RESOLUTION APPROVING THE REQUEST OF HEATHER
SOLOMON FOR TAX EXEMPTIONS ON THE CONSTRUCTION
OF A NEW SINGLE FAMILY HOME VALUED AT $1,250,000,
FOR PROPERTY LOCATED AT 3665 W. 4TH STREET AND
LOCATED IN THE CITY LIMITS URBAN REVITALIZATION
AREA(CLURA).
WHEREAS, Heather Solomon has submitted an application dated February 1, 2017, to
the City Council of the City of Waterloo, Iowa, requesting to receive tax exemptions for
construction of a new single family home valued at $1,250,000 for property located at 3665 W.
4t' Street, and located in the City Limits Urban Revitalization Area (CLURA), more fully
described as follows:

Subject to easements, restrictions, covenants, ordinances and limited access provisions of
records, and
WHEREAS, said property is located within the designated City Limits Urban
Revitalization Area (CLURA) in Waterloo, Iowa, as previously established by the City Council
of the City of Waterloo, Iowa, and
WHEREAS, the new construction project respecting said property is in conformance with
the City Limits Urban Revitalization Area (CLURA) Plan as officially adopted by the City
Council for the City of Waterloo, Iowa, and
WHEREAS, the new construction on said property was made during the time in which
such improvements are eligible for the tax exemption as set forth in the City Limits Urban
Revitalization Area(CLURA) Plan as adopted by the City Council of the City of Waterloo, Iowa,
and as set forth in the Urban Revitalization Act as adopted by the Legislature of the State of Iowa
and signed by the Governor of the State of Iowa, and
WHEREAS, said applicant is requesting the following three-year exemption schedule:
For the first year 100%
For the second year 100%
For the third year 100%
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WATERLOO, IOWA, that said application is hereby approved and the City Clerk is hereby
authorized and directed to forward said application and a copy of this resolution to the Assessor.

CITY LIMITS URBAN REVITALIZATION APPLICATION
APPLICATION FOR PROPERTY TAX EXEMPTION FOR CONSTRUCTION OF NEW ONE OR TWO FAMILY
DWELLINGS UNDER THE PROVISIONS OF THE CITY LIMITS URBAN REVITALIZATION AREA PLAN
ADOPTED BY THE CITY COUNCIL OF THE CITY OF WATERLOO.
The City Limits Urban Revitalization Area(CLURA)is a 3-year 100%property tax exemption on the actual value added for
new construction one or two family dwellings(single family homes or duplex/twin homes only)that meet the following criteria:
1. Be located within the CLURA boundaries(a map of which can be obtained from the City of Waterloo Community Planning
&Development Department.)
2. This application must be filed with City prior to the 1 s`working day of February following the year when the improvements
are completed to comply with the timeline of the State Code of Iowa, Section 404.4 unnumbered paragraph 2. However, a
single application may be filed upon completion of an entire project requiring more than one year to construct or complete,
providing prior approval has been granted by the City Council or County Board of Supervisors.
