Members present: Chairperson Welper, Jacobs, Morrissey, Powers, Lind, Amos.
Absent: Schmitt
Moved by Amos seconded by Lind that the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
Moved by Morrissey seconded by Amos that the request for authorization to make an
appointment to the position of Clerk 1 (Records Clerk) from a current Civil Service list to fill a
vacancy, be approved. Roll call vote: Ayes: Six. Motion carried.
Moved by Morrissey seconded by Amos that request for authorization to begin the recruitment
process for Human Resources Director and make an appointment, be approved. Ayes: Six.
Motion carried.
Mr. Lind questioned the changing salary amount of the requisition.
Michelle Weidner, Chief Financial Officer, explained that they decided that a salary range would
be more beneficial.
Mr. Lind questioned if the award and appointment of management positions are made subject to
council approval.
Moved by Lind seconded by Jacobs that the offer of employment to the position of HR Director
is made subject to council approval. Roll call vote: Ayes: Two (Jacobs and Lind) Nays: Four
(Welper, Morrissey, Powers, and Amos) Motion failed.
Mr. Morrissey stated that this is initially brought to the council for approval.
Mr. Lind stated that if this position is under the direction of the Mayor and City Council then
council should have opportunity to approve or deny the offer.
Michelle Weidner stated that most Department Head positions are only subject to the Mayor.
Kelley Felchle, City Clerk, stated that, while Council has the direct ability to hire and fire the
City Clerk and the City Attorney, the other Department Heads are subject only to the Mayor.
With no further business before the committee, it was moved by Morrissey seconded by Amos
that the meeting be adjourned at 5:09 p.m. Ayes: Six. Motion carried.
