that "Resolution authorizing relocation of barricades on Southtown Drive to new
locations on Hummingbird Circle, one northeast of the intersection of Sarah Drive
and one southeast of the intersection of Mockingbird Lane and rescinding Resolution
No. 1995-417 adopted on July 10, 1995 which authorized barricading the Murphy Road
access to Crossroads Estates Subdivision", be adopted. Ayes: Seven.

ORDINANCES TO BE ADOPTED
106415 - Al Levy, 902 Sheridan and representing the Pawnbrokers Association, thanked the
Police Department, Mayor and Council and Clerk's office for all the effort put into
this document. The association is concerned with Sec. 23-26, Holding Period, of the
ordinance. Sec. 23-26 requires any item pawned not to be sold for sixty (60) days
from the date the item was received by the pawnbroker. However, an individual may
redeem the item pawned during or after thirty (30) days at the discretion of the
pawnbroker.

that "an Ordinance repealing Division 2, Pawnbrokers and Secondhand Goods Dealers,
of Article II, Specific Businesses and Occupations, of Chapter 23, Licenses and
Business Regulations, of the 1993 Code of Ordinances of the City of Waterloo, Iowa;
and enacting in lieu thereofa new Division 2, Pawnbrokers, and Division 2.1,
Secondhand Goods Dealers, of Article II, Specific Businesses and Occupations, of

ORAL PRESENTATIONS
106432 - Bruce Potter, 3948 Scenic Drive and Principal at Edison School, presented a petition
to the council with over 1,200 signatures requesting that a four-way stop signs be
installed on Magnolia Parkway and Falls Avenue and that the speed limit be reduced
during school hours. Mr. Potter also requested that they be allowed to post purple
ribbons for thirty days on telephone poles and fences in memory of the death of a
classmate. Mayor Rooff stated that the tragic death saddened everyone, and he
approved of the ribbons being placed on the poles and fences.

Group, presented a petition to the council requesting that four-way stop signs be
placed at the intersection of Linden Avenue and Fowler Street and at the
intersection of Rhey Street and Fowler Street.

106435 - Councilperson Murphy stated that Brian Robinson and Cody Goings of Troop 144 were
at the meeting this evening shadowing the council, and they would like a copy of the
newly adopted budget. Finance Manager Bruce Meisinger requested that the scouts
come to his office after the meeting and he will get copies for them.
Councilperson Collier stated that he has had requests that a stop sign be placed at
Kern and Cutler Streets. Mike Mrzlak, Superintendent of Traffic Operations, will
investigate the intersection.
