SUBJECT: Approve a resolution authorizing the Professional Services
Agreement with JDE Engineering for the Design of Gravity Sanitary Sewer Main
Extension for the expansion of the Northeast Industrial Park, not to exceed $33,950,
and authorize the Mayor and City Clerk to sign and fully execute all necessary
documents.

Recommended City Council Action: Adopt resolution and authorize signatures as
requested.
Summary Statement: The City of Waterloo is continuing to see development and
requests for development in the Northeast Industrial Park area. This agreement will
design the sewer extensions needed for the development of the land to the west of
the existing industrial park (city -owned land) for additional development needs.
Expenditure Required: $33,950
Source of Funds: TIF and sewer bond funds
Policy Issue: Economic Development
Alternative: NA
Background Information: The City developed the Northeast Industrial Park in
1995, and has worked with several businesses to locate there. This will allow for
continued development.

DESIGN OF GRAVITY SANITARY SEWER MAIN EXTENSION
NORTHEAST INDUSTRIAL PARK EXPANSION
NORTH OF MARTIN LUTHER KING JR. DRIVE AND WEST OF NORTHEAST DRIVE
WATERLOO, IOWA
PROFESSIONAL SERVICES AGREEMENT
WHEREAS, the City of Waterloo, Iowa ("City") desires to expand the Northeast Industrial Park to continue to
promote development of industrial activities in northeast portion Waterloo, and
WHEREAS, JDE Engineering, PLC ("Consultant") of Waterloo, Iowa desires to provide professional engineering
services related to the development of a gravity extension to the sanitary sewer system in the area,
NOW THEREFORE, it is mutually agreed that this Professional Services Agreement shall consist of the following:
SCOPE OF SERVICES
• Obtain survey information for the sanitary sewer extension area,
• Obtain existing and proposed utility information,
• Develop preliminary plan set documents for the sanitary sewer extension using aerial photography
and survey information,
• Conduct a field investigation to document the location of existing features within the area of
interest,
• Obtain soil boring information in the area of the proposed sanitary sewer extension,
• Incorporate existing feature information into plan set documents,
• Design the gravity sanitary sewer extension,
• Develop a plan for use of a temporary cofferdam to construct the sanitary sewer across an existing
creek in the area,
• Develop an erosion control plan for the project,

• Obtain permitting from the Iowa Department of Natural Resources related to the NPDES storm
water program, gravity sanitary sewer extension, and construction within the floodplain,
• Compile a list of estimated quantities for use in bidding of the project to contractors,
• Develop final plan set documents for bidding purposes, and
• Develop a final specification book for bidding of the project.
II. TIME OF BEGINNING AND COMPLETION
The project shall begin following approval of the City Council and execution of this agreement by the
Mayor of the City of Waterloo. Final plans and specifications for this project will be submitted to the
City approximately 14 weeks following the approval of this agreement. Below is an anticipated schedule
for development of the project:
• Approval of the Professional Services Agreement December 2013
• Obtain Field Survey Information January 2014
• Develop Preliminary Plans and Specifications February 2014
• Develop Final Plans and Specifications March 2014
111. COMPENSATION
The fee for the work detailed under "Section I. Scope of Services" is based on anticipated time -and -
materials necessary to complete the work. Surveying services will be performed under this contract by
Great Plains Survey of La Porte City, Iowa. Soil borings information will be obtained by Terracon
Consultants, Inc. of Cedar Falls, Iowa. Civil design services for the project will be performed by JDE
Engineering, PLC of Waterloo, Iowa. Structural design services will be provided by Select Structural
Engineering of Waterloo, Iowa.
The cost associated with each portion of the work is summarized below:

The total cost related to this proposal is estimated to be $33,950. This fee is considered a maximum
not -to -exceed cost.
IV. TERMS AND CONDITIONS
