Ward 1 Merle Road, North of Newell Street, % of a mile East of N Elk Run Road
C OLY (East of Elk Run Creek)—Elk Run Energy Associates LLC.
This letter is being sent to you pursuant to Iowa Code Section 368.5 to inform you of the
application of Elk Run Energy Associates, LLC on behalf of the property owners for the
HAROLD voluntary annexation of 347.61 acres into the City of Waterloo on land generally located
GETTY along Merle Road, north of Newell Street, 3/4 mile east of North Elk Run Road for the
Ward`' construction of a 750-megawatt coal-fired electric generation facility. Said annexation
QUENTIN M. includes part of Newell Street Right-of-Way and Merle Road Right-of-Way as shown on
HART the attached plat.

The Waterloo City Council will hold the public hearing on the above annexation on
RoN Monday, April 28, 2008 at 5:30 p.m. in the Council Chambers, second floor of City Hall,
WELTER 715 Mulberry Street, Waterloo, Iowa. The Waterloo City Council will also hold a public

proximately pproximately 260.36 acres of
