City of Waterloo, Iowa has previously adopted the Crossroads Waterloo
Urban Renewal and Redevelopment Plan; and
WHEREAS, the City Council finds it necessary and appropriate to consider approval of
the 2026 Project Amendment to the Plan to reduce the area subject to the division of taxes,
update projects and project budgets to be included in the Plan, and make other general updates to
the Plan; and
WHEREAS, pursuant to Chapter 403 of the Code of Iowa, the City Council is required to
consult with affected taxing entities and conduct a public hearing prior to acting on the proposed
amendment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The City Council hereby determines that it is necessary and appropriate to amend the
Crossroads Waterloo Urban Renewal and Redevelopment Plan by adoption of the 2026 Project
Amendment, to reduce the area subject to the division of taxes, update projects and project
budgets to be included in the Plan, and make other general updates to the Plan.
2. Consultation with the affected taxing entities regarding the proposed 2026 Project
Amendment to the Crossroads Waterloo Urban Renewal and Redevelopment Plan shall be held
on October 2, 2026.
3. A public hearing on the proposed 2026 Project Amendment to the Crossroads
Waterloo Urban Renewal and Redevelopment Plan, including the reduction of the area subject to
the division of taxes, updates to projects and project budgets, and other general updates to the
Plan, is hereby set for October 19, 2026.
4. The City Clerk is directed to publish notice of said public hearing as required by law.
