Compensation
Compensation for services for this project shall be a lump sum fee of Nine Thousand Dollars
($9,000.00). See attachment and incorporated herein.
General Conditions
Except as specifically amended by this Individual Project Agreement, services shall be provided in
accordance with the Consultant Services Agreement for the Waterloo Regional Airport, entered
between AECOM Technical Services, Inc. ("ATS'), and the City of Waterloo ("Client"), dated
April 15, 2014.

Project Deseription
The project is described as preparaticn af a Pavement Maintenance Management System
for the Runway 6/24, Taxiway A -East and Taxiway A -West at the Waterloo Regional
Airport, Waterloo, Iowa. The project involves an inventory of airside pavements,
completion of a pavement condition index (PCI) survey, and development of a record
keeping systeni for future pavement inspection and maintenance, and preparation of an
economic analysis and prioritization plan. This report will be incorporated in the overall
Airfield Pavement Mairitenance System.
11. Scope of Services
The work to be performed by ATS shall encompass and include detaiied work, services,
materials, equipment and supplies necessary to provide a pavement maintenance
management system in accordance with FAA requirements. TIie project services shall be
divided into the foliowing tasks:
A. Pavement Inventorv. The pavenient inventory section will define the structure of
the pavement and separate the airfield into smaller manageable elernents of
pavement. The construction history of the elements will be identified, along with
any unique pavement features. Pavements will be broken into elements and
mapped for reference. A map of the airport will identify pavement elerrents
and allow the individual performing maintenance inspections to quickly reference
the pavement element by name and Iocation. Pavement elements will be grouped
according to the following features:
1. Location on Airfield
2. Pavement Type (Rigid, Flexible or Overlay)
3. Pavement Section (Surface, Base and Subbase)
4. Age of Pavement
5. Associated Funding S�urce
6. Allowable Pavement Loading
B. Pavement Condition ndex (PCD Survev. The preparation of a PCI survey will
be accomplished in accordance with ASTM D5340, Standard Test Method for
Airport Pavement Condition Index Surveys. The PCI survey includes the foilowing
tasks.
1. Identification of the branches, sections and individual sample units for the
airfield pavement network. The airfield pavement network will include each
runway and taxiway identified in the project description.
2. Define the number and Iocation of sample units necessary to provide a
representative evaluation of each pavement section.
3. Field Iayout of the sample units to be surveyed.

4. Perforni a visual survey of the representative sample uriits to identify and
quantify the distress types and severity Ievels. In addition to the
visual review, photographic documentation of failures in each sample unit
will be performed.
5. Review field survey data and calculate PCI values for sample units.
Extrapolate the sample unit data to determine a PCI value for the
pavement sections. Using the data for the pavement sections, a PCI
value will be determined for the pavement branch areas. If the data
from an individual sample unit does not appear to be representative of
the section, then additional sample units will be surveyed.
6. Prepare airfield rnaps and charts to graphically depict the PCI values
calculated.
C. Record Keepinq. According to the Advisory Circular, the airport needs to perform a
PCI survey every three years or provide an inspection of the pavenient annually.
Drive-by inspection to detect unexpected changes in pavement condition should be
conducted on a monthly basis. The airport must record and keep on file for a
minimum of five years, complete information about detailed inspections and
maintenance performed. The types of distress, their Iocations, and remedial action,
scheduled or performed, must be documented. This task consists of providing
inspection report forrns and maintenance documentation forms that can be used
by the airport staff. In addition, as part of this task a future inspection schedule wifl
be developed.
D. Proaramminq. This task consists of performing an economic analysis on the data
collected by the PCI survey and developing a Iong-term maintenance and
rebabilitation program for the airfield pavenients. Programming includes the
foliowing tasks:
1. Prepare Cost Estinlates for Maintenance
2. Prepare Cost Estimates for Rebabilitation
3. Prioritize Maintenance and Rehabihtation Based on PCI Values and
Funding Availability
E. Meetinos. This task consists of nieetings and presentations related to the
development of the Pavement Maintenance Management System for the Waterloo
Regional Airport.
F. Qualitv Review. This task consists of the quality review of work elements on the
project. During the course of this project, quality reviews will be conducted by
senior technical personnel that are not directly involved in the project.
G. Administration. This task consists of adniinistration and coordination of the
project. Interoffice meetings, general day-to-day administrative responsibilities,
and typing of interoffice memoranda and minutes of meetings are included in
this task.
