C®.VV C,_l AePrnxpy: (ZZS/tb The City of Waterloo is requesting approval of the System -wide Improvement Framework (SWIF) Letter of Intent (LOI) for continued rehabilitation eligibility for the following: WTL4 Waterloo, IA - LDB Cedar R. (East) WTLl Waterloo, IA - RDB Cedar R. / LDB Black Hawk Ck (NW) WTL2 Waterloo, IA - RDB Cedar R. / Black Hawk Ck (SW) WTL3 Waterloo, IA - W/W Treatment Plant (South) EVND Evansdale, IA - LDB Cedar R. under P.L. 84-99 while developing a system -wide improvement framework (SWIF). This attachment describes unacceptable deficiencies in the levee system and/or system -wide issues that will be addressed under the SWIF, and justifies how a system -wide approach will optimize flood risk reduction (i.e., will correct deficiencies in a manner that provides the largest flood risk reduction in the most efficient and economical manner.) All of the levees listed above are Federal Levees and locally maintained by the City of Waterloo. The "Unacceptable" deficiencies are described below in Paragraph 2,"Description of Deficiencies and Proposal for Using the SWIF Approach," and have resulted in the levee systems being put on "inactive" status in the USACE P.L. 84-99 Program. As such, the systems listed above are currently ineligible for federal funding for repairs if they are damaged during a flood event. The City of Waterloo, IA is seeking conditional reinstatement of P.L. 84-99 eligibility by developing and executing a SWIF plan to correct complex deficiencies. Since the most recent routine inspection dated October 21 and 22, 2015, the levee sponsor has made progress toward correcting identified deficiencies, including: Completion of televising all storm and sanitary sewer pipes penetrations within the levee. Completing two contracts for vegetation removal along Black Hawk Creek. Another contract is under design for more vegetation removal. Started construction on four, storm sewer sluice gate replacements. Maps of items for general maintenance, based on the 2015 routine Inspection, have been sent to various City departments for correction by May 1, 2017. General plan information and planning level costs determined for replacing the 43sanitary gatewells/valvewells that are currently inoperable. Other deficiencies rated "unacceptable" are more complex to correct and involve interagency collaboration. These deficiencies and/or system -wide issues include improvements to multiple SWIF LOl ATTACHMENT levee segments, JDNR and USACE review andperrnitting and the City of Waterloo is seeking to use a SWIF approaeh toresolve these "unaceeptable" items and restore the levee to eurrent USACE operation and maintenanee standards. The City of Waterloo is antieipating the replacement of all sanitary sewer sluice gates to take four years. This would include design, permitting and construction. Submitted By Jamie Knutson, PE, Associate Engineer Approve agreement. This is a letter of agreement with the Corp of Engineers to give the City time to plan and repair the sanitary sewer gatewells. The original was approved on July 18, 2016 but the US Army Corp of Engineers wanted some changes made after reviewing the original. This approval is for the modifications.
