Getty Council Chambers Members present: Cole, Jones (arrived after roll call), Schmitt, Morrissey, Welper, and Hart (arrived after roll call). Absent: Lind. Moved by Welper, seconded by Schmitt that the Agenda, as proposed, be approved. Objective: FY2016 Budget Review Michelle Weidner, Chief Financial Officer, explained the difference between the base option for the FY2016 and the additional request level. The base level includes the changes in personnel cost from the FY2015 budget with some exceptions. The Additional request level demonstrates the requests from the departments. It was requested that all budget suggestions be given to the Finance Department by Friday. Mr. Schmitt requested on Mr. Lind's behalf to give him until Monday to give suggestions. He asked for the ability to have the CFO bring her laptop to be able to run numbers. Michelle Weidner, CFO, reported that she needs the ideas ahead of time so she can proof her numbers and work with the formulas. Haitian Art Collection - Paris Trip Update Kent Shankle, Culture and Arts Director, gave the background on the Haitian Arts Conference. The City first attended in 2004. The attendance of City staff has resulted in the City becoming a national and international leader in Haitian Art and has produced tangible results. Over 1.5 million dollars in art has been donated in result of the participation in the Haitian Arts Society. Two staff members were sent to the conference on behalf of the City. One additional employee paid their own way to attend the conference. The total expense to the City, paid for by a grant, was $2,286.00. The work of several new Haitian artists was seen at the conference. Staff made contacts that may result in additional donations to the collection. Staff is making plans to bring some of the more contemporary pieces to the city of Waterloo. Mr. Schmitt requested a copy of his presentation and asked how many participants attended the conference. Mr. Shankle explained that due to the expense and the terrorist act that happened prior to the conference there was only 14 participants. The number of participants is expected to be much higher if it were held in Waterloo. Mr. Welper questioned if there is a charge for loaning out our collection. Mr. Shankle reported that we charge for expenses only but tend to get additional art pieces and donations due to loaning out the collection. Storm Water Management Program Ordinance Amendment Dennis Gentz, Assistant City Engineer, reviewed the proposed storm water ordinance changes. The proposed changes deal with the storm water quantity and storm water quality. The amendment would change the development from a 10 -year design to a 100 -year storm design. Phil Schuppert, Storm Water Specialist, explained that the amendment would amend the water quality requirement during the first flush and the stabilization of the surface. Mr. Schmitt questioned how this would affect the cost to developments and confirmed that these amendments are comparable to what other cities have in place. Page 2 Mr. Gentz explained that it will vary from site to site. With no further business before the Council, it was moved by Hart, seconded by Schmitt that the meeting be adjourned at 4:53 p.m. Ayes: Six. Motion carried.
