Re: Letter of Support for the Elk Run Energy Station
Dear Mayor,Council,and Commissioners:
The Resale Power Group of Iowa("RPGI")is an association of 29 Iowa public and private agencies organ-
ized in accordance with Chapter 28E of the Code of Iowa. RPGI purchases electric energy, capacity, and
transmission services as an agent for and on behalf of its Participant members, most of which are munici-
pally-owned.
We acquire electric energy used in our Participant's communities through purchased power agreements
from suppliers in the upper Midwest. Currently most of that energy is generated in central and southern
Illinois. We seek long-term, dependable, and economically-delivered electric power sources for the
benefit of our Participants. A balanced portfolio of peak, intermediate, and base load generating units is
integral to our electric energy future.
Dependable coal-fired base load electric generation plants are imperative for any economically efficient
mix of power supply sources in the upper Midwest. With its aging fleet of coal-fired units, the uncertain
future of Iowa's only nuclear-powered generation plant, and the less-than-certain capability of wind sys-
tems to operate continuously, it is imperative that economically efficient new coal-fired generation be
built in Iowa.
With new Iowa coal-fired generation, the power supply choices available to RPGI and our Participant com-
munities will increase dramatically. This new generation will greatly affect the economic vitality of these
communities that rely on dependable, economic supplies of electric power.
The RPGI Board and its Base Load Committee strongly support the construction and operation of the
planned new coal-fired base load electric generating unit at the proposed Waterloo, Iowa site. This unit

and its Participant communities as part of an overall economically efficient power supply for Iowans in
general.
