RESOLUTION NO. 2016-716 RESOLUTION APPROVING RECOMMENDATION OF PUBLIC WORKS COMMITTEE TO DEVELOP A CITY-MANAGED COMPOSTING FACILITY IN THE 2700 BLOCK OF INDEPENDENCE AVENUE, PENDING APPROVAL BY THE PLANNING, PROGRAMMING AND ZONING COMMISSION AND THE WATERLOO BOARD OF ADJUSTMENT. WHEREAS, the Iowa Army Corps of Engineers has determined that the yard waste site located at 3505 Easton Avenue encroaches on the levy and can no longer remain in operation at said location, and WHEREAS, a new, city owned 18 acre site located at the 2700 block of Independence Avenue was proposed by the Public Works Director to the Public Works Committee on August 22, 2016, and WHEREAS the Public Works Director proposed building a site at the 2700 block of Independence Avenue location to DNR specifications to allow for the future sale of certified compost at an estimated cost of$1.8 million, and WHEREAS, the Public Works Committee recommended the proposed plan for City Council approval at their August 22, 2016 meeting. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA, that the recommendation of Public Works Committee to develop a City- Managed Composting Facility in the 2700 block of Independence Avenue, pending approval by the Planning, Programming and Zoning Commission and the Waterloo Board of Adjustment, is hereby approved.
