Kaizen Company developed the site plan and met with neighbors about their concerns with the traffic patterns, school bus and children walking in the street. Kaizen contracted with an engineer for a traffic impact study. The site plan has parking developed to exit onto the through street and to create a buffer zone for residences. Kaizen did contract for and has received the results of an environment study which shows that no PCBs are present. The developer has agreed to submit further site plan changes for the north side of the lot for approval and also agreed to the restriction that there be no multi -family development on any portion of the site. .The owners intend to be good neighbors and are willing to discuss the issues raised by Mr. Clary to try to alleviate concerns. Councilperson Jordan indicated that he has been contacted by citizens with concerns about the impact on traffic flow. Councilperson Murphy stated that he has spoken to citizens with those concerns also. Prior to a vote on the above motion, the following comments were heard. Ernie Boykin, PO Box 1438, asked if the rezoning was passed are there plans for traffic signals at the intersection of W. 4th and Donald Street? City Planner Don Temeyer reported that at this time there are no plans for signals. The planning department recognizes that Donald Street has peak periods but regular traffic flow probably doesn't qualify for signals. Boykin requested that a study be completed. She feels that the drug traffic is slowing down since the neighborhood involvement and the increased police presence. She also owns and lives in property in the neighborhood but doesn't feel -the barricades will solve the problem. Phillips has already lost parking for her business and would rather work to find alternative methods to control the problem than placing barricades at the intersection. Elmer Landis, 209 Irving, expressed that the situation has gotten progressively worse. First it was the noise from boom boxes, now it is drug houses. The residents of 215 and 217 Courtland had a curbside drug service going. Buyers would drive up and have the drugs delivered curbside. Councilperson Mollenhoff supported the concerns about:providing access to Charm Upholstery and suggested that Councilperson Collier and city staff work with the business and neighbors to review the solution. With no further discussion it was moved by Getty, seconded by Jordan that the above resolution be tabled for one week. Ayes: Six. Absent: Krizek. Motion carried. ORAL PRESENTATIONS 106613 - Hugh Field, 620 Lafayette, is present because one customer in Waterloo is unhappy with the service received from the City. Don Miller has supported this community and even initiated a deficit reduction plan a few years ago. He entered into a contract with the city and is unhappy with the: results of that contract. Field stated that he knows the mayor and council believe customer service is important. Miller agreed to provide an area for spoil during the construction of a drainage ditch and also traded land. From the first day, Miller has made it clear that he has been unhappy with the action of the contractor for the city. Sand and rocks were bulldozed onto his land in a manner that wasn't necessary. The process he requests is to recover his top soil, which could be expensive but the city is not willing to bear that cost. The treatment Miller has received has been shabby but Field is giving the city another opportunity to resolve this issue before legal action is taken. Field asked the city to again discuss this matter with him to try to find a solution for Mr. Miller. Harris Ceaser, 104 Candlewick Road, came to go on record for the NAACP as opposing the new Section 8 housing rules just passed by the city council. The new rules will increase the number of homeless and punish children for the crimes of their parents. He urged the council to repeal their actions of April 22, 1996 and to allow federal guidelines to regulate Section 8. Ernie Boykin, PO Box 1438, came to talk about the National Youth Sports Program for children ages ten to sixteen which will be held this summer at Price Lab School The camp is free of charge and transportation and meals will be provided to children who qualify. Boykin asked for support from the mayor and council and urged interested parties to contact their school for information. Chuck Lane, 213 Randolph, feels the council doesn't realize how much they will punish the children and mothers who aren't involved in adrug problem but may be associated with someone who is. He agrees with Harris Ceaser and stated we are using innocent people instead of going to the source of the problem. Roosevelt Taylor, 311.. Iowa St, would like the council to revise the Section 8 guidelines in a manner which would prevent children from being taken from their mothers.
