Members present: Cole, Jones, Schmitt, Lind Morrissey, Welper, and Hart.
Moved by Hart, seconded by Schmitt that the Agenda, as proposed, be approved.
Objective: Expansion of the Martin Road Development Plan Tax Increment Financing (TIF)
District.
Noel Anderson, Community Planning & Development Director, gave an overview of what the
TIF District was put in place for, what it's doing, and what they're proposing.
Mr. Morrissey questioned if one of the purposes of the expansion was to get retail shops in that
area.
Noel Anderson, Community Planning & Development Director, noted with the proposed $1.8
million proposed retail center, it will not move ahead without the TIF District.
Mr. Lind questioned how many lots are available in the existing TIF.
Noel Anderson, Community Planning & Development Director, noted that are a lot of different
land uses in that area.
Mr. Lind questioned if the City has too much inventory and if we're stealing from other TIFs.
Noel Anderson, Community Planning & Development Director, noted sometimes you have some
businesses that want to be in certain areas and some businesses don't want certain uses next to
them.
Mr. Lind questioned whether it's hard to expand a TIF, and whether you can expand a smaller
area.
Noel Anderson, Community Planning & Development Director, noted that you have to write up
a legal description and it's a prolonged process. If you substantially change to a smaller area, the
attorneys say you have to start over and it pushes construction back.
Mr. Jones questioned how much the City has released from TIFs.
Michelle Weidner, Chief Financial Officer, noted the Northeast site is the only site they've
officially released values for.

With no further business before the Council, it was moved by Hart, seconded by Schmitt, that the
meeting be adjourned at 5:04 p.m. Ayes: Seven. Motion carried.
