HUD provided the training. David Vargas, Director, Office of Housing Choice Voucher Programs, from Washington D.C. was the speaker and trainer he was very knowledgeable on the subject matter. He spoke about the Housing Choice Voucher budget and Non Restricted Assets (NRA). Definition: • Net Restricted Asset (NRA) Housing Assistance Payment (HAP) is Excess/Unused HAP funding from prior years. • NRA may be used in the current and subsequent years to support HAP costs for baseline units that exceed HAP Budget Authority provided that year meaning 2008. Mr. Vargas talked about NRA balance consisting of two amounts: - Usable = portion that would be required to support the use of all unused baseline vouchers (Vouchers that are a part of the baseline but not under contract). - Unusable = portion that would not be required, after providing for all baseline vouchers He talked about the Use of the NRA. • Each HA will use the NRA to support the amount offset from funding • Each HA received NRA calculation with the funding allocation letter • NRA calculations did not require HA review because they are based on actual funding data and HA-validated expenses His thoughts on where funding was headed and Overleasing FOR HA's • Measure on Calendar Year, not Housing Authority Fiscal Year • HAs may not use appropriated funds for over-leasings • Costs of overleased units must be covered by non-HAP funds He gave some ideas and sample of how the housing authority are paid administrative fees. Sample Administrative Fee Calculation HA123 Mainstreet PHA Column A AF Rate : $50 first 1800 Months of the year. Column B AF Rate : $47 months thereafter. Col A UMLS : 1,800 Col B UMLS : 2,800 — 1,800 = 1,000 Col A Fees = 1,800 UMLs X $50 = $90,000 Col B Fees = 1,000 UMLs X $50 = $47,000 Sample Administrative Fee Calculation Total Eligibility : Col A Fees = $90,000 Col B Fees = $47,000 $137,000 Funding Cycle vs. HA Fiscal Year • Funding is provided based on CY. • Overleasing is Measured based on CY • About 70% of PHA have FY other than CY • SEMAP Utilization based on HA FY • PHA plan based on HA FY • FYE changes requests are sent to the local FO. • FYE changes occur prospectively, not retroactively • Decision to change HAFY is different for each PHA Component Unit Reporting • If the PHA is a component unit of the local governmental agency and the government uses modified accrual accounting method; the agency must report use the modified accrual accounting method. FYE Reporting Date not on QTR end date • If the FYE of the Primary Government Does Not End on a Quarter • PHA should not request a FYE Change different than the agency. • Program Specific Audit Costs may be reimbursed by HUD subject to Funding What the Future may hold for the Public Housing Program ???? Caution • Overleasing is still in effect • Excess HAP may only be used for HAP purposes • Excess HAP should not be used for temporary inter-agency loans or any type of loan • Administrative Fee funding may only be used for HCV housing related purposes unless your agency has pre-2003 fees available. • Both S8 and Finance/Accounting Need to check VMS numbers. • Asset Management will apply to the S8 programs, including S8 only programs • NRA offsets/Rebenchmarking will probably apply for 2009 — Rebenchmarking period unknown; Overall, it was a very informative training, especially in terms of financing and regulatory review. All of the above will definitely be helpful in my work at the Housing Authority with each of the programs. WATERLOO HOUSING AUTHORITY Ethel Washington, Housing Director
