ORDINANCE NO. 5849
AN ORDINANCE AMENDING THE CITY OF WATERLOO CODE OF
ORDINANCES BY AMENDING CHAPTER 1, BUILDING CODE,
ARTICLE A, BUILDING CONTRACTORS, OF TITLE 9 BUILDING
REGULATIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA
AS FOLLOWS:
Chapter 1, Building Code, Article A, Building Contractors, of Title 9 Building Regulations, of
the Code of Ordinances of the City of Waterloo, Iowa, are hereby amended as follows:
9-1A-1: SCOPE OF LICENSES:
A. Residential Building Contractor:
1. License Required: Under the city building code, all residential building contractors who
contract with an owner to construct or improve dwellings for habitation by one to four (4) two
(2) families must be licensed.
2. Defined: A "residential building contractor" is any corporation, company, partnership or
person in the business of contracting or offering to contract with any residential owner to
construct one (1) and two (2) family residential dwellings and/or any portions thereof, accessory
structures, interior remodeling work of existing dwellings and any repair work. Said construction
involves: excavation, masonry/concrete work, carpentry, interior or exterior finishing, drywall
and plaster, roofing, siding or windows.
B. Residential Repair Contractor:
1. Defined: A "residential repair contractor" is defined as any person in the business of
contracting or offering to contract with an owner to perform any repair work on an existing
residential structure limited to replacement work of any roofing application, siding application or
replacement windows that do not include new framing.
2. Limitations: A residential repair contractor is permitted to work only on existing
structures and is specifically prohibited from changing the "footprint" of the existing structure. A
"footprint" is defined as the actual size of the structure upon which work is permitted pursuant to
this section.
