Mayor Timothy J. Hurley in the Chair. Roll Call: Kincaid, Cole, Clark, Schmitt, Gunderson, Welper. Absent: Greenwood. Moment of Silence. Ayes: Six. Absent: Greenwood. Motion carried. 119319 - Clark/Cole that the Minutes, as proposed, for the Regular Session on Tuesday, January 20, 2004, at 5:30 p.m., be accepted and approved. Communication from Mayor Hurley transmitting recommendation of appointment of John Wood to the Board of Library Trustees to fill term of Carolyn Cole, with term expiration date of June 30, 2004, and continue with first full term with expiration date of June 30, 2010. b. Resolution adopted and upon approval by Mayor assigned No. 2004-27. 119324 - Welper/Cole that "Resolution ordering construction in conjunction with above said project", be adopted. Ayes: Six. HEARINGS 119326 - Kincaid/Clark that proof of publication of notice of public hearing on request of Roosevelt Roby, Jr. to sell and convey property generally located along Chestnut Street, just west of Logan Avenue, for $1.00, as published in the Waterloo Courier on January 19, 2004, be received and placed on file. Resolution adopted and upon approval by Mayor assigned No. 2004-29. 119329 - Kincaid/Cole that "Resolution authorizing said sale and conveyance", be adopted and City Attorney instructed to prepare and deliver deed accordingly. PETITIONS FROM PUBLIC 119330 - Clark/Kincaid that communication from City Planner transmitting request to vacate a portion of city right-of-way generally described as the portion of former South Hackett Drive, south of Young Plumbing and Heating and north of Greenhill Road, together with recommendation of approval of the Planning, Programming and Zoning Commission, be received, placed on file and "Resolution setting date of hearing as February 9, 2004, 5:30 p.m. in the City Hall Council Chambers on the above described request", be adopted and City Clerk instructed to publish notice of same. DOCUMENTS 119332 - Cole/Welper that communication from Associate Planner transmitting request of Joan M. Craig for tax exemptions on improvements totaling $17,000.00 for property located at 203 Hawthorne Avenue in the Consolidated Urban Revitalization Area, together with recommendation of approval, be received, placed on file and "Resolution approving said application", be adopted and City Clerk instructed to forward same to County Assessor. BILLS PAYMENT 119335 - Clark/Welper that "Resolution approving Schedule AP640, pp. 1-61, dated January 26, 2004 in the amount of $2,732,390.85, a copy of which is on file in the City Clerk's Office", be adopted, together with recommendation of approval of the Finance Committee.
