Motion carried. 107757 - Murphy/Collier that "an Ordinance amending the 1991 Traffic Code by repealing Subsection (29) Hammond Avenue of Section 541, Increasing Speed Limits in Certain Areas; and enacting in lieu thereof new Subsection (29) Hammond Avenue of Section 541, Increasing Speed Limits in Certain Areas (reducing the speed limit from 30 mph to 25 mph on Hammond Avenue from San Marnan Drive to Ridgeway Avenue)", be considered and passed for the second and third times and adopted. Ayes: Seven. Ordinance adopted and upon approval by Mayor assigned No. 4210. BILLS PAYMENT 107758 - Mollenhoff that "Resolution approving Schedule AP640, pp. 1-82 dated November 25, 1996 in the amount of $4,072,187.79, a copy of which is on file in the City Clerk's office", be adopted, with Councilperson Jordan abstaining on PV 3951. NEW BUSINESS 107759 - Murphy/Anders that communication from Waterloo Water Works General Manager transmitting budget amendment for Waterloo Water Works for Calendar Year 1996, be received, placed on file and "Resolution setting date of hearing as December 9, 1996 at 7:00 p.m. in the City Hall Council Chambers on the above described budget amendment", be adopted and Deputy City Clerk instructed to publish notice of same. Resolution adopted and upon approval by Mayor assigned No. 1996-785. 107760 - Mollenhoff/Collier that communication from Police Chief transmitting request to authorize placement of a barrier to vehicle traffic in the alley, approximately 60-70 feet wide, at the north corner of the Express Mart building to Lily Ferguson Day Care Center's fence on East 4th Street, be received, placed on file and approved and that the request to change the no parking anytime zone on the west side of the alley to allow a 5 minute drop-off zone for parents bringing their children to the day care center, be received and placed on file, and City Attorney instructed to prepare an ordinance for said drop-off zone. Prior to a vote on the above motion the following comments were heard. Councilperson Getty asked that the Police Chief and Traffic Department review the New Jersey barrier that was placed on Irving Street at its junction with Courtland Street in the 100 and 200 blocks to see if the barrier is still needed. Councilperson Anders expressed his concern with the growing number of barriers being placed in the city. He feels there are better ways to controlthe problems the city needs to control. Mayor Rooff stated that staff will begin reviewing the barriers that are currently in place in the city. Following discussion a vote was taken on the above motion with the following result.
