Members present: Jones, Lind, Morrissey, Welper, and Hart. Absent: Cole, Schmitt.
Moved by Hart, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Five.
Motion carried.
Objective: Travel Policy Discussion
Mr. Lind questioned who signs travel requests for department heads, if travel is paid by the
employee themselves and Council does not approve it is the employee paid, and what happens if
someone else pays for the trip, is it still submitted.
Michelle Weidner, Chief Financial Officer, explained that department heads sign and submit
requests to the Finance Committee and Council for approval. She drafted the policy in 2002 with
suggestions from the auditors and the State's office. The policy was designed to be flexible but
to provide guidelines. There have been no audit issues and they are reviewed closely.
Mr. Welper commented that it is a common sense policy and he sees no problem with policy.
Mr. Hart questioned if there needed to be distinctions made for international travel.
Michelle Weidner, CFO, reported that the policy does not address international travel and would
not recommend banning it. There is some flexibility in the policy to allow Council to address
extenuating circumstances.
With no further business before the Council, it was moved by Hart, seconded by Welper that the
meeting be adjourned at 4:44 p.m. Ayes: Five. Motion carried.
