RESOLUTION NO. 2017-19 RESOLUTION ADOPTING THE RECORD RETENTION MANUAL FOR IOWA CITIES AS THE RECORDS RETENTION SCHEDULE OF THE CITY OF WATERLOO, IOWA AND ESTABLISHING ELECTRONIC IMAGING AND DESTRUCTION OF RECORDS. WHEREAS, Chapter 372.13(5) of the Code of Iowa authorizes retention of documents or accurate reproductions, and WHEREAS, the City of Waterloo,regularly creates public records and is required to store public records for a certain period of time, and WHEREAS, Section 622.30 of the Code of Iowa authorizes electronic reproduction and destruction of original documents admissible in court, and WHEREAS, electronic imaging of records greatly reduces physical storage requirements and increases response time to records requests, and WHEREAS, the City has procured document management technology and record destruction and disposal services, and WHEREAS, the City of Waterloo will adhere to the Record Retention Manual for Iowa Cities (Produced by the Iowa League of Cities, State Historical Society of Iowa's State Archives and Records Bureau, and Iowa Municipal Finance Officers Association) as the retention and destruction schedule of public records and other supplemental City documents, and will atomically update said schedule to include future changes in state and federal code. NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA AS FOLLOWS: 1. Each department is responsible for maintaining its records in accordance with state and federal laws. 2. That the Record Retention Manual for Iowa Cities is hereby adopted and will automatically update to include changes to state and federal document retention requirements; 3. That electronically imaged documents are deemed to be the official City record; 4. That original documents, in accordance with statutory requirements and the Record Retention Manual for Iowa Cities, may be destroyed after being electronically imaged.
