SUBJECT: Approve a resolution authorizing the Professional Services
Agreement with JDE Engineering for the Preliminary and Final Platting of land for
the expansion of the Northeast Industrial Park, not to exceed $31,950, and authorize
the Mayor and City Clerk to sign and fully execute all necessary documents.

Recommended City Council Action: Adopt resolution and authorize signatures as
requested.
Summary Statement: The City of Waterloo is continuing to see development and
requests for development in the Northeast Industrial Park area. This agreement will
plat the land to the west of the existing industrial park (city -owned land) for additional
development needs.
Expenditure Required: $31,950
Source of Funds: TIF and bond funds
Policy Issue: Economic Development
Alternative: NA
Background Information: The City developed the Northeast Industrial Park in
1995, and has worked with several businesses to locate there. This will allow for
continued development.

PRELIMINARY AND FINAL PLATTING
EXPANSION OF THE NORTHEAST INDUSTRIAL PARK
NORTH OF MARTIN LUTHER KING JR. DRIVE AND WEST OF NORTHEAST DRIVE
WATERLOO, IOWA
PROFESSIONAL SERVICES AGREEMENT
WHEREAS, the City of Waterloo, Iowa ("City") desires to expand the Northeast Industrial Park to continue to
promote development of industrial activities in northeast portion of Waterloo, and
WHEREAS, JDE Engineering, PLC ("Consultant") of Waterloo, Iowa desires to provide professional engineering
services related to the development of preliminary and final platting for the industrial park expansion,
NOW THEREFORE, it is mutually agreed that this Professional Services Agreement shall consist of the following:
I. SCOPE OF SERVICES
• Obtain boundary survey information for the industrial park expansion area (approx. 50 acres),
• Conduct a field investigation to document the location of existing features,
• Develop a preliminary plat for the industrial park expansion area (approx. 10 lots at 5 acres each),
• Work with City staff to develop the area into the most beneficial layout for anticipated development
projects,
• Obtain existing utility information using Iowa One CaII,
• Develop preliminary utility layout for the industrial park expansion (storm sewer, sanitary sewer,
water main, electric, gas, fiber, cable, telephone, etc.)
• Develop preliminary roadway layout,
• Develop listing of anticipated design criteria for the expansion area,
• Develop preliminary roadway profile and earthwork quantities to assist in evaluating parcel size
layout options for the preliminary and final plats,

• Incorporate existing and proposed feature information into platting documents, and
• Develop a final plat for the industrial park expansion area.
11. TIME OF BEGINNING AND COMPLETION
The project shall begin following approval of the City Council and execution of this agreement by the
Mayor of the City of Waterloo. It is anticipated final plats would be submitted to the City approximately
14 weeks following the approval of this agreement. Below is an anticipated schedule for development
of the project:
• Approval of the Professional Services Agreement December 2013
• Obtain Field Survey Information January 2014
• Develop Preliminary Plat Documents February 2014
• Develop Final Plat Documents March 2014
III. COMPENSATION
The fee for the work detailed under "Section I. Scope of Services" is based on anticipated time -and -
materials necessary to complete the work. Surveying services will be performed under this contract by
Great Plains Survey of La Porte City, Iowa. Preliminary design services for the industrial park expansion
will be performed by JDE Engineering, PLC of Waterloo, Iowa. The cost associated with each portion of
the work is summarized below:

The total cost related to this proposal is estimated to be $31,950. This fee is considered a maximum
not -to -exceed cost.
