RESOLUTION NO. 2014-260
RESOLUTION DESIGNATING NATIONAL COMMUNITY
DEVELOPMENT WEEK FOR THE CITY OF WATERLOO,
IOWA: "CDBG: 40 YEARS OF BUILDING STRONG
COMMUNITIES".
WHEREAS, the Community Development Block Grant (CDBG)
Program was enacted, and signed into law by President Gerald
Ford, as the centerpiece of the Housing and Community
Development Act of 1974; and
WHEREAS, the week of April 21-26, 2014 has been designated
as National Community Development Week by the National Community
Development Association to celebrate the Community Development
Block Grant (CDBG) Program and the HOME Investment Partnerships
(HOME) Program; and
WHEREAS, the CDBG Program provides annual funding to the
City of Waterloo as an entitlement city, with flexibility to
provide decent, safe and sanitary housing, a suitable living
environment and economic opportunities to low- and moderate -
income people. Throughout its 40 -year history, the CDBG program
has been a partnership among the federal, state and local
governments, business, and the nonprofit sector which carry out
activities that improve the lives and neighborhoods of low- and
moderate -income families; and
WHEREAS, the HOME Investment Partnerships (HOME) Program
provides funding to local communities to create decent, safe,
affordable housing opportunities for low-income persons.
Nationally, over one million units of affordable housing have
been completed using HOME funds; and
WHEREAS, over the past five years, our community has
received a total of $6,406,187.00 in CDBG funds and
$2,881,202.00 in HOME funds.
NOW, THEREFORE, BE IT RESOLVED, that the City of Waterloo,
Iowa designates the week of April 21-26, 2014 as National
Community Development Week with the theme: "CDBG: 40 YEARS OF
BUILDING STRONG COMMUNITIES" in support of these two valuable
programs that have made tremendous contributions to the
viability of the housing stock, infrastructure, public services
and economic vitality of our community.
BE IT FURTHER RESOLVED, that this community urges Congress
and the Administration to recognize the outstanding work being
done locally and nationally by the Community Development Block
Grant Program and the HOME Investment Partnerships Program by
supporting increased funding for both programs in Fiscal Year
2015.

BE IT FURTHER RESOLVED, that the Mayor and City Council
encourage all citizens to join together in expressing support
for the Community Development Block Grant Program.
