Members present: Cole, Jones, Schmitt, Lind, Morrissey, Welper, and Hart.
Moved by Hart, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
Objective: FY2016 Budget Review
Suzy Schares, City Clerk/HR Director, reviewed the proposed equalization salary adjustments.
Michelle Weidner, Chief Financial Officer, explained all the proposed budgets to date.
Mr. Schmitt asked for clarification on the difference in animal control for options 13 and 14.
Mr. Morrissey questioned how using the fund balance might affect our current Moody rating.
Michelle Weidner, Chief Financial Officer, explained that using the fund balance does negatively
impact the Moody's rating. By approximately 2017 there may be issues with staying within the
8.10 levy.
Mayor Clark explained that the City has utilized the fund balance for the last four to five years
and the bond rating has not changed.
Michelle Weidner explained that the fund balance was not used at the end of the year because the
departments have performed well enough to reduce the amount needed. Insurance fund balance
has been used in the past.
Mr. Jones expressed concern with adding additional positions and using fund balance due to the
unpredictability of the future.
Mr. Schmitt asked to have time on Thursday to present a PowerPoint.
Mr. Morrissey expressed concern with not getting the information ahead of time.
With no further business before the Council, it was moved by Hart, seconded by Schmitt that the
meeting be adjourned at 5:05 p.m. Ayes: Seven. Motion carried.
