We are dedicated in providing reliable, effective and courteous service to all agencies and to the public who call on us for information and assistance by answering calls promptly and by dispatching the appropriate response units in a timely manner. As radio dispatchers, we will always be mindful of the safety and welfare of the units in the field, providing them with our support and assistance with as much accurate, appropriate and timely information as they may need to perform their duties in a safe and effective manner. As 9-1-1 operators, we are the first response in an emergency. We will provide assistance and instructions to the best of our ability in accordance to EMD protocol and SOP's always keeping in mind the need to bring a situation under control and to provide for the safety of the responding units. We at all times will be responsive to the needs of our citizens and our Public Safety Personnel. We remain committed to improving the service that we provide and to keep our Center at the peak of efficiency in an ever changing Public Communications Field. 3 OVERVIEW r'1 History: On April 10, 1995 the eight governmental subdivisions located within Black Hawk County entered into a 28E contractual agreement establishing the Black Hawk Consolidated Public Safety Communications Center. The operational costs for the Consolidated Center are .•` shared, on a formulated percentage basis by these same governmental agencies. A Consolidated Board of Directors, representing the political subdivisions, was established. This is an 11-member Board that is made up of the seven Police Chiefs in the County, the Sheriff, Waterloo/Cedar Falls Fire Chiefs, and a Volunteer Fire Chief that represents the BHC Firemen's Association. r, The Consolidated Board of Directors is responsible for the establishment of policies and procedures for the Center. The Consolidated Board of Directors appoints the Communications Administrative Supervisor, who is under the daily supervision of the Board Chair. The Communications Administrative Supervisor is responsible for the Center's staff employment practices and the overall operations of the Center. The original 28E agreement consolidated the functions of four dispatch centers (Waterloo PD Dispatch, Waterloo FD Dispatch, BHC Dispatch and CF Dispatch) and 37 dispatchers into one dispatch center with 24 dispatchers. In March 1996, the Consolidated Center was fully implemented. The Center provides services for the entirety of Black Hawk County to include 130,000 residents and 24 public safety agencies, the Department of Corrections, Juvenile Court Services, Covenant Hospital Paramedic Ambulance Service and Sartori Memorial Hospital Paramedic Ambulance Service. The Center currently has 28 employees: 1 full-time Administrative Supervisor, 1 full-time Shift Supervisor, 1 part-time Administrative Assistant, 22 full-time Dispatchers and 3 part-time Dispatchers. On an average day, the Center: • Dispatches 350 or more public safety calls for service • Processes over 1900 Iowa/NCIC entries/checks (wanted person, vehicle registration and driver's license checks) • Processes 900 telephone calls— approximately 50 to 60 land fine 911 calls per day; and approximately 70 to 80 wireless 911 calls per day • Processes over 30,000 radio transmissions 4 -. The dispatch consolidation effort has provided more efficient access for the public and has increased levels of coordination among public safety agencies. It has also provided enhancements in technology and has become a model throughout the State that others '1 have looked to when entering into consolidation efforts among public safety communications entities. Review of 2006 During 2006 the dispatchers received a total of 736 hours of training, an average of 29.5 hours per dispatcher. The State requires that we provide 8 hours per year of continuing education to each dispatcher. We feel that training is a very important part in providing them with the tools needed to do their job. We continually strive to provide as much training for the staff as our budget will allow. The Center was completely remodeled and upgraded in 2006. The console positions were replaced with ergonomic work stations, enabling the dispatchers to work from a standing or sitting position. All of the radios in the Center were also upgraded from an MDR; radio system to an M7100's radio system. The radio consoles were also updated from a DOS version to an XP version. The cost of this upgraded equipment was over$200,000. All but $50,000 was paid for with grant monies received from Homeland Security. The layout of the Center was redesigned so that the space was utilized in a more effective manner. It was completely re-painted and a new floor put in. Acoustical panels were placed on all of the walls and on the posts in the Center to deaden the sound in the Center. The overall improvements made in the Center have produced a more professional working environment. 5 Pictures of the remodel project (before, during and the finished product): BLACK HAWK CONSOLIDATED - Original Logo of the Center is - = Y -+ December 1995 :,\ f 1 _ - SS2 553 Original workstations `' December 1995 - d _ _ 6 The Center before (original layout - December 1995): /1" • - z = se oars .=air i The Remodeling Project : .,. wist ,1 0-41 r1 . „g Old floor removed Dispatchers working from one-half of room Working from temporary"workstations"set up in the conference room and in the Shift Supervisor's office: — ! i 1 ""' - ' 1 a 6 - . y 1t w Admin Aide,Jan Swanson Dispatcher,Chuck Hosier f; 1 a . s + , II '* r Dispatchers Chuck Hosier and Wendy Irwin —. working from temporary workstation in the equipment room. 37 a - .s 1 _ ,..„ tI '''1 V 1 ' kf-'-'• New floor going in :. .1.; I) 1 - 02 2.i2 "1 8 ''1 ''1 Dispatchers help out with the remodeling: Painting: 0101 417 10' „-„ e ri. Over the past several years, we have managed to come in under budget each year. This is due to carefully watching the amount of overtime spent and scheduling the employees in such a way as to not create overtime. While this is not always possible, and some overtime is spent, we have managed to spend considerably less than the budgeted amount. This has been a team effort and both the dispatchers and management staff have worked together to accomplish this. Due to the remodeling that took place in the Center, the Center Board approved replacing the floor in the Center at the time the remodeling took place rather than waiting until the next fiscal year to replace the floor. This was an $11,000 amount that was not in the original budget for 2006. However, because we were able to keep costs down in other areas of the budget, we still managed to come under budget by $56,050. We also received more revenue than was originally projected. The revenue that is listed here are monies received from dispatching services contracted by Department of Corrections, Covenant Paramedic Services, alarm fees collected, paging services, and tape requests. This amount reduces the amount that is billed to the 28E agencies we dispatch which results in a savings to those agencies and the taxpayers of Black Hawk County. 20 Conclusion This is the first Annual Report that has been written which represents the activit es of the Black Hawk Consolidated Communications Center. As you can see from this report the Center is a very busy place. It functions as the "hub"of information for public safety in Black Hawk County. Each call that requires a response from law enforcement, fire or EMS starts here at the Center. The Dispatchers are in essence the very first "first"responders to a call. They work hand-in-hand with the officers, firemen and paramedics to provide the best response possible to the citizens. We take pride in the work we do and are honored to serve the citizens of this County. After reading this report I hope you will agree with me that this center is indeed exceptional and dedicated to work of public safety. Working together, we can make a difference. Thank you for taking the time to read this report and I welcome any questions or comments you may have. Sincerely, Judy K. Flores 21
