RESOLUTION NO. 2013-784A
RESOLUTION MAKING ASSESSMENT FOR WORK
PERFORMED BY THE WATER WORKS.
WHEREAS, the Board of Water Works Trustees of the City of
Waterloo, Iowa, did, as provided by law, notify by written notice
the property owner of the premises described below to have the
repairs completed and further damage prevented, and
WHEREAS, the property owner failed to comply with the order
of the Board of Water Works Trustees, as by law provided, and
WHEREAS, the Board of Water Works Trustees proceeded to have
the work done on the premises described below, in the City of
Waterloo, Iowa, to comply with Ordinance No. 1118 of the City of
Waterloo, Iowa, and
WHEREAS, the Board of Water Works Trustees filed with the
City Clerk on the 30th day of September, 2013, a report filing
claim for the repairs and preventing further damage at the below
described premises and same met all the requirements of the City
ordinance and have been fully completed.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, that the said report of the Board of Water Works
Trustees be, and the same is hereby, approved; that the work was
done under and by virtue hereby, accepted, and that the cost of
said work is hereby determined to be as follows, which amount can
be assessed over a ten-year period against the property:

Lot No. Twenty-three (23), in Block No. Nine (9) in
North Waterloo Place, an addition to the City of
Waterloo, Iowa, Black Hawk County.

Legal Description:
Lot No. Four (4) in R. N. Corwin's Addition to the City

Lots Nos. Nine (9) and Ten (10) in Block No. One (1),
in Rosewood Addition to the City of Waterloo, Black

Commencing at the Southeast corner of said Lot No. Nine
(9); thence North along the East line of said Lots Nos.
Nine (9) and Ten (10) a distance of Eighty (80) feet;

thence West a distance of Forty (40) feet; thence South
a distance of Eighty (80) feet to the South line of
said Lot No. Nine (9); thence East along the South line
of said Lot No. Nine (9) a distance of Forty (40) feet
to the place of beginning.
Unpaid Assessment: $1,271.27
BE IT FURTHER RESOLVED that there be, and are hereby
assessed and levied a special tax and assessment against the
property improved in the City of Waterloo, Iowa, said assessment
shall bear interest from the date of levy of the assessment, viz:
October 7, 2013, at the rate of nine (9) percent per annum until
paid on all the unpaid amount of this assessment certified to the
County Treasurer of Black Hawk County, Iowa, and
BE IT FURTHER RESOLVED that the City Clerk be, and she is
hereby instructed to notify the above described property owners
of said property, accordingly and also instructed to certify said
assessment to the County Treasurer of Black Hawk County, Iowa, to
be entered upon the tax list to be collected as other taxes, as
provided by law, and when collected to be credited to the Water
Works Fund of said City, and assessment to be made over a ten-
year period.

RESOLUTION NO. 2013-784B
RESOLUTION CONFIRMING APPROVAL OF PLANS,
SPECIFICATIONS, FORM OF CONTRACT, ESTIMATE OF
COST, ETC., IN CONJUNCTION WITH THE FIBER
OPTIC CONNECTION: CITY NETWORK TO SPORTSPLEX
BUILDING.
WHEREAS, the City Council of the City of Waterloo, Iowa,
heretofore instructed the Superintendent of Traffic Operations of
said City to prepare proposed plans, specifications, form of
contract, estimate of cost, etc., in conjunction with the Fiber
Optic Connection: City Network to SportsPlex Building, in the
City of Waterloo, Iowa, and
WHEREAS, said Superintendent of Traffic Operations did file
said preliminary plans, specifications, form of contract, estimate
of cost, etc. in conjunction with the Fiber Optic Connection:
City Network to SportsPlex Building, which were preliminarily
approved by Resolution No. 2013-794 on September 23, 2013, and
WHEREAS, a public hearing, upon notice, was held on
October 7, 2013.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, that said proposed plans, specifications, form of
contract, estimate of cost, etc. in conjunction with the Fiber
Optic Connection: City Network to SportsPlex Building, in the
City of Waterloo, Iowa, be, and the same are hereby, approved as
filed.

RESOLUTION NO. 2013-784
RESOLUTION APPROVING SUBMISSION OF
APPLICATION FOR IOWA CLEAN AIR ATTAINMENT
PROGRAM (ICAAP) FUNDS WITH IOWA DEPARTMENT OF
TRANSPORTATION AND DIRECTING EXECUTION OF
SAID APPLICATION BY MAYOR.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA,
that the Application for Iowa Clean Air Attainment Program
(ICAAP) Funds dated September 23, 2013, in the amount of
$200,000.00, to be used for purchasing central software, central
computer hardware, licenses and commissioning for a Central
Traffic Control System, by and between the Iowa Department of
Transportation and the City of Waterloo, Iowa, be and the same is
hereby approved, and the Mayor authorized to execute the same in
behalf of the City of Waterloo, Iowa.
