Moved by Welper seconded by Lind that the Agenda, as proposed, be approved. Voice vote - Ayes: Five. Motion carried. At or before 3:05 p.m. following the prior discussion the proposed Management Information Systems Department budget for FY2018 was discussed. Mr. Lind questioned if businesses can utilize the city fiber network. Chris Youngblut, MIS Director, explained that renting space is a possibility. Mr. Powers questioned if connection fees could be a possibility for the city in the future. Chris Youngblut explained that it could be a revenue stream for the future. Mayor Hart explained Cable Access TV moving from the City Clerk's Office to MIS. Mr. Lind questioned the contract with the Waterloo Community School District. Chris Youngblut explained that they utilize the schools when they are extremely busy and the partnership has been beneficial. As GIS is expanded within the city, he will be reassessing staffing recommendations. Mr. Powers questioned if a potential revenue stream could be guest access for conferences, etc. Chris Youngblut explained that it would be something to look at for the future. Mr. Powers questioned if the city could include a CEO Corner on the website to have the larger employers put something on the city website stating why they have located in the city. He further commented that it would be good to have the city website promote schools within the area as well. Mayor Hart explained that the city is currently working with CGI, who has done a video project that highlights the best the city as to offer in the way of schools, businesses, recreational and cultural amenities. At or before 3:23 p.m. following the prior discussion the proposed Housing Department budget for FY2018 was discussed. Mayor Hart clarified that part of the function of the Housing Department is to help people find and move into homes. Julie Dawson, Housing Coordinator, provided an overview of the department request. Mr. Lind questioned if her department is looking to get an additional person to complete housing inspections. Julie Dawson explained that one of her employees is currently attending training to become a certified inspector. At or before 3:37 p.m. following the prior discussion the proposed Community Development Department budget for FY2018 was discussed. Mr. Welper questioned the homeless population in Waterloo. Page 2 Rudy Jones, Community Development Director, explained that the department does an annual test to identify homeless within Waterloo. He noted there are not a lot of homeless shelters in the community so people will double up in households or live in unfit locations. Mr. Lind questioned if his two staff positions are still vacant. Rudy Jones explained that one position is a LEAD grant funded position and duties have been reassigned. Michelle Weidner, Chief Financial Officer, explained that the positions are no longer on the budget narrative. At or before 4:08 p.m. following the prior discussion the proposed Street Department budget for FY2018 was discussed. At or before 4:21 p.m. following the prior discussion the proposed Sanitation Department budget for FY2018 was discussed. Mr. Lind questioned if the single side pick-up test successful. Mark Rice, Public Works Director, explained that the test was successful and they are looking at enacting it in other areas of the city. Mr. Lind questioned if an incentive could be added to encourage citizens to participate. Mr. Morrissey questioned if the drop off site locations within the city has cameras and suggested that if they do not, to add cameras to the locations. Mark Rice commented that the Ansborough site is heavily used but the site has now power and are looking at moving it to a different site with electricity. Mr. Lind questioned if the arms on the truck have cameras to prove that cans were overloaded. Mark Rice explained that they are looking into adding the technology. Mr. Lind thanked his two foremen for their work in moving the yard waste site to a new location in the fall. Mr. Powers questioned how many people respond to a snow event in Waterloo. Mark Rice explained that the city has 30 employees that respond to snow routes. Moved by Morrissey seconded by Amos that the meeting adjourn at 4:36 p.m. Voice vote -Ayes: Five. Motion carried.
