Absent: Lind Moved by Schmitt seconded by Amos that the Agenda, as proposed, be approved. Ayes: Six. Motion carried. Eric Thorson, City Engineer, provided an overview of the proposed right-of-way ordinance changes. Mr. Schmitt questioned when the rules had changed regarding the bonding requirements of plumbers. Eric Thorson explained that he was unsure when the change happened, but believes that some time ago it was required for a licensed plumber to also be bonded, which is no longer the case. Mr. Schmitt questioned if the city has several unbonded contractors and questioned what the rule should be. Eric Thorson explained that the ordinances are clear that contractors need to be bonded and licensed. He further explained that the bonding threshold needs to be increased from $5,000 to $15,000 to protect the city. Mr. Powers asked how much a $15,000 bond costs. Eric Thorson stated that it is approximately $200, depending on how much insurance you have with the bonding or insurance company and what your record is. Moved by Schmitt, seconded by Amos to place this ordinance change on next week's council agenda. Ayes: Six. Motion carried. With no further business before the committee, it was moved by Schmitt seconded by Amos that the meeting be adjourned at 5:00 p.m. Ayes: Six. Motion carried.
