Members present: Chairperson Welper, Cole, Jones, Schmitt, Lind, and Morrissey. Absent:
Hart.
Moved by Schmitt, seconded by Jones that the Agenda, as proposed, be approved. Ayes: Six.
Motion carried.
Moved by Lind, seconded by Schmitt to table the personnel requests until after the budget is
finalized. Ayes: Two. Nays: Four (Cole, Jones, Morrissey, Welper). Motion failed.
Mr. Jones suggested taking them individually to look at each position and whether it could wait.
Mr. Morrissey expressed concern with the lack of work getting done if these positions are not
filled.
Moved by Morrissey, seconded by Cole that request for authorization to begin the recruitment
process for Deputy City Clerk and make an appointment, be approved. Ayes: Four. Nays: Two
(Schmitt, Lind). Motion carried.
Mr. Jones questioned if this position was a requirement.
Suzy Schares, City Clerk, explained the necessity of this position.
Moved by Cole, seconded by Morrissey that request for authorization to initiate the Civil Service
process to fill a position of Lab Services Foreman at the Waste Management Services
Department and make an appointment, be approved.
Moved by Cole, seconded by Morrissey that request for authorization to initiate the Civil Service
process to fill a position of Lab Technician at the Waste Management Services Department and
make an appointment, be approved.
Moved by Cole, seconded by Morrissey that request for authorization to initiate the Civil Service
process to fill a position of Treatment Operations Foreman at the Waste Management Services
Department and make an appointment, be approved.
Larry Smith, Waste Management Superintendent, explained the necessity of this position and the
Lab Technician and the Treatment Operations Foreman. The EPA and DNR requirements are
requiring additional duties. These changes are moving three positions there will be no additional
positions filled.
Mr. Lind questioned if this would impact the sewer rates.
Michelle Weidner, Chief Financial Officer, explained that it would be additional cost.
After discussion, it was moved by Cole, seconded by Morrissey to amend all three motions to
remove making an appointment and only allow Waste Management to begin the Civil Service
process. Ayes: Four. Nays: Two (Cole, Morrissey). Motion carried.
Moved by Cole, seconded by Morrissey that request for authorization to initiate the Civil Service
process to fill a position of Lab Services Foreman at the Waste Management Services
Department, be approved. Ayes: Six. Motion carried.
Moved by Cole, seconded by Morrissey that request for authorization to initiate the Civil Service
process to fill a position of Lab Technician at the Waste Management Services Department, be
approved. Ayes: Six. Motion carried.

process to fill a position of Treatment Operations Foreman at the Waste Management Services
Department, be approved. Ayes: Six. Motion carried.
Moved by Morrissey, seconded by Cole that request for authorization to appoint a Code
Enforcement Officer from a current Civil Service list, be approved. Ayes: Six. Motion carried.
Larry Smith, Waste Management Superintendent, noted that the position is necessary.
Mr. Schmitt explained that the position would result in additional revenue being collected.
With no further business before the committee, it was moved by Morrissey, seconded by Lind
that the meeting be adjourned at 5:18 p.m. Ayes: Six. Motion carried.
