QUENTIN M. F.Y. 2009 BIG ROCK ROAD BRIDGES REPLACEMENT WITH BOX
HART CULVERTS, Contract No. 739 with HELMKAMP CONSTRUCTION OF IOWA,
Ward 4 of Ankeny, Iowa, as the apparent low bidder.

Ward 5 2002 Contract Compliance Program requirements and has transmitted his
recommendation in the attached letter.
